The Last of Us: International - Fan Fiction
Having played the Last of Us and thoroughly enjoyed the game, as well as having watched the Series by HBO, I began to think beyond that.
I know what is in the Second game so I'll try to take that into account when writing, but we don't really know much about the rest of the United States or the rest of the world. So I will primarily focus in on the United States and Western Europe.
Now the plot is that the Cordyceps fungus mutated and became an extreme danger to humans, in the Game its either by bite or by breathing in the spores which is what I will use in this story, mostly because in the series they skip the spores part, but that can be forgiven.
Anyway, in this story, you will hear my side of various places in the world that have been effected by the Cordyceps Brain Infection and how the rest of the world is coping and surviving. There will be some spoilers for both games of course.
As always with all my blog stories, I do not intend to make any kind of profit from them, they are solely for the enjoyment of myself as a writer and to any who read them.

United States of America:
What you are about to hear is everything we have at this time, knowledge of the Q.Zs within the United States, those that most probably aren't aware about, as well as the groups that are fighting for our freedom.
Remember that this country was founded by you the people, do not let the lies of the FEDRA controlled propaganda define the truth.

Q.Zs and Administrations:
The FEDRA Central Administration:
Location: Classified
Status: Classified
Considered only a rumour by most of the people in the Different Q.Zs, the FEDRA Central Administration is technically speaking the overall leadership and governing authority of the Q.Zs within the former United States.
The FEDRA Central Administration as it is referred to as by the residents of the Q.Zs and "Central Command" by FEDRA forces was formed when FEDRA took on the mantle of responsibility for the survival of humanity from the Cordyceps brain infection. When FEDRA removed all other systems of government and other federal agencies, the Central Administration was established to oversee overall continuation of the different Q.Zs.
They are the ones that decide whether a Q.Z can be sustained and maintained, so basically whether or not a Q.Z can be kept alive, if it can't then its their call on whether they should reinforce it or abandon it to focus their efforts on others. It is the Central Administration that instituted the different rules of the Q.Zs as well as the punishments for violation of those rules.
No one knows exactly where the Central Administration is located, as the precise placement is classified at the highest levels with only a select few being allow to know exactly. Only rumours exist of where exactly the Central Administration lays, one says that it is situated in an underground bunker at a place called Raven Rock, others say its in the Cheyenne Mountain Complex.
Some rumours state that its not even in the lower 48, with some thinking its situated in Anchorage Alaska or perhaps in the former military Installation in Guantanamo Bay. Though again these are all rumours, Guantanamo Bay was put aside when rumours started spreading that the Miami Q.Z had fallen.
FEDRA Tactical Operations:
Location: Classified
Status: Operational
The primary cause behind their creation was the notorious Pittsburgh Uprising, where the people of the Pitssburgh Q.Z rose up in rebellion against FEDRA forces in the zone, incited by the Fireflies. The local FEDRA forces were destroyed and the Zone became a brutal place for survivors.
It was decided by the Central Administration to establish a special unit of FEDRA soldiers whose duty would be to locate and eliminate the "Terrorist" organisations that threatened the Quarantine Zones that were of critical importance for the ongoing survival of others. For instance Quarantine Zones that produce the materials and resources that were needed by all, such as Food and ammunition.
To achieve this, the Tactical Operations unit was set up, whilst FEDRA forces would work within the Quarantine Zones, the Tactical Operations were to hunt down Rebel hideouts and havens beyond the walls of the Q.Zs among the ruins of the cities and towns left behind during the Outbreak.
They were selected by FEDRA commanders for their ability and experience after which they would be sent to receive special training which made them akin to the Special Forces of the U.S military. Due to the requirements of the Selection Process as well as the rigorous training, the numbers of the Tactical Operations Unit was limited to only a few dozen operators, but these Operators soon became the terror for the Fireflies, in Q.Zs such as in Boston where the T.O.U. forced the Fireflies to abandon the city to save themselves.
They were considered for deployment to Seattle to face the Washington Liberation Front, however when the Seattle Q.Z became more in favour of the rebels, it was decided that the T.O.U would not be deployed and instead would hunt down what remained of the scattered Fireflies.
Due to recent intelligence that the Fireflies have disbanded, the T.O.U have been redeployed to find their havens and secure any actionable intelligence.
Addendum: Recent Intelligence suggests that elements of the Fireflies are reforming, the T.O.U are being redeployed to identify their locations and eliminate the threat before they are properly organised.
The D.C Quarantine Zone:
Status: Operational - FEDRA Controlled
One of the first Quarantine Zones to be properly established, the D.C Q.Z was set up in an early effort to preserve the United States Government as well as protect the citizens of the Capitol. With a heavy presence of forces within the Capitol at the time, containment of the C.B.I was eased however as the Outbreak got worse in other parts of the state, FEDRA forces were stretched thin.
The D.C Q.Z is heavily built with high solid walls of stone with Guard towers at regular intervals, the walls surrounds some of the core buildings of the U.S Capital, including the White House, the Capitol Building and the Lincoln Memorial in the Northern Section with the walls going across the Potomac River and then around the Pentagon.
This makes it one of the largest Singular Q.Zs in the United States stretching on either of the Potomac river, the bridges across the river were all destroyed to slow the spread of the infection around the Q.Z bar the Arlington Memorial Bridge which hold a number of secure checkpoints. As with other cities across the country following the establishment of the Q.Zs and the rapid spread of the Infection, D.C was subject to sustained carpet bombing which included incendiary explosives such as Napalm as well as prototype Thermite Plasma.
The D.C FEDRA headquarters is within the White House which is itself protected by a security perimeter and gated checkpoints. The Capitol Building has been converted into the Zones main Ration distribution centre as well as a Hospital of the residents of the Zone, the Pentagon now serves as a School and Academy for FEDRA to train and teach orphans of the zone.
D.C was a major target for the Fireflies during their insurgency, due to it being the original centre of democratic government in the United States. They are the primary form of resistance against FEDRA in the former U.S capitol, engaging in acts of Guerrilla Warfare across the Zone and even at one point attempting to take the White House itself, which ultimately failed but showed their capabilities to the Populace.
The Philadelphia Quarantine Zone:
Status: Operation - FEDRA Controlled
Situated within the heart of the Pennsylvanian State Capital, the walls were constructed around the Schuylkill River to the Passyuck River than across to the Delaware River to the Walk Whitman Bridge making the Q.Z the southern districts of the city around the Philadelphia Naval Yards.
Within the Philadelphia Q.Z is a factory where FEDRA produces the Bio Fuel required for the different Vehicles across the country, this in turn is supported by a system of various greenhouses within the Q.Z that are used to grow the plants required, notably Rapeseed, Sunflower and Soy beans.
Most of the facilities within the Philly Q.Z were constructed either during or after the outbreak, as a considerable area of the Q.Z was under development at the time, enabling FEDRA to construct facilities in rapid succession within the walls without sacrificing buildings for space.
As well as that, the Philly Q.Z uses the Naval yards to salvage materials from the different boats and ships within the Delaware, those of FEDRA or military make are depending on their size either scrapped for materials or if they are small patrol craft are refitted to serve as patrol vehicles along the Delaware and Schuylkill.
Just as with other zones across the former United States, the Philly Q.Z has experienced insurrection since the fall. The Fireflies made Philly a primary target due to the significance historically in Philadelphia being the birthplace of American Democracy during the war for Independence, some Fireflies hoped the same could be again.
However due to the efforts of local FEDRA forces as well as T.O.U, due to the importance of the Biofuel refinery in the zone, the Fireflies were either all killed by FEDRA or were forced to abandon the city to save themselves.
Latest information of the Philly Q.Z states that a new resistance group has begun conducting an insurrection within Philadelphia, it is thought that these are remnant elements of the Fireflies that regrouped and started a new group following the Fireflies disbandment.
The Norfolk Q.Z
Status: Abandoned by FEDRA - Now controlled by Insurgent Movement
Originally constructed during the outbreak, the Norfolk Q.Z was established around Norfolk Naval Station, as well included the Norfolk International Terminal, the Chambers Field NS Norfolk and included the neighbourhoods of Norfolk Crossing and West Ocean View. As with other Q.Zs in the United States, the areas around them were thoroughly carpet bombed to stem the spread of the infection, as well as this, all of the bridges around Norfolk were hit airstrikes, only the Lafayette River Bridge was kept standing but was heavily fortified.
The nearby Hampton Roads Bridge Tunnels were destroyed and flooded by explosives, again to stem the slow of the infection as well as prevent infected from entering the Zone. The Nearby Fort Monroe was added as an extension of the Q.Z with the Mugler Memorial and Martin Luther King Jnr bridges being destroyed. Walls were erected to the north of the Walker Army Airfield and then back around to encircle the Fort and Airfield as well as a small docking area for boats on Mill Creek.
The Q.Z was established originally to serve as a hub for FEDRA operations across the region, it was from Zones like Norfolk that the FEDRA sent the Bombers that conducted the carpet bombing of the cities to stem the spread of the infection and help secure the other Zones. It then the main supply and ration distribution point for Q.Zs along the East Coast, either by ships through the Naval Station or Chambers Field.
As with many Q.Zs across the county, the Norfolk Zone came to face the insurrection of the Fireflies, Norfolk was hit hard due to it being the distribution point for the ration system for the Q.Zs on the East Coast. Although the Fireflies were easily eliminated, it brought about trouble with the infected, as the Walls around the Zone were damaged in the fighting, allowing a considerable number of Infected to breach the zone.
When the infected were defeated and the walls repaired, the residents of the zone no longer trusted FEDRA to keep the zone safe as many of them were forced to fight off the infected themselves. A new rebellion began calling themselves the Protectors, the insurrection came to its head when the Protectors with stolen boats, managed to launch an attack on Fort Monroe and manged to take it from FEDRA forces.
It was here that FEDRA reconsidered the Zones longevity and the decision was made to withdraw entirely, since the Insurgents had captured a key position that guarded the route out of the bay, they needed to get out quick before the Protectors could threaten the FEDRA boats still in the Q.Z. The last FEDRA forces withdrew from the Norfolk Q.Z onboard a military transport ship from the Naval Station, there are some intentions of retaking the Zone, but such plans were scrapped when it was decided that rather than risk considerable manpower and resources on what was practically a lost Q.Z.
FEDRA instead reallocated the manpower and materials successfully evacuated from Norfolk to reinforce other zones on the East Coast. These included, D.C, Boston and New York.
The San Francisco Quarantine Zone:
Status: Operational - FEDRA Controlled
Despite rumours, the San Francisco Q.Z is not controlled by the Insurgent Movement known as the Fireflies, though the Fireflies are operational in the region they are not the ones to controlled the actual Zone.
Originally established as an Evacuation point for those fleeing the Infection, the San Francisco Q.Z was re-organised into a Quarantine Zone properly when it became clear that the country was not going to survive the spread of the Infection. The Zone was built up originally with barbed wire perimeter defences and basic military watchtowers, but in preparation of the Carpet Bombing the zone was reinforced with solid stone walls.The Zone itself is on the island of Alameda in San Francisco Bay, with all the bridges off the Island except the High Street and Parker Street Bridges being destroyed as well as other means of crossing onto the Island be it tunnels or subways being collapsed and flooded for added measure. As well as them, other bridges and tunnels across the city were destroyed during the saturation bombing of the city to stem the spread of the infection. Even the mighty Golden Gate Bridge was hit by the bombs.
The San Francisco Q.Z also includes two other islands that have been repurposed by FEDRA for duties to the Zone, Alcatraz Island for instance has been repurposed into an Outpost where patrol boats operate out from ensuring that no one can enter the Zone via the bay. Yerba Bueno and Treasure Island have been repurposed into industrial and manufacturing areas, with the old buildings on both islands being replaced with factories for the building of needed materials and resources.
Its placement as an Island has given the Zone greater protection from the infected but the tight quarters of the residents in the zone mean that various people are having to share homes or are living in improvised "Living Quarters" in repurposed factories and warehouses even in old office buildings. To counter the risk of insurrection in the zone, FEDRA officials have offered benefits for work, for instance by working for FEDRA or the upkeep of the zone for instance those who agree to work in the factories on Treasure Island don't just get paid in ration cards but are also given better living quarters on Yerba Bueno Island.
The Dallas Quarantine Zone:
Status: Abandoned - FEDRA Evacuated - Civilian population Relocated
