The Victorian Free State:

Population estimate 1927 survey:

A minor power within the Frostlands and the Successor State to the city of Winterhome, the Victorian Free State was founded by the survivors of the conflict and evacuation of Winterhome following the overthrowing of the "Authoritarian Military Junta" that had controlled the city for years.


Winterhome was meant to be the symbol of survival and an example that mankind would persevere through the Frost and endless winter, the early years were proof of this, the city was prosperous, produce more than enough materials and resources to survive and people lived in proper homes. In fact the city had already begun making preparations to expand further outwards and even had undertaken major construction efforts including a large steel bridge, an observatory for research, a major outpost and more.
For years the Victorian Free State remained isolated due to the terrain and the whiteouts, however they were eventually able to begin to spread out into the wider Frostlands, like everyone else it was mostly due to the need for additional resources to ensure continued survival. Over time the Free State began to establish viable colonies and became a true nation, holding tight to its liberal and strong stance on checks and balances going forward.

But things changed as problems began to show within the cities generator, this meant that the very thing that the city relied on for heat and power was at risk. It was unclear what the cause was, possibly a rushed effort to construct the Generator, substandard materials, poor workmanship, it is unknown even to this day. Plus there was an extreme strain on resources, Winterhomes success had brought a considerable Immigration, as people hoped to find safety and survival within Winterhome. In response to all these troubles, the Captain of the city, an officer in the British military imposed strict authoritarian control over Winterhome in an effort to maintain order.

However various elements of mismanagement came to a head when the Generator experienced a major malfunction. The populace rose up in rebellion and after heavy fighting overthrew the Captain and his supporters, however the damage to the city and the Generator was too great, so with little option, the survivors of the fighting came together and worked to rebuild a nearby dreadnought and evacuate as much of the population as possible before the Generator exploded.

These evacuees resettled at an alternative generator site, where they built new lives for themselves, they christened their new city and eventually their new nation after the Dreadnought that had brought them there, the H.M.S Victoria. The system of governance they created is very liberal and carefully controlled, the position of Steward serves as the executive and the position is annually electoral, meaning each year a new Steward is elected to the position and the current Steward cannot run again for the office until a two year period had passed. Beneath the Steward is the Free State Assembly, an elected body that possesses checks and balances against the Steward, chief among them is the vote of no confidence, where if the clear majority of the Assembly votes in favour then the Steward is forced to step down.

On a local level, every city, town and settlement within the Free State, are governed directly by an elected official who serves as either a Governor or Mayor. The duties of both are the same, to oversee the continued stability of the city or town in their charge, ensure that laws are upheld, enforce the constitution and manage the day to day matters of the city or town. However as with all positions of authority within the Free State there are clear checks and balances over the power of both positions. A vote must be held every 2 years and the candidates cannot have held the post of Governor or Mayor in the past 4 years prior.

So once a Governor or Mayor finishes their term they cannot become a candidate for either until at least four years have passed since them leaving office. This is done to limit the powers of an individual over the population and to ensure the checks and balances of power for the Free States elected officials.

These colonies are interconnected via the use of a series of Skyways, similar to those used by the Commonwealth of New London, the Free State Skyways are dual purposed, using solid rails. These rails are held up by support structures and posses two individual rails, upper and lower, the lower rails are used for transit of citizens between cities, colonies and settlements whilst the upper, which is more heavily reinforced and supported is used for the transport of cargo and materials.

This system of transit and transport is supported by the Free State Air Service, a force similar in purpose and duty to the Commonwealth Air Corps. The F.S.A.S is both a civil and military service in the Free State, in peace time it works in both duties, providing a military role in the form of aerial patrols and security for the Free States territories, but also a civilian role. In this duty, the Service conducts aerial support for emergency services such as rescue efforts or response. For example if a settlement is experiencing a crisis such as a urgent shortage of fuel for its generator, then that Service is called on to transport emergency supplies to it until a reliable system of resupply can be established.