Unlike later Q.Zs, Dallas was a rapid deployment of a Zone, with barbed wire and chain linked fences, military fencing, Concertina Fences and other basic containment methods. The initial intension at the time was to quarantine those that were safe from Infection with such a zone which would enable FEDRA and the military to eliminate the infected on the outside.
At first the Dallas zone worked, people within the zone appeared to be grateful that they were safe from the infected and that the military and FEDRA were protecting them. But as the situation in regards of the national crisis and the growing pace of the Infection got worse, the situation within the Dallas Zone escalated with it. Supply lines were becoming further and further strained and the limitations of the Zones defences became more evident as reports came in of breaches where Infected had managed to enter the zone some how.
When FEDRA decided that the continuation of Federal Authority was no longer viable for stemming the spread of the infection, all other government functions were suspended with FEDRA effectively becoming the sole Governmental authority in the United States. It was here that the decision on what was to happen with Dallas came to a head, plans were already put into effect for the complete saturation of carpet bombing to be conducted in every major city in the country to slow the infection and kill as many infected as possible.
However Dallas was recognised as non viable for continued survival, this decision came when a major breach occurred during which a great number of Infected managed to breach the zone and kill a great many of the people inside. Though the situation was contained, it was becoming clear that Dallas could no longer be secured and upheld, the decision was finalised by the Central Administration and orders were given.
The Dallas Q.Z would be evacuated and the residents would be transported to a more secure zone, whilst the FEDRA forces within would secure all materials and resources inside the zone before embarking onto their own vehicles to be redeployed to help defend a more secure zones across the country.
The Baltimore Quarantine Zone:
Status: Abandoned - FEDRA Overwhelmed- Now controlled by Insurgent Movement
Situated to the North of the former U.S Capital City, the Baltimore Q.Z was established to protect the citizens of the city, as well as to act as a support structure for the D.C Quarantine Zone. In a similar fashion to other Q.Zs, the Baltimore zone was built with high walls and guard towers of solid stone and concrete, focusing around the heart of the city near the bay, consisting of Federal Hill, Riverside, South Baltimore, Locust point, Swan Park and Baltimore Peninsular.
As with other locations across the country, the Baltimore Zone was hit by consistent carpet bombings by the military to kill off as much of the infected as possible, as well as the systematic destruction of bridges and tunnels that connected the Zone to the rest of the city. This included the Fort McHenry Tunnel which was deliberately collapsed at various points to prevent any infected from entering the zone from within.
Fort McHenry itself was repurposed into the FEDRA Headquarters in the Zone as well as the main barracks for the officials and officers. Its placement allowed for the connection of different Q.Zs along the West Coast, primarily the D.C zone, New York and Boston.
However after several years following the Outbreak, the zone experienced greater levels of unrest with the main cause being the distribution of rations to the populace, but not just by the Fireflies but by a new group of militants calling themselves the Red Faction. Eventually the Faction was able to overwhelm FEDRA forces within the zone and it was decided that FEDRA would abandon the Zone to reinforce the D.C Zone.
But despite the plans to evacuate the Zone, FEDRA were overwhelmed and defeated by the Red Faction forces which managed to seize control of Fort McHenry capturing the highest ranking officers and officials in the Baltimore Q.Z. All were according to rumour were put on trial for crimes against humanity and summarily executed.
According to Survivor Rumours, the Baltimore Q.Z is a more peaceful location now, with areas of the Zone being used for the production of food, greenhouses, hydroponics and even cattle rearing. There are even rumours that there is a civilian lead government within the Zone as the Red Faction has taken on the role of defending the Zone and enforcing the new civil laws.
The Los Angeles Quarantine Zone:
Status: Operational - FEDRA Controlled
One of the few Q.Zs near the Mexican Border that still remains standing, the Los Angeles Zone was a rapid deployment of the Military and Law Enforcement.
But as the situation worsened across the country and the Infections spread grew to Horrific levels, improvements were made to the Los Angeles Zone, the zones defences were reinforced with solid high walls of solid stone. And like other zones across the United States, the city around the zone was hit by consistent carpet bombing by incendiary explosives including napalm and thermite plasma.
The Los Angeles Zone has throughout the years since Outbreak day, been a stronghold for the Fireflies Insurrection, with intelligence reporting that the Fireflies had a major encampment or base of operations within close proximity to the Los Angeles Zone. This means that until the Fireflies disbanded, L.A was a constant target for the insurrection, with numerous attacks being committed on a routine basis.
The attacks only ended when the Fireflies disbanded and the local insurrection began to fizzle out as FEDRA forces began to crack down further on insurgent activity. However in recent months, Intelligence has been noticing a number of individuals being captured within the Zone with Firefly Tags, indicating that the group has possibly been reformed.
The Oklahoma City Quarantine Zone:
Status: Lost to Infected
The Oklahoma City Q.Z or just the O.C Zone was a prime relocation and evacuation point for the United States during the initial outbreak, people being evacuated from cities further south where the Outbreak hit hard, were brought here to then be sent on further to other zones that had the space to house them.
As well as this, the O.C Zone was one of the last location of FEDRA attempting to research the Cordyceps Brain Infection and attempt to find either a Cure or Vaccine. The Research from the Q.Z brought into effect the testing system for the infection that is now used in every Q.Z across the country.
However the hopes for the Cure or Vaccine were scrapped when a major breach occurred within the Zone, an overwhelming number of infected were able to get into the Zone and very quickly overran the FEDRA forces inside.
It is because of the "Fall of Oklahoma" that FEDRA instituted the plan for Saturation bombing of cities around Quarantine Zones. In an effort to prevent something similar happening again. Following the loss of communications with the Q.Z, FEDRA authorised complete bombing of the city including the Q.Z in an effort to kill as many infected inside as possible and stem the spread.
To date there have been no reported Survivors of the O.C Q.Z, though it is reported that some of the Doctors were successfully Evacuated before the collapse of the zone, however it is believed by FEDRA intelligence that these doctors were not rescued by FEDRA forces but by the Fireflies.
The Miami Quarantine Zone:
Status: Abandoned - FEDRA Evacuated - Now controlled by Insurgent Movement
A Q.Z that collapsed very quickly, the Miami Q.Z was constructed around the Miami International Airport which was seized by FEDRA for use in the distribution of materials and resources across the region and later was used in conjunction of Airforce bases in Florida for the complete Saturation Bombings of the cities around the Q.Zs.
For a number of years, the Zone remained securely under FEDRA control, however following a major storm that cause severe damage to the Zone infrastructure, discontent was quick to spread. The distribution of rations and clean water was controlled more than before, which only grew worse until the residents of the Zone began to protest, as one statement of a FEDRA survivor "Miss Ration Distribution you have angry residents, miss two you have protests, miss three you have blood in the Streets".
This is what occurred in the Miami Zone, the Riots grew extreme until it became a full blown uprising against FEDRA control of the zone. The militants were quick to overwhelm FEDRA units and take weapons from their corpses, eventually the battle for the Zone became a literal war on the streets, with FEDRA engaging in open large scale engagements with the rebel militia. Recognising that the Zone was now a drain on their limited resources, FEDRA finally decided to give the Order to abandon the Miami Quarantine Zone.
Over the course of several weeks, FEDRA began a careful evacuation of the zone whilst trying to slow the spread of the rebellion within the Zone, everything of importance to FEDRA was earmarked for evacuation, resources, materials, equipment etc. The last Convoy intended to leave the zone was destroyed by the rebellion as by this point the forces within the Zone had been withdrawn allowing the Militants to overwhelm those left behind.
Since the failure of the final evacuation there has been little information as to what has occurred in the Zone following FEDRAs withdraw. Though some sources indicate that a number of people that resided within the Zone were being forcibly arrested by the Militants and forced to undertake trials for "Collaborating" with FEDRA, with many being forced into Exile for crimes against the People.
The New Orleans Quarantine Zone:
Status: Operational - FEDRA Controlled
The last surviving attempt at a Q.Z in the southern United States, the "NOLA" Q.Z was set up at first as an evacuation point for different regions in Louisiana, the idea being that people being evacuated from other parts of the state or even from Texas could be loaded onto Aircraft, Convoys or even ships and taken to other areas away from the spread of the Infection.
However as the situation got worse, the New Orleans Q.Z was set up to protect the efforts of FEDRA in the region, eventually with the country falling apart, the NOLA Q.Z was made a permanent fixture in the region. Due to the location of the Zone being within close proximity to a number of waterways, the Zone was set up with various Fish Farms and greenhouses which would work on hydro power.
The Fish Farms and Greenhouses became the prime focus of the Zone, with the supplies being sent to other Zones across the Country becoming a "Ration" basket for the other zones. As such a great amount of effort was made to ensure that the Zone remained safe and securely in FEDRA hands, the Fireflies within New Orleans were forced to abandon the Zone by T.O.U and local FEDRA Forces.
Due to the cities place at the edge of the Mississippi River, the zone experiences a constant trouble with smugglers sneaking in and out of the zone. Due to the hot weather in the summers and the constant trouble with flooding and hurricanes, it is a common occurrence for people to be caught trying to sneak in or out of the zone resulting in them being hanged for breaching the security of the zone. Which is made even more clear due to the warm summers and the constant flooding resulting in the Cordyceps Fungus being a constant threat.
According to some sources, the NOLA Q.Z often faces constant pressure from people getting infected, but the majority of those identified as Infected are usually those that are coming in from the outside trying to find safety within the Zone. Its also common for the FEDRA forces within the zone to conduct sweeps and burn missions, where they send out patrols within a certain perimeter of the high walls around the Zone to eliminate infected wherever possible.
The New York Q.Z
Status: Operational - FEDRA Controlled
Among the first Q.Zs to be established, the N.Y Q.Z was constructed with the prime focus being southern Manhattan Island with the overland wall going across from Hudson Yards to Murray Hill. With additional walls being constructed but at a lower height along the water front to ensure protection, however these are mostly military barred fences topped with barbed wire. With the main FEDRA base being within the James Farley Post Office and the main medical facility being the converted Madison Square Garden.
Originally the Q.Z in New York was to serve as a station for the Federal Government to properly contain the outbreak and protect the people of the city from infection, the zone was originally a secured section of the city from which the military and Federal Government could work from. So the Post Office and Madison Square Garden were the main headquarters in attempting to contain the outbreak within the city.
But as the situation got worse, the Q.Z was expanded on over time to protect as many people as possible, as well as prevent further spread of the infection. When word came down that the Federal Government was now solely FEDRA, more action was taken to contain the outbreak and eliminate the infected. Central Park was converted into a site for a mass grave, where the bodies of dead infected were pilled up in pits burned and then buried.
When the final word came that the last Q.Z working on a cure/vaccine for the infection had fallen, FEDRA sealed the walls and gates to the Q.Z in New York and followed through with the plans to conduct a complete Saturation Bombing of the city surrounding the Q.Z. All the Bridges and tunnels were across the Hudson and East River were destroyed to prevent the spread of the infection as well as to kill off any infected either in or on them.
Since the complete collapse of civilisation in the United States, the N.Y Zone has been turned into a manufacturing zone, the residents here work in one several repurposed facilities, several buildings within the Zone have been repurposed into one of several roles.
Those living in the Zone are required to work in exchange for Ration Cards, such work can include:
-In the Greenhouses
-The construction or recycling of technology
-Field Engineering
-Generator maintenance
-Water Filtration maintenance
-Metal Recycling
-Working in Warehousing
Rebellions and Movements:
When FEDRA put aside all other forms of government and then suspended the United States Constitution, there were a number of people that didn't like how things were going. Some were just plain angry with FEDRA putting the oppressive boot on their necks and wanted them gone, others had more loftier goals, like the discovery of a vaccine or cure to the Cordyceps Infection or the restoration of Civil Governance over the country.
But sometimes things are always clear cut, groups like the Fireflies became the primary form of resistance against FEDRA. But according to the sources we have, they are not alone in their mission to take down the oppression of the Tyranny that has overcome our nation.
Some question the risks of Rebellion, they fear reprisals, the boot to the door in the middle of the night, But the price of freedom is high.

The D.C Fireflies:
Goal: Removal of FEDRA control of D.C and Restoration of Democratic Government
This was a key point for the Fireflies operating in and around the D.C quarantine Zone, since that efforts were being made to protect these historic landmarks, then surely they should be used for their intended purposes. Meaning very clearly, that the Capitol Building should once again have a fully elected congress and the Supreme Court should be upholding the Constitution.
The D.C fireflies considered the state of the infection to be at a slow decline, though CBI was still a danger, the true spread of the Infection had been halted and that FEDRA should return its authority to a civil governance and permit efforts into the finding of a cure or vaccine to the infection.
When word came from Salt Lake City which served as the Fireflies primary base of operations, that the plans for finding a vaccine was "Suspended Indefinitely" due to the loss of their doctors, the Fireflies later disbanded but not the Cell in D.C.
Instead they continued on fighting for the "Prime Mission "of the Fireflies, the return of civil government, the leader of the cell believed that although they would likely be unable to find a cure or vaccine to the infection any time soon. That didn't mean that the fight was over, for in their eyes as well as the rest of the D.C Fireflies, to give up fighting the "Tyrannical Military Authority" of FEDRA meant that all the sacrifices over the last 20 years had been for nothing. And if anything the Fireflies were established with the goal of restoring other aspects of the United States Government, that they were not meant to find a Cure or Vaccine as they did in the end.
This lead to a number of other Firefly Squadrons and Cells that also didn't like the disbandment or members of those that did disband, to link up with the D.C Cell and reinforce them, this has made the D.C Fireflies the largest single Firefly Rebel movement still standing and perhaps one of the few Firefly Cells with a chance of taking on FEDRA. In fact according to some sources, the Fireflies are actually training their soldiers to the level that they could fight FEDRA in open battle.
In essence they are preparing to challenge FEDRA directly rather than guerrilla warfare tactics, for control of the D.C quarantine zone.