As well as this the F.S.A.S also serves to support outposts and stations that are too far from established routes of supply and support, so they are not connected to a skyway and are not in a position where a Frost-trail can effectively be used to resupply them.

And of course the F.S.A.S serves a duty in wartime, where it primarily serves not as offensive purpose but more a support role, providing support for Free State forces and positions on the ground. This can include defending them from aerial attacks or by targeting key targets that are endangering the ground forces, like artillery, mortars and machine gun nests. The F.S.A.S has never really undertook long range attacks on enemy forces or cities during the Frostland Wars, preferring to remain with its ground forces.

Said ground forces have been changed considerably since the signing of the Frostland Treaty, the Free State once had a volunteer militia that served as both a police force but also a military service depending on where a unit is deployed. But having witnessed the growing centralisation and organisation of other nations, the Free State reformed its Militia into a new professional force known as the Free State Protectors. They serve in the same form as the original militia, they serve as law enforcement but also a military force, but unlike before where the militia did both, the Protectors during the reformation divided into two, National Defence being the military and National Security being law enforcement.

Meaning the military does not have the authority to oversee the enforcement of the law within the cities without lawful cause and authorisation from the Free State Assembly such as the enacting of Martial Law. At the same time the National Security Department cannot involve itself in military matters or duties unless a order of emergency powers are enacted by a clear majority vote by the Assembly, where the National Security Protectors are expected to support the military in defence.

Today the Free State is a peaceful nation, in fact it is among the few nations that has experienced little to no internal strife since its founding, thanks in part to its stable structure of governance and determination to uphold its constitutional freedoms and rights.

Cities and Colonies:

As with all nations within the known Frostlands, the Victorian Free State has cities and colonies within it recognised borders, most of these cities were other settlement sites that had been established during the evacuation from the British Isles during the final days of the Last Autumn. In fact the Victorian Free State only has one true colony, with all the other cities being formerly independent that chose to join the Free State voluntarily.

But as is usually the case, the determination of what makes a city within the Free State is similar to other nations, the population is in the high thousands or tens of thousands.


Victoria: Capital City

Population 1927 Survey: Thirty Three Thousand, nine hundred and eighty

Founded following the evacuation of the original Winterhome, Victoria was a Generator site that had been abandoned during its construction, the Generator was nearing completion when it was hurriedly abandoned due to the resources needed in more "important" sites that had "greater access to resources" or were deemed to have a "greater chance of survival".

Based on records left behind at the site, it was the opinion of those in charge of the generators construction, that the site was being abandoned so that the resources and materials for construction could be used at sites where the rich and powerful would evacuate too. But the truth is uncertain, as there was a limited access to certain resources such as wood and iron, which made construction difficult during the initial settlement by the refugees from Winterhome, though they managed to reuse the abandoned structures of the old outpost that served as the base for the generators construction to shelter in until proper housing could be built up.

The hardest part was finishing the partly built generator, for months the residents of Victoria had to use the large Dreadnought that had transported them from Winterhome as both shelter but also for heating. At least that was the case until some houses could be built as well as the generator fully completed using pieces of the Dreadnought itself as well as materials scavenged along the way.

Over time the city was fully built up and capable of sustaining itself effectively, by this point the city didn't really have a christened name, it had only been referred to as just the City, nothing else. So when things had calmed and the city sustainable, the elected Steward at the time made the decision, using a single piece of metal that had been taken from the Dreadnought that had transported them all from Winterhome to their new home, which was now a centre piece of the Generator at the heart of the city.

This piece of metal bore the name of the Dreadnought, the HMS Queen Victoria, the assembly agreed and the city was formally christened as "VICTORIA", the capitol of a new nation, the Victorian Free State.

Since its proper naming, the city has grown considerably refugees and survivors in the Frostlands have moved to the city and have been accepted which has grown the population considerably from the two hundred or so that finished the Generator. What was a small outpost of buildings left behind to become ruins or freeze into place has long been replaced with a sprawling metropolis of varying districts and constructs. Victoria is now a true city in size, with numerous of housing districts, dedicated centres for industry and food production, all allowing the city to continue its prosperity and efforts to press further into the future.