The Movement for the Constitutional United States:
Goal: Renewal of the United States Constitution and Return of Democratic Government
However unlike the Fireflies, that seek to replace it completely and utterly with Civil Governance, the Constitutionalists seek to renew the Constitution itself, they recognise to an extent that FEDRA has kept humanity safe and alive, however they feel that FEDRA has gone too far and wish to see the rights guaranteed within the Constitution restored, especially since the Outbreak has been slowed and to an extent humanity has been saved.
In their eyes, now that the humanity is safe within the Q.Zs [to an extent], the time has come to remove the Totalitarian control that FEDRA possesses and restore Democracy.
Notably the:
1st - in regards of Freedom of Speech
4th - Prohibition of unreasonable Search and Seizures and the return of Search Warrants
5th - The Rights of Due Process and the Prohibition of Self Incrimination
6th - The Right to a trial by a jury
10th - that a government only has its power through the Constitution and or the People
17th - Election by Popular Vote
They operate across the former United States performing various acts of Insurrection, their prime base of operations is in California, where they took control of the old Sierra Army Depot. With the bases existing defences intact they were able to strengthen them further and form a self contained community of their own, with farming, electricity, clean water and more.
The Sierra Camp is just one of several known encampments the Constitutionalists have, they've been known to retake former military bases and depots from the infected or from raiders and hunters and turned them into their own strongholds. Though they are not directly involved with the Fireflies, they supported their movement, by giving recruits training in the use and maintenance of weapons.
But they are somewhat distrustful of the Fireflies, they see that their insurrection is more of a danger than a help, they use the Pittsburgh Uprising as an example, the Fireflies fanned the flames of rebellion and then lost control of it resulting in the Hunters, they know this because some of their own members are FEDRA survivors of Pittsburgh. To them, the Fireflies preach freedom but do not have a follow up plan, they want a return to Democracy but don't seem to have any ideas for what happens after FEDRA is overthrown.
For the Constitutionalists, the Fireflies are short sighted focused too much on their search for a Vaccine, a literal matter of "Overthrow FEDRA what then?", to them the idea is noble but does not ensure a long term goal for the rebirth of the Constitutional United States of America. Apparently according to some sources, a Leader of the Fireflies, Marlene and the Commander of the Constitutional Armed Forces had a great argument, during which the Commander stated "Being Immune doesn't protect you from being torn to shreds" as well as "For all your talk of restoring the United States, do you have a plan for afterwards?".
One major action that the Constitutionalist perform is what has become known as the "Voice of Freedom", an independent Radio transmission that provides information on what is happening across the former United States. Although not everyone is able to hear the transmissions broadcasted, the news broadcasted is soon spread by word of mouth by those within the Zones. As well as this, according to the Constitutionalists and the "Voice of Freedom", they have some communication with survivors in parts of Europe notably the United Kingdom and they share information with other Insurgencies across the Atlantic as well as News.

The Philadelphia Resistance :
Goal: Removal of FEDRA Control in Philadelphia and Restoration of Democratic Government
An off shoot of the Fireflies, the Philadelphia Resistance came into being primarily after the Fireflies were forced out of the Philly Q.Z by FEDRA forces, Supposedly the Fireflies squadron within Philly was hit severely hard by FEDRA notably T.O.U due to their constant harassment of the Bio Fuel production lines.
Supposedly the Fireflies in Philly lost a number of their own fighters when the leaders of the movement ordered the squadron from Philly to meet up with another Firefly unit from further west and provide them with a much needed resupply to get them to Boston. Then the leadership of the Fireflies elsewhere in the country, decided that Philly was no longer capable of maintaining their insurgency, they felt that in order to save the lives of its surviving members, they would have to abandon the Q.Z.
Apparently according to those that were meant to go with them, the Squadron was to move north to the town of Lock Haven where they would meet up with the Boston Squadron and aid in the escort of a "Precious Cargo" to their main base in Salt Lake City. Whilst many of the Philly Squadron did heed the orders and left the Zone, a considerable number were against the idea of just walking away.
Most of them were born and raised in Philly and they didn't like leaving their home and loved ones, they mutinied against the Firefly leadership and formed their own Rebel movement. The Philadelphia Resistance seek the same goal as the Fireflies in the return of a civil governance in the Zone and the ousting of the military dictatorship of FEDRA.
According to some sources, the movement has a reliable element of support among the residents of the Zone, as many recognise that whilst the Fireflies left, the Resistance Stayed. Though it is not as strong or as capable as the Fireflies, in that it cannot rely on support from other Squadrons from other zones, as well as the fact they are severely hampered, in that a number of the Stashes, Safehouses and camps built during the Firefly days were either emptied of equipment and materials by the Fireflies when they left, or have since been discovered by FEDRA.
But through it all, their main base in the Subway tunnels remains safe and has over the years been expanded with the Resistance building their own tunnels allowing them to move underground throughout the Zone.

The Protectors:
Goal: Protection of the Norfolk Q.Z
Originally established to overturn FEDRA control of the Norfolk Q.Z, the Protectors were at first a militant insurgency who came into being following the breach of the Zone by the infection, a considerable number of people were killed when the infected got inside and despite FEDRA managing to restore the security of the zone.
The residents no longer felt that FEDRA had any concern for the lives of those within, such was in their eyes seen when FEDRA forces were more concerned in protecting the supplies within the FEDRA warehouses than the buildings that housed non infected residents. In response to this, a number of residents formed their own Defenders, a small group of men and women who would serve to protect the people of the zone from the infected.
However FEDRA saw the group as nothing more than an Insurgent Group and arrested a number of its members, the leaders were found guilty of inciting violence and dissent within the Zone and hanged. This act turned the Protectors into an Insurgency, one that very quickly managed to overcome the remaining FEDRA soldiers within the zone and eventually with some repurposed and repaired boats launched an amphibious attack on the Norfolk Q.Zs prime base in Fort Monroe.
Despite heavy fighting, the Protectors were able to drive FEDRA out of the zone entirely, after which they formed a new governing system within the zone which consisted of a Council. Made of 13 individuals from qualified residents of the Q.Z itself, they would have the duty of making the day to day decision in regards of life within the Zone.
The Protectors themselves with the use of various pieces of equipment that FEDRA left behind, became their namesake and were tasked with ensuring the protection of the Q.Z not just from the Infected but also from other survivor parties such as raiders. To ensure proper stability, the Protectors established a proper command structure, with a Commander in overall charge, Captains, Lieutenants, Sergeants etc. The aim being to become a proper force meant to ensure the safety of the zone and enforce the laws set down by the Council.
But the laws were clear, the Protectors were not above the law, they could and have been subjected to trials for overstepping their authority and performing actions that the Council deemed unlawful and immoral.