At the heart of the city however is the Free States centre of governance, freedoms and security, within the cities centre are the buildings that make up the Free State government. There is the Office of the Steward, where the elected steward resides and works when not meeting with the members of the assembly in the Assembled Hall, near them is the High Court of the Free State, which serves as the highest court in the nation and oversees all matters in regards of law, order and the Free State Constitution. 

Finally within the city centre is the High Command of the Free State Protectors, the restructured force that once was known as the Free State Militia. Here the highest ranked members of the Protectors oversee all matters of maintaining security for the state both within the city but across the entirety of the Free State. 

Close to them is the Logistics hub of Victoria, where goods and cargo are unloaded from the rest of the Free State as well as cargo loaded onto them for shipping to the other members of the Free State. The Hub is a large district within Victoria which is divided into two distinct sections, loading and unloading where cranes and workers ensure the safe movement of cargo to and from the Skyway cargo cars. Then the warehousing, where everything is stored until it can be properly delivered to its proper destination.


Thawfell: City

"Frost and Cold Did not hold us Back" Motto of Thawfell

Population 1927 Survey: Thirteen Thousand, Two hundred and Thrity

Formerly Thawfell had been an independent city, one built around its own generator but suffered greatly during the freeze, according to the histories, only a small percentage of the people meant to be evacuated to the site actually made it, the rest either never arrived and presumed lost and the rest all died during the transit. 

This Thawfell struggle during the early years both before and after the Great Storm, the limited population had to work twice as hard to support itself and build a sustainable city for itself and the future. When it was found by scouts from the Free State, the teams were shocked to find that a considerable number of citizens within the city had lost at least one limb to the cold and frostbite, leading to well over three out of every four citizens possessing a prosthetic arm or leg. 

The city readily joined the Free State as it provided a reliable alternative to the simple survival that Thawfell had been forced to endure for decades. The joining of the Free State changed Thawfell considerably, in the past, the residents of the city had to work extremely hard in order to provide for their families properly, those who had prosthetics had to use different variations in order to work, this meant those with prosthetic arms using pickaxes or shovels that replaced their arms. But now thanks to the Free State, they received support that meant people didn't have to work as extreme as they used too, in fact it allowed some to even retire from work entirely.

Another major change was the enforcement of the Free States, Medical and Disability Laws, which made illegal for those with disabilities from performing hard manual labour and instead relegated them to lighter duties. This meant that those people in Thawfell with prosthetics didn't have to work in jobs such as the mines anymore but instead placed them into different areas of work where their prosthetics were not a handy cap but more of an advantage.

But this didn't mean that Thawfell became reliant on the Free State for everything, rather it forced a time of invigoration, new industries were established in the city and production lines created. One of the biggest is the Thawfell prosthetic production plant, where prosthetics of all kinds are created for the entire nation, as well as other industrial plants that produce different trade goods. This was due to the fact that the city had to rely on a different method of thinking and means of production to survive for decades when compared to other cities across the known Frostlands.

Today Thawfell is very different from the old city that was struggling to survive and sustain itself on a day to day basis. It has expanded into a true city rather than just a town, the standard of living has improved considerably, the factories where people worked gruelling labour are now places where workers and engineers work proudly and happily.

The industrial district is by far one of the most expansive in the Free State, as well as that the city possesses a number of Research Institutes, where engineers and scientists work hard on how to improve the living standards of the Free State and how technology can be improved upon. One that the city is most proud of is the Institute of Prosthetic Advancement, a research and engineering group that is dedicated to the improvement and advancement of Prosthetic limbs. It seeks to replace the basic designs that have been used for generations across the Frostlands and make them more accessible and reliable for those that need them.