The Red Faction:
Goal: Protection of the Baltimore Q.Z
A militant group formed from disillusioned members of FEDRA as well as residents of the Baltimore Q.Z, the Red Faction came to be known from the colouration of their helmets. Since FEDRA favoured a blueish colour, the renegade faction took on the opposite, Red.
Due to the constant failures of FEDRA to properly ensure the distribution of rations to the populace as well as curtail efforts by the people of the zone to try and grow their own crops. The Faction began a slow process of building their numbers, with the embedded agents within FEDRA secretly passing along information as well as weapons and supplies to the more pro-active elements of the movement.
Eventually the Red Faction ignited into an open rebellion rather than an insurgency, they came out from the shadows and began to actively attack FEDRA in open battle. This ignited a civil war within the zone with FEDRA on one side and the Red Faction on the other, the fighting got so bad that FEDRA decided in the end to attempt an evacuation of their forces, materials and resources from the zone to reinforce others. However this only made it easier for the Red Faction to launch consecutive assaults against their power bases within the zone, including Fort McHenry which was the FEDRA main base in the Zone.
Following the defeat of FEDRA within the zone, the Red Faction enacted their goals with the restoration of the Zone, the restriction of food production were lifted with the Faction actively turning entire areas of the zone into farms, hydroponics and other forms of food production. As well as this they relinquished their authority over the civil governance of the zone to an elected Governor and council, but the decision was made that since they were the ones with experience as a military force.
The Red Faction would remain to serve the Zone as its Defenders, manning the walls, patrolling the areas outside for Infected as well as ensuring the continued peace on the inside.

The Eradicators:
Goal: Search for Cure/Vaccine to the C.B.I and total elimination of infected
Primarily made up of former scientists, researchers as well as disillusioned FEDRA soldiers. The Eradicators are focused on not the removal of any kind of government or overthrowing FEDRA, instead they are solely focused on the identifying the cause of the Infection and eliminating it.
To this end they are constantly on the move, going from one location to another, killing infected whenever and wherever they can, dissecting the bodies to learn and then burning them. Their hope is that by eliminating the infection it will give humanity the breathing space they need to rebuild.
Using equipment and materials they have salvaged from different locations, such as military hardware stores, army barracks, air force bases, police stations, labs etc. They have built they own equipment and hardware to combat the infected as well as keep them safe, sophisticated gas masks, thick clothing to protect them from the spores and bites of the infected and high power weaponry.
Though they are known to come into conflict with the more extreme elements wandering the world, raiders and slavers for instance as well as the notorious Hunters. More often than not survivors are actually more welcoming of them, this is due to word of mouth by survivor communities across America telling each other about the Eradicators.
So in places such as Jackson, the Eradicators are actually welcomed whenever they come by, since wherever the Eradicators go they continue their work of eliminating the Infected when possible. So in respect they are doing a service to survivors by ensuring that the threat of the Infected is never to high.
Whilst the Eradicators are willing to help other groups like the Fireflies, they don't actively support them, to them the actions of the Fireflies rather than helping people is putting them in danger. Since the violence of the Fireflies places people at risk of exposure to the Infected, especially within the larger cities where the number of Infected remains extremely dangerous. Whilst Survivor communities can be safe from Infected in the country away from the major cities, those inside them are at a greater risk of infection.
So to the Eradicators, until the infection is destroyed, FEDRA is a necessary evil.
The Miami Rebels:
Goal: Continued Control of Miami Q.Z
A band of radicals that are regarded by many to be worse than FEDRA, the Miami Rebels were the group that are directly responsible for the "Liberation" of the Miami Q.Z.
There is little information in regards of the Miami rebels even what they officially call themselves, only that they gave FEDRA a run for their money. When the failure to properly feed the people of the Zone, the residents of the zone grew angry leading to a full blown uprising against FEDRA, instead of it being guerrilla warfare or insurgencies as with other zones.
The Miami Rebels fought in open battles against the FEDRA forces within the Miami zone, with such ferocity and determination that eventually FEDRA decided to evacuate the zone. Which only made the rebellions victory a certainty, since with each convoy that evacuated the zone, the number of troops to hold back the rebels dropped until finally the last convoy attempted to leave. But was ambushed as it tried to leave through the last FEDRA held gate out of the zone, apparently according to sources, everyone in the convoy was killed.
Following this, the Miami Rebels began to according to sources conduct a series of trials against any captured FEDRA personnel they had captured as well as anyone that had been collaborating with the old regime.
From certain sources it is detailed that the Miami Rebels are not as extreme as groups such as the Hunters, as they have a goal beyond survival. Though as of yet there is little information on what that is exactly.

The New York Fireflies:
Goal: Removal of FEDRA control of N.Y.Q.Z and restoration of Democratic Governance
A combination of two Firefly units, the New York Cell and the New Jersey Cell, the two decided to join forces following a disaster in which the New York and New Jersey Cells came under consecutive attacks by FEDRA. Before the combination of their forces, the New Jersey Cell primarily operated as a supply point for the Fireflies on the East Coast, with then sending supplies and equipment to groups operating in other zones as far as Boston in the North and Washington D.C further south.
The New York cell on the other hand was more of an active fighting force, launching constant actions against FEDRA, but primarily worked as smugglers, taking things from the FEDRA controlled factories and facilities and taking it by boat to the New Jersey Cell on the other side of the Hudson.
But after FEDRA began cracking down on the Fireflies, the two groups decided to join forces so that they could rebuild their strength. With each others support, several encampments were established both in the ruins of Jersey City as well as New York. These encampments serve two roles for the Fireflies in New York, they serve as safe havens for their members when times get tough within the zone, but also as places to train recruits and manage their supplies.
When word came in that the Fireflies were disbanding, the New York Cell decided to stand firm and keep on fighting, since they had spent too much time rebuilding themselves by that point to just give up. So they N.Y Fireflies kept up their fight against FEDRA whilst also maintaining communications with other Insurgent groups such as the Red Faction in Baltimore, the Philadelphia Rebellion and their fellow Fireflies in D.C with whom they kept constant communication with.
The New York Fireflies have a greater level of sophistication when compared to their former selves, since they were now only in communication with the Cell in D.C it meant the New York Cell would need to become more self reliant just in case. So they doubled their efforts to smuggle things from the FEDRA factories and facilities to supply their own soldiers as well as worked to make their encampments outside the zone capable of producing materials and supplies themselves, this included weapons and ammunition.
Which when added with the fact that a number of former police officers and disillusioned FEDRA soldiers are among their ranks, the New York Fireflies are in similar strength and ability to the D.C squadron.

The Cordyceps Brain Infection didn't just hit us in the United States, it effected the entire planet, thanks to the efforts of our operations we have managed to make contact with freedom fighters fighting in Europe and from them learned on what has occurred over in Europe.