White-Frost: City

"Proud to Stand, Proud to Provide" Motto of White-Frost

Population 1927 Survey: Fourteen Thousand, Nine Hundred

White-Frost was established years before the Freeze began, according to records the site was originally claimed by a private company, it served two duties. On the one hand it was used as a Whaling Station where ships would go into the waters around the Arctic to hunt Whales for their oil, as well as Seals for their meat and pelts. But it was also a small mining station, the mountains close to the whaling station had good veins of coal which were used to heat the station.

For a while apparently the station was profitable for the company that owned it, but then came the freeze, as the cold began to take more and more of the planet, the Whaling efforts at the station soon were hurriedly abandoned, so much was left behind during the freeze as people were more concerned with getting onto the ships and escaping the cold. And for years White-Frost remained empty, until it was discovered by scouts from the Free State, there they found what in reality wasn't a small station but a town.

Overtime the Free State rebuilt the town, in order to properly work the veins of coal within the hills close by, but when Oil was found to be present on land but also beneath the ice at sea. The town soon began to grow into a complete city as the population steadily grew, one with food production, industry and of course its resource extraction, which remains the primary employment for the city.

Today White-Frost is a bustling city with constant activity, residents work and live within the city limits, employed in the coal mining nearby, the cities varied industries, green and hot houses. Or they are on rotation, where they spend some time in the city with their families and friends before rotating out to work at the Oil extraction outposts beyond the horizon. The industries of White-Frost are mostly built around the resource extraction efforts, though Coal is still used in its raw form, a sizeable portion is put through Coal Liquefication where it is rendered into a crude form of oil.

But as well as industry a good part of the populace work in the transportation hub, where the city is connected to the Skyway network of the Free State, here cargo transports come and go on an almost daily if not hourly basis. Deliveries of Oil from the resource outposts come into the city, are loaded into carefully built cargo cars and are finally sent out to where ever it is needed most.

At the heart of the city is as with all Cities and towns within the Free State, is the Governors office, here the elected Governor of the city conducts themselves and oversees the cities infrastructure and care. 


Windswept Peaks: City

"Only the Dead Obey, We'd rather Die Awake" Motto of Windswept Peaks

Population 1927 Survey: Eleven Thousand, Two Hundred and Fifty

Nestled between several high peaks that created a prolonged valley with steep slopes on three sides, access to the valley being only a small break in the surrounding mountains. The location possessed a substantial amount of resources mostly from the mountains around it, iron, magnesium, tin, nickel as well as coal.

A place of extreme hardships, Windswept Peaks was intended to be a Generator Site for the people of the British Isles, but its construction was done by the forced labour of convicted criminals. The entire site was basically a forced labour camp where prisoners were forced to endure extremes under the promise that when completed they would be given mercy and perhaps even a pardon for their crimes. 

However in truth, there was no chance of them ever being released, this truth came to be revealed to them when a new group of convicts were brought in to replace those that had died during the hard labour. It was revealed here to the other prisoners that when the Generator is completed, the prisoners won't go home to receive their pardons, but rather would merely be shipped off to another generator site, in effect no one was getting out.

Seeing this truth, the Prisoners alongside some workers outside the prisons that served as their sleeping quarters, plotted to rebel and rise up against those that were working them to death for no chance of survival. Once the Generator was completed, the Prisoners at the construction site rose up in rebellion and began attacking the guards with whatever weapons they could get their hands on, most of which were tools from their work stations. At the same time, Prisoners within the prison rioted and overwhelmed the guards within the walls, together they managed to overpower the I.E.C Guards and eventually forced them to run from the site entirely.

The Prisoners and the remaining workers then started to work together to build a settlement around the Generator, fearing retaliation, they built a solid barricade along the length of the break in the mountains that allowed entry into the valley, but such retaliation never came. Instead the people within focused on their own continued survival. Through out the freeze, the Generator was brought to operation thanks to the coal that was mined from the mountains, housing was put together for everyone, Hot Houses were built to allow for some food sustainability.