Q.Zs and Administrations:
The Ministry of I.F.Z:
Status: Operational
Location: Classified
When the infection broke out in the United Kingdom, the country was quick to follow the same suit as their allies across the Atlantic, Britain didn't last that long.
At least the old Britain didn't, like the United States, the United Kingdom was forced to go into an extreme level of enforcement. They established a series what were known as Infection Free Zones, places where those who tested negative for the CBI were taken for refuge, such locations were primarily in cities along the coast, where the Royal Navy was able to assist in their defence.
Sadly like the rest of the world, the major cities began to collapsed both in the chaos that was the fall of society as well as the hordes of infected. So like the rest of the world, the British used a combination of their Royal Airforce and Navy to conduct saturation bombings of the cities around their I.F.Zs, to kill off as many of the Infected as possible and hopefully slow its spread.
With the collapse of society, the British Government was reformed into something similar to FEDRA, with the Ministry of national Emergency overtaking all forms of government following an act by Parliament giving it the power to do whatever was necessary to stop the spread of the infection.
Despite its early efforts to contain the outbreak, the country was quick to collapse with the infection spreading fast and even the plans for Project Hadrian failing to give the country any last vestiges of hope. In the end, the Ministry reformed itself into the Ministry of I.F.Z, the Ministry of Infected Free Zones, with the slowing of the infection nationally failing, the Ministry decided to refocus its efforts into the establishment of Infection Free Zones across the country, with these location being protected by high walls of solid stone and concrete.
When society was on the brink, they ordered the Royal Airforce and Royal Navy to being saturation bombings and bombardments of areas in which the infection was raging out of control regardless of the presence of uninfected civilians.
With the outbreak halted, the Ministry assumed the mantle of government over the British isles or more specifically its Infection Free Zones, which remained the last bastions of humanity in Britain. However like in other parts of the world, their totalitarian position as the sole government has lead to them facing a number of Insurrections despite the constant danger of the Infected.
The I.F.Z Enforcement Service:
Status: Operational
The Enforcement Service are the armed branch of the Ministry and are tasked with the protection and security of the Infection Free Zones.
It is their job to make sure that the existing zones that are still standing are kept safe, ensuring that the infected are kept out with any getting too close to the walls being killed. Its is also their job to make sure that the zones are properly policed and the regulations and laws enacted by the Ministry are upheld and any who break such rules are arrested.
The Service is primarily made up of soldiers of the British army as well as the Royal Marines, with additional manpower and support being drawn from the other military and law enforcement such as the Metropolitan Police, the Royal Air Force and Navy. In recent years however with the infection showing no signs of truly ending and the growth of movements like the Commonwealth, the Ministry has begun enacting a policy of taking in orphans from the I.F.Zs and putting them into military schools to be trained to become future soldiers.
Since the collapse of society however, the Service has been having to face a greater level of danger from Insurrectionist movements within the Infection Free Zones, all of whom challenge the Ministry.
Project Hadrian:
Status: Failed - Project Abandoned - Unfeasible
As the Infection brought about the collapse of society, the Ministry in charge of the crisis formulated and followed through with a plan for the creation of a large scale Infection Free Zone.
The plan entailed the rebuilding of Hadrians wall but on a larger and more modern scale, the intent was to form a free zone in Scotland where those not infected could find sanctuary and security protected by its high walls and gun emplacements. In essence abandon England and Wales to the Infected.
Within this safe zone so to speak, the British Government could reorganise itself and double its efforts to finding a vaccine or cure for the infection, after which the plan was to conduct sweeps of England and Scotland by air, land and sea, killing off the remaining infected still standing and then rebuilding from there.
Sadly the plan never went ahead, though the wall was constructed and proved its capability to hold by swarms of infected as proven by the large amounts of skeletons on its southern side, large scale outbreaks within Scotland itself made plans for the Scottish Safe Zone to be unfeasible since much needed manpower and resources for the wall were required to contain outbreaks elsewhere. Finally as the Ministry chose to reorganise and focus more on smaller Infection Free Zones within certain cities, the wall was stripped of its heavy weapons as well as the troops garrisoning it.
Today the wall of Project Hadrian still stands, but is a shadow of its former self, the gated checkpoints and "Forts" have either been taken over by the Infected or have become havens for Vicious Survivors. Though some of the Forts have been seized by the Commonwealth Movement as bases for their Cause. Yet even then, the wall has lacked the necessary mainitence such a structure would require, which has resulted in parts of the wall to collapse or become overgrown.
The London I.F.Z
Status: Ministry Controlled
Among the first of the Infection Free Zones to be established by the Ministry, the London I.F.Z was built around the heart of London, specifically around Westminster, Covent Garden, Blackfriars towards the City of London with the walls coming around along the Thames encompassing a number of landmarks.
Such as the Palace of Westminster, Buckingham Palace, St Pauls Cathedral and the Tower of London, each of these former historic landmarks have been repurposed into one of several roles for the Ministry in the Capital. The headquarters of the Enforcement Service at least on an administrative level, the Tower of London has become the centre of the actual military forces of the Enforcement Service. St Pauls has been converted in a large scale hospital facility with the different sections being used for the singular role of housing the sick and injured at least those that can be saved.
Another major position enclosed by high walls is the Battersea Power Station on the south side of the Thames.
Buckingham Palace has been seized by the Ministry to serve as the administrative centre of all I.F.Zs in Britain, with the different rooms within the Palace being turned into several offices and departments for the various aspects of maintaining the Zones. The Throne room itself has become the main briefing and meeting room for the top level officials of the Ministry to convene and discuss matters, another major room within has become the main situation room in which information and data from all of the I.F.Zs under the ministries continued control is co-ordinated.
London was hit hard during the initial outbreak and the chaos that followed, some within the zone as well as within the Ministry are apparently surprised that the I.F.Z within London managed to not only get built in time but also hold out from the huge numbers of infected. But according to some sources that is thanks in part to the destruction of the bridges across the Thames as well as the saturation bombing and bombardments conducted surrounding the zone after it became clear that the Infected were overwhelming the military.
The only place on the South Side of the Thames now that is held by the Ministry is the Battersea Power Station which was retaken from the Infected following the bombing campaign, of course the station was severely damaged by the bombings and required extensive repairs. The reason was very clear, the Zone needed a source of electrical power to maintain itself, so a engineering team was sent with military escort to construct high walls around the site and get the power going again. This enclave beyond the main zone is supported by a ferry system with small barges being used to transport workers, resource, materials and supplies back and forth from the main zone to the Station.
The Underground railways were all rendered useless, with some tunnels being filled with concrete to seal them up whilst others were destroyed with explosives. Sewer access points were bolted down and some entrances were even destroyed out of fear of the Infected using them to get into the Zone.
These days the London I.F.Z has become a small shadow of the old capital with various buildings within the zone being repurposed into several roles, with greenhouses being constructed in the gardens and parks within the Zone, so that the Zone has a steady "inhouse" supply of fresh food. Whilst other buildings within the Zone not designated for residents to live within, have been repurposed into manufacturing lines to build all kinds of materials or produce other elements needed not just by the London Zone but the other zones still under Ministry Control.
The Portsmouth I.F.Z:
Status: Ministry Controlled
Among the first Infection Free Zones to be established as the Crisis intensified, the Portsmouth I.F.Z is focused around the Royal Naval base, with the high walls being constructed from the edge of the coast at a place called the Kings Bastion, towards the the main motorway the M275. This included suburbs, factories, the Royal Navy Yard, the Portsmouth International port and Whale Island.
The Zone was protected fiercely during the outbreak by the efforts of the Royal Navy, which included some of the Navies Aircraft Carriers. This ships not only protected the Zone but also were part of the Ministries final effort to stem the spread of the Infection with the saturation bombings of the areas around their I.F.Zs.
Originally the zone was intended to support the military efforts against the infection, but when the crisis escalated, it was turned into a location for the evacuation of civilians that had yet to be infected. Thanks the Royal Navy the bombing of the city beyond the walls was a success and the infection halted.
These days the Portsmouth zone serves a variety of roles for the I.F.Zs, on the one hand it continues to serve as a military station, with the Royal Navy using it as a hub for its patrols along the coast. The various factories within the Zone that used be belong to companies like Nike have been converted to work on manufacturing different items such as ammunition and equipment for the Enforcement Service. Open fields and parks have been replaced with greenhouses to provide a source of food for the populace, as well as provide the crop needed for the production of Bio Fuels needed by the Enforcement Service vehicles.
The Edinburgh I.F.Z:
Status: Ministry Controlled
During the construction of Project Hadrian, the Edinburgh I.F.Z was intended to serve as the centre point of the United Kingdom after the walls completion, meaning it was to serve as the de-facto Capital until the rest of the country could be cleared of the Infected.
So at first the Zone did not have substantial defences to ensure the safety of those within, this was quick to change when major outbreaks began to appear across Scotland and Project Hadrian was scrapped since the point of the wall was now irrelevant. The Edinburgh zone was quickly restructured to become a fully contained Infection Free Zone, the checkpoints were replaced with reinforced gates, the simple fences were in turn replaced with solid steel and concrete walls.
Edinburgh Castle was turned into the Zones administration and military headquarters, the land around it was turned from open spaces into greenhouses to support the populace. The nearby University of Edinburgh was converted into a military barracks for the Enforcement Service and several other buildings across the zone were either torn down to be replaced or were converted, either way Factories and other facilities were created to support the longevity of the zone. The Usher Hall and theatre was converted into a school to replace the university where the tutelage and educational system permitted under the Ministry was used to educate the next generation.
One building was turned into a power station, with various wind turbines being constructed either on its roof or around it, various generators were built within that would serve to supply the zone with the electricity needed to keep things running. To support it, several other buildings around the Lochrin Basi were converted into water purification and filtration sites, where water would be extracted, filtered, chlorinated and made safe for distribution.
In recent years, the Edinburgh I.F.Z has become the hot bed for the Clan Kellen Wolves, a rebel movement that seeks to oust the Ministry from the Zone, which they feel was infringing on the Constitutional Freedoms of the Scottish People.
The Cardiff I.F.Z:
Status: Ministry Controlled
The Western Stronghold of the Mininstry in the British Isles and the main base for the Enforcement Service in Wales, the Cardiff I.F.Z was set up during the initial outbreak. The Zone is one of the largest still standing, with its walls going along the eastern bank of the River Taff around Cardiff Castle which sits as the main Enforcement Service Base in the zone, along the A4161 before going back towards the coast, where it circles round to encircle the Cardiff Docks.
Then the defences come back before the Barrage Road Bridge into Cardiff Bay, the Road bridge itself was militarized and has become a prime Checkpoint across the Bay to the other side, though access is rigorously enforced. The districts of the Cardiff I.F.Z include, Cardiff Docks, Porth Teiger, Century Wharf, Butetown, Atlantic Wharf, Newtown, the city Centre and East Moors. In total the Cardiff zone is rather large.
Its size causes great issues, most of all in the feeding of all the residents living within its protection, to this end, the Ministry converted the Bute East Dock, a large body of self contained water within the zone into a fish farm. As well as this open spaces and a number of buildings in the zone were converted into greenhouses, all to try and make sure that the zone had the means of feeding the people within the zone.
The Cardiff Council Building was taken over by the Ministry to serve as Cardiffs political hub where the ministry officials and officers would work for the administration and longevity of the zone and its residents.
To provide power, one of the water ways into the Roath Basin was turned into a basic Hydro electric dam, with a second larger dam being constructed at the entrance of the Queen Alexandra Basin. Together these two dams provide enough power for the zone though there are still electrical restrictions in favour of the priorities when the Dams are under mainitence or repair.
The Cardiff Zone also hosts a cannery operated by the Ministry and "employs" residents of the zone for Ration cards, the fish and vegetables that are "Farmed" are properly sealed within and then transported to other Zones under the Ministries control to support the populations there.

The Caernarfon I.F.Z:

The I.F.Z in Caernarfon isn't really considered by the Ministry as a full Zone, since it was built in size that allows someone to walk from one side of the walls to the other in just a few minutes. The northern walls come from the gate where Warfield Road and Ffordd Y Gogledd road meet, along Warfield Road, down Lon Ddwei, along the A4871 to Garnon Street, onto St Helens Road along the waterfront around the Castle, and back up towards the North Gate along the Waterfront to the west.
This makes the Caernarfon zone incredibly small when compared to other Zones built by the Ministry, so much so that when the Commonwealth launched an attack to liberate Caernarfon, the Ministry decided to just abandon the zone to the movement. Since then Caernarfon has become the western Command of the Commonwealth Movement as well as a Safe Haven under its protection.
Since then the zone has remained secure and has actually begun to grow, Caernarfon Castle has been taken by the Commonwealth Movement and the Knights of Albion as a shared headquarters for the defence of the zone. The Knights have a safe place for the members of their order to rest and recuperate whilst the Commonwealth have a place to solidify their position and practice what they preach. That is right Caernarfon is under the military control of the Commonwealth but is overseen by an elected council.
In regards of expansion, the Zone has managed to slowly push itself beyond the walls constructed by the Ministry and the Enforcement Service, since the Knights of Albion use the castle as a base of operations. The areas around the zone have been progressively cleared of any infected, allowing for the Commonwealth to erect new walls and defences which in turn allows the civilian population to grow and rebuild.
The Londonderry I.F.Z
Status: Ministry controlled
According to sources, the I.F.Z in Londonderry is one of the two surviving Zones constructed by the Ministry in Northern Ireland, the other being Belfast. But the Londonderry Zone is regarded as the prime Zone for Northern Ireland of the two, mostly because the Belfast Zone suffered a major breach which nearly caused it to be lost entirely.
The old walls and fortifications of the city proved useful during the establishment of the zone and have served as battlements for the Enforcement Service in repelling infected and protecting the zone. Where once there were cannons for tourists, there are now mortars placed along the walls at different points ready to fire out should a large swarm of Infected be spotted.
The Zone is similar in respects to other Infection Free Zones across Britain, in that it has some food production and resource manufacturing. But the zone is still in Northern Ireland and the region has a history of division.
Despite the C.B.I causing the almost total collapse of society, the zone is gripped by internal strife although the zone was welcomed and has protected the people within for years. The Ministry's authority and the extremes of ensuring security and safety especially since the Belfast Zone suffering a dangerous breach. The Zone has seen the resurgence of the Irish Republican Army, which has launched a new campaign of resistance against the authorities with the long term goal of freeing the zone from the Ministry.

And just as FEDRA overturned Democracy in the United States, the L'administration D'Urgence De la France did the same, removing all other aspects of government in France and taking on all powers for the sake of security and the survival of the human race.
There is limited information on the Q.Zs constructed by the Administration however, as most are south of Paris which was quick to fall to the infection during the chaos that followed the massive surge of infection.
However what is known is that the majority of the Q.Zs still controlled by the Administration are primarily along the coast line in port cities where the Administration could focus its efforts with the construction of walls and defences in a semi circle like structure.
In recent years however, the Administration has been facing resistance from an insurgent movement known as the Maquis, that is conducting guerrilla warfare against the Administration forces in the different zones.

As with other countries, the D.Q.D made efforts for the establishment of Quarantine Zones to save those that were not infected by the C.B.I already and ensure the survival of what remained of society. This became more important following the fall of the Q.Z that had been established in Berlin to the Infected.
And worse as the majority of the German Governmental authority was lost during the fall of the Zone, Overall authority was taken by the D.Q.D as the last remnant of the Government and was centralised within the Munich Q.Z

Entire populations were lost, as according to some sources, the Russian Federal Forces conscripted the population of entire cities to either fight the Infected or construct the defences of the Q.Zs. There is not much information but what is known from sources, a number of Zones were abandoned as they could not sustain themselves properly or were lost due to the rushed effort to construct them.
Ever since the collapse of society, the Russian Federal Government has become more Authoritative with all branches of law enforcement including the F.S.B being brought under the direct control of a reformed and reorganised Russian Federal Forces, which now serves as the Direct military and law enforcement of all Russia's Q.Zs.

The Moscow Q.Z:

The Centre of the Russian Federal Government and the Stronghold of the Russian Federal Forces, the Moscow Q.Z was established during the chaos of the Infection getting worse and worse across the country.
The zone is concentrated with the heart of the zone being the Secured Kremlin buildings with the open spaces around it being converted into Helicopter pads and vehicle Depots. Though the zone extends across into other parts of the city, the Kremlin buildings are still fortified and protected as thoroughly as they were before the Infection.
Very little information comes out from Russia, so there is extremely limited information as to what life is like within the Moscow zone or any other for that matter.
The Sevastopol Q.Z:

Vladivostok Q.Z:
Status: Independents Controlled
The Eastern Most Q.Z that is still standing, the Vladivostok Zone was established with the intent of using the location as a port for not just a fishing fleet but also for the Russian Pacific Fleet, which would prove useful during the collapse as it provided protection to the Zone.
But when the Navy was of no further use since the Collapse of society meant that any ideas of reclaiming the country was lost, the Zone became less important. And since other zones in Eastern Russia were presumed lost to the Infected or abandoned, Vladivostok became isolated.
This is believed to have been the reason why a Rebel movement in Russia was able to overpower the Federal Forces there and liberate the Zone from Government control. It now serves as a free Democratic hub, with it being so far from any other zones there is little danger of the Federal Forces coming to fight back. Which gives the citizens protection as the Zones elected leadership to build up a new Russia.
As well as the Headquarters for the Independents, with the zone acting as a hub for their efforts against the Federal Forces, materials, equipment, newly trained recruits are all organised from Vladivostok before being sent out on one of several trains.