The advantage of Windswept Peaks was the variety of skill sets, the prisoners and workers had all come from different walks of life, some had been carpenters, other metal smiths, factory workers, even just ordinary farmers. This meant that rather than people having to learn on the job, there were people who knew to an extent a certain role in their survival. The Mountains around them provided some protection from the "Storm to end all Storms" though they still felt its effects and struggled just as bad as everyone else in the known Frostlands.

When they came out of it, they found it just as bad as everyone, since there was only one way in or out of their valley, the people of Windswept peaks struggled to venture further out to find additional resources, which restricted them closer to home. It was around this time they were discovered by the Free State, after some deliberation and negotiations, Windswept Peaks became a member of the Free State of Victoria.

Since becoming a part of the Free State, Windswept Peaks has grown into a true metropolis, rather than just being focused around the Generator, it has become a city of various districts stretching along the Valley. There a huge Extraction districts, which comprise of various mines as well as a series of Quarries to harvest stone as well as the different minerals within. The entrance to the valley is no longer blocked by a long improvised barricade, it is now held by a solid district focused on Logistics, connecting the city to the rest of the Free State through the Skyways as well as the F.S.A.S.

The city is practically divided into three, there are the mines and quarries closer to the mountains and along the slopes which extract the resources. Then there are the industrial districts, here the smelters and furnaces work turning the raw minerals that are brought in from the mines and quarries into more refined items from solid ingots into rebars and frames etc. Finally there are of course the many housing districts where everyone obviously lives alongside the shops and every day businesses that provide for everyone.

Towns and Settlements:

Similar in respects to other nations within the known Frostlands, the Victorian Free State can quantify its towns and settlements by the number of people living within them. As is usually the case, this comes in the lower single thousands or high hundreds, yet when compared to the other powers that are descended from the British Empire, the Free State is relatively small when it comes to the number of its settlements. 

Mostly due to them being newer when compared to the other nations, since they were founded following the fall of Winterhome which happened in the years before the Storm to end all Storms.


Sundstradd: Town

"The Earth Provides" Motto of Sundstradd

Population 1927 Survey: Three Thousand, Seven Hundred

A settlement built upon the foundations of an old research station that had been built in the decades prior to the great freeze, Sundstradd was constructed due to the surrounding resources, specifically the geo-thermal springs which provide a viable source of farmable soil as well as a constant source of heat in the form of Geo-Thermal heating. 

Sundstradd is a settlement built around these springs and thermal vents, unlike other parts of the Free State where sources of fuel have to be brought in from other places for the sake of power and heating. Sundstradd doesn't as it gets everything from these vents and springs enabling it to provide heating and power for its own generator sustainably, meaning they don't need coal or oil to be shipped in on the skyway. But this doesn't mean that Sundstradd isn't a provider, if anything is a prime provider of farm crops.

The town has a number of greenhouses and hot-houses which grow all kinds of foods, from mosses to actual food crops like wheat, corn, vegetables like potatoes and cabbage. In support of these greenhouses and hot-houses is on the opposite side of the town are the Reindeer and Musk Ox ranches which serve as a mix of different purposes, not just food in the form of meat and hide for leather, but manure for fertiliser to keep the soil strong for the crops.

In its history, Sundstradd grew rather quickly, from a small outpost of a hundred plus, the town grew and became truly viable, with the residents having a peaceful life, working as farmers, ranchers, engineers in the geo-thermal plants. But also as doctors and healers, where people come to enjoy the relative peaceful nature of the springs to let them heal their minds, so much so that the Free State Protectors have a special hospital in the town where soldiers and law enforcement officers are sent if they are deemed to be struggling after traumatic events.

Those that do so, often say that the calm of the springs and peace within the town helps ground them back in reality and helps to heal the emotional scars they have been carrying.


Winterbell: Town

"Learning from the Past for our Future" Motto of Winterbell

Population 1927 Survey: Two Thousand, Four Hundred and Fifty

A large town that was established by the Free State following the Great Storm, Winterbell was constructed for the nation to gain access to viable resources close by, notably veins of iron and coal, but also a number of I.E.C factories that had been built at the site to support the construction of the Generators across the Frostlands. Specifically these factories the I.E.C had established were built solely to support the generator construction sites by either shipping in or even producing steam cores, which are key components for Automatons as well as for use in production lines within key factories.

When it was rediscovered by the Free State, it was decided to rebuild the older settlement and then expand on it into a fully viable township within the Free State, no one could ignore the possibility of getting the factories running again, the possibility of actually building Steam Cores which are practically priceless within the world today as they can only be found and reused, with very few actually being able to be built to the same standards of the past.

Winterbell offered that chance and the Free State took it, with the factories that had the production lines capable of building actual steam cores alongside machine parts, as well as the raw resources needed within close proximity, allowing for easier production. The early years of Winterbell focused around sustainability of the town itself rather than the creation of steam cores or machine parts, since the town was situated in a difficult position with limited viable sources of fuel or food, so much of the resources had to be brought in from elsewhere.

This limited the growth of the town and restricted what could be manufactured within the factories as most were focused on providing for themselves and their families. But eventually the town was capable of supporting itself through trade, goods like food and fuel still have to be brought in from elsewhere but it is able to exchange these necessities by exporting its raw materials but also its manufactured goods. 

Some of the factories have been refitted to produce consumer goods rather than the technical pieces required for Steam Cores which provides a sustainable economic element for the town in the long run. But this has not stopped anyone from the drive to make actual Steam Cores, though its clear to everyone that these new cores will never be to the same level as those of the old world before the freeze but they are still considered capable by those that use them.

Today Winterbell is proud of its work and manufacturing heart, they are one of the primary providers and exporters of manufactured goods in the Free State, alongside building prefabs and machine parts for different things from components for the Skyways to parts for Airships.


South-Rest: Settlement

Population 1927 Survey: One Thousand Two Hundred

Discovered during expeditions by Free State Scouting teams in conjunction with the F.S.A.S, South-Rest was originally a relay station in terms of communication for the I.E.C in the Arctic Circle. Established by the company during its early efforts to explore the frozen lands of the Arctic, the original station was focused on communication, so it connected via telegram lines the I.E.C headquarters in London or some other location to the different research outposts and later Generator Construction sites, enabling them to maintain effective contact and effective flow of information.

This became critical during the construction efforts on the Generators, as each site would require direct communication in order to bring in additional resources that are needed for the building of the Generators, resources like steel, wood and then as the cold began to take hold, coal for heating. The site was hurriedly abandoned during the freeze, so quickly in fact that a considerable amount of equipment was left behind, likely proof of how hard things were getting at the time.

It was carefully rebuilt by the Free State following its discovery initially as an outpost with the focus being further exploration of the region to the south of the rest of the nation as South-Rest is situated at the southern most point of the Free State. Later a full base was established to serve as the headquarters for research and exploration within the entire south, here scouts would regroup, rest, resupply and recuperate following their expeditions.

Eventually a settlement was slowly built up around the original site, this wsa again mostly focused around supporting the scouts and their explorations as well as scientists and engineers who worked on various research efforts for the Free State. Today South-Rest is a fully built town of the Free State, connected by the Skyways to the rest of the nation, it has shops, businesses, some extraction efforts for raw resources, hot-houses and greenhouses to produce food. But the focus remains the scouting units and the research institute at the towns heart, one of its biggest and greatest focuses is the study of the freeze.

The idea being that if there are to be any signs of a thaw in the future then surely the first glimpses of the great winter coming to an end will likely be to the south where in generations past, the suns strength would be considerably stronger and the world much warmer. According to sources and information shared between the Free State and the Commonwealth of New London as part of the shared research agreement. The Free State Scientists in South-Rest have during one of their expeditions southward had shown something that they had not expected.

They claim they saw small channels like rivers in the sea ice, as well as that they say that some parts of the pack ice was beginning to break up, possibly due to thawing, this was further indicated by readings on their thermometers, which they claim was significantly lower than previous readings.

Outposts:

As with all nations, the Victorian Free State has within its recognised borders, several small stations and outposts that are limited in size and varied in purpose. But for the Free State these outposts and stations are focused into one of three categories, Frontier, Transit and Resource, but regardless of what they are prioritised towards, they are all reliant on supplies of all kinds being brought to them from the larger settlements and cities.

Frontier Stations:

Population 1927 Survey: One Hundred Average - Nine Hundred total estimate

Located across different points of the Free State, there are a total of nine Frontier stations across the Victorian Free State, these serve varied roles for the nation. These roles and duties are dependant on where exactly they are located, those within the interior are built to serve a more civil duty. 

For example some frontier stations are used by scientific institutes to study the wilderness, the freeze, the changes to the environment. But also as weather stations, keeping a careful observation for the early signs of Whiteouts, which direction they are coming from, their strength, how severe they are, then of course provide immediate warning to those locations at risk of them.

Meanwhile those close to the national borders of the Free State are focused around military duties, they serve as encampments and bases for the Free State Protectors as well as the F.S.A.S. Places where patrols both on the ground and in the air can be launched from, the borders defended, trade connected and examined etc. If a Frontier station is focused around trade between nations, then they are connected directly to the Skyways to the nearest city or town allowing for transport of goods and cargo.

Whilst those that are not bound to the trade agreements of the Free State and its neighbours, aren't connected to the Skyways but instead are reliant on transport of materials and goods by snow vehicles or by airship resupply.


Transit Stations:

Population 1927 Survey: Average One hundred - Seven hundred estimate total

In total the Free State has seven transit stations across its controlled territory, these are all placed along the Skyway network that serves as the nations primary means of transportation of both goods as well as people.

Transit stations are fixed in their purpose and duty, they are positioned equally along the skyways between cities, towns and connected outposts with the singular duty being to maintain the skyways in their area and ensure that any fault or damage is fixed at the earliest opportunity. For this reason most who live and work at Transit stations are engineers and workers who work the skyways and help to maintain them.

But the stations also serve another purpose, in the event of a severe whiteout which restricts the movement of the skyways, then those aboard can take shelter within the stations until the whiteout passes over and enable safe transit once again. So these stations have additional commodities such as halfway houses for people to rest, inns or taverns for warm meals and more well built up medical clinics for those who are sick or wounded.

As well as this, since the Skyways also possess the telegraph lines, Transit stations also serve as communication points for the Free State, making sure that the lines are maintained, repaired when damaged or broken etc. But they also serve as relays, so for instance if a location is wanting to send a message to another that they are not connected too, then they can send the message to their nearest transit station and see it passed onto to its intended destination.

So at the heart of the Transit stations one will find a Skyway Hub and Telegraph office, which all other structures are carefully built around, in conjunction to specially built generator hubs to support the people within the station with both heating and power.


Resource Stations:

Population 1927 Survey: One hundred fifty average - one thousand eight hundred estimate total

Resource stations require little detailed explanation, as there purpose and focus are within their very names, these Outposts are constructed around a specific resource and work towards the extraction of their particular resource. 

In total there are twelve true Resource Stations within the Victorian Free State, these are categorised into their particular resource, there are four oil stations, two coal stations, one iron station, one manufacturing station, three food producing stations then finally one research Outpost. Regardless of their focus however, all outposts and stations within the Victorian Free State work on a rotation basis, meaning those who work at a particular location spend only four months at the site before being rotated out for rest and recuperation before returning again four months later.

This is set in Free State law for workers rights, since these outposts and stations are limited in their capacity, meaning that whilst working at an outpost or station, a worker regardless of where their are employed are limited to bunks alongside standard food rations. So workers are granted a period of time back with their families where they can enjoy proper meals and are able to rest before going back to the station for their rotation.