The Commonwealth Movement:
Goal: Renewal of Democratic Governance in British Isles
Similar in respect to the Fireflies, the Commonwealth Movement, is comprised of citizens of the British Isles, soldiers and police who seek to remove the total authority of the Ministry and reinstitute the Democratic government that existed before the outbreak.
In their eyes the Ministry was established solely to properly manage the Countries response to the Outbreak, this did not include overturning all aspects of government. With the Infection now being held back from attacking the zones, by the combined efforts of the military, the Commonwealth wish to restore Democracy in the country and then start the process of reclaiming the rest of the country still held by the infected.
To this end they have established a series of bases across the country, primarily within securable locations and sites, such as within medieval Castles, specifically those that had been seized and then abandoned by the military during the outbreak as outposts and as such had been reinforced and secured.
Five of these bases are regarded as their regional Commands, North, West, East, South and Midland, these bases are their prime operating headquarters within their respective region. They serve as the main supply bases, training grounds, command centres etc. The reason for this system of command was as a fail safe, if one command goes down then the entire movement is not at risk and can over time be rebuilt.
These Commands are all situated within secure locations such as Castles, but also are within self made Infection Free Zones, places where the Commonwealth have established their own safe havens from the Infected and possess democratic government within.
Against the Ministry, the Commonwealth conduct Guerrilla Warfare against its military forces, with the goal of liberating the Free Zones under its control. This is done differently from groups like the Fireflies who use all kinds of Guerrilla War against FEDRA, the Commonwealth are very specific in their targets, they only attack Military and Political Targets that are free of civilian endangerment. Meaning that they won't attack or bomb a location where the risk of collateral damage is a possibility.
But this does not mean that they are solely focused on the Ministry, when possible they aid survivor groups and "colonies" in repelling Infected or clearing out areas of a city from the infection. They do this in conjunction with another group in Britain, the Knights of Albion with whom they have a tenuous alliance with.

A small but growing movement within the Edinburgh Infection Free Zone, the Kellen wolves were founded by members of the Scottish Kellen Clan, originally they were a peaceful organisation that undertook peaceful protests against the extreme authoritarianism of the Ministry.
Their initial hope and that of their founder and leader, Michael Kellen, was to see the Ministry undergo reformation and the renewal of the old Scottish Parliament under which the Zone could be administrated and governed by. However the Ministry was against such ideals deeming them dangerous to the safety of the zone, they cracked down on the Protests, this lead to Michael Kellen to go further instigating worker strikes and the burning of Ration cards as a means of protest against the "Crimes of the Government".
This in turn however lead to arrests which included that of Michael Kellen for sedition and inciting public unrest, Michael died sadly whilst in custody from an lung infection. The Kellen Wolves believed that the Ministry had deliberately allowed him to die, some even thought that the Ministry had killed Michael and then covered it up.
Regardless though, the Kellen Wolves radicalised following the death of their leader and became a full insurgent movement no longer wanting to see the Ministry be reformed but thrown out of the Edinburgh zone entirely. At first their acts were small, spray painting, inciting more worker strikes and even inciting riots, but eventually it became more, with molotov cocktails being used to attack Ministry patrols.
Then direct attacks on Ministry forces within the zone with smuggled or stolen weapons. Most of their equipment is improvised from various sources, not just stolen equipment from the Ministry forces but also different sports and even self made armour with materials they have scavenged from outside the zone.
The Order of Albion:
Goal: Total Eradication of Cordyceps Brain Infection
The Knights of Albion are a break away group of military servicemen and Law Enforcement within the British Isles alongside a number of volunteers, whilst some wish to see the Cordyceps Infection cured and Vaccinated, the Knights don't see it that way.
In their eyes, any chance of a Vaccine was lost when Society collapsed, in their eyes the only cure now is to utterly wipe out the Infection wherever it exists. So that has become the singular goal of the Knights, who see themselves as the only organisation that is doing what needs to be done to stop the Infection once and for all.
The group got their name based on their leadership structure, they fashioned themselves similar in respects to the monastic orders of the Crusades. The Order has a Grand Master who serves as the highest authority of the Order, beneath him are local chapter Marshalls who are responsible for the operations of the Order within their region. Each Marshall is also responsible for the Camps and Castles held by the order. Under them are the Commanders who act as local officers, so the Marshalls command all Castles and camps within a region, a Commander is responsible for commanding an individual location and the Knights within.
And it is not just their name sake that the Knights of Albion that give them uniqueness, but also their gear and equipment. It can be said that they take their namesake very seriously, the members of the Order wear armour similar in appearance to Medieval knights but are in fact more lightweight with hints of modern equipment embedded such as thickened padding where the metal plates cannot be. They also have a tendency when fighting Infected, to use weapons such as swords, shields, spears, bows and arrows, axes etc, the order prefer this because as is clear with the tendency for Infected to get very close.
The armour provides the Knights protection from bites and scratches whilst their choice of weapons ensures that they can easily kill the infected when they are close enough. But don't think they do this because they don't like firearms. The Knights possess stockpiles of firearms salvaged from various locations, they just prefer to use them only to defend their castles and camps from more human threats, though when dealing with more dangerous Infected, they are willing to sacrifice ammunition to ensure their elimination.
The Order have an uneasy relationship with the Commonwealth Movement, they agree to share bases and resources as well as the shared protection of people within their Safe Zones. But the Order have made very clear that they have no intention of ever fighting against the Ministry forces, in their eyes the Ministry may be authoritarian but the Ministry and its armed forces are the only reason the surviving Infection Free Zones in Great Britain managed to hang on as long as they did.
They have been known to be extreme with their beliefs, though many praise them for their efforts in killing infected and keeping them safe, the fact that the Knights have a policy of isolating people who have been scratched by infected for evaluation. Meaning keeping them quarantined until they show signs of infection or not, or for those unfortunate to have been bitten or exposed to those the lethal spores, the Knights conducted Euthanasia, by giving them an overdose of Morphine and then the bodies placed onto a bonfire.
Though the Knights get a bad rep for this, they see it as necessary, even for members of their own order, who see it as a sacrifice for the lives of others, as they put it, "Better those infected have a peaceful, dignified death than suffer".
They even have an official motto, "We sacrifice in endless Night, for others to see the dawn"

The Irish Republican Army:
Goal: Overthrowing Ministry control of Londonderry I.F.Z
Throughout history, Ireland has been a hot bed for rebellion and resistance, the collapse of Society from the C.B.I outbreak made no exception.
But this soon changed as the Ministry became more and more authoritarian, the I.R.A reformed to oppose the tyranny that had replaced the legitimate government in Northern Ireland. Since the Irish Nation is now long gone due to the C.B.I outbreak, the I.R.A wish to create a new Republic in Londonderry established by the citizens of the zone itself.
Apparently the I.R.A operated their guerrilla attacks within the different I.F.Zs in Northern Ireland and the Ministry actually blame them for the collapse of the Belfast and the Newtownards Zones, as according to their propaganda, the actions of the I.R.A weakened the zones defences and allowed the Infected to overwhelm the strained forces within.
This has lead to the last vesitages of the I.R.A now surviving only in and around the Londonderry Zone, where they operate a steady and more cautious insurgency. Rather than going all out to remove the Ministry as they did in other zones before they were lost to Infected, the I.R.A instead are attempting to force the Ministry to abandon the zone by inflicting casualties on its armed forces. Whilst also operating a series of encampments around the city to kill off as many Infected as possible, thus ensuring the zones protection.
According to some sources, the I.R.A in Londonderry have connections to other survivors in other parts of Ireland and some of these groups are providing support to the I.R.A in Derry.

The Free French Forces:
Goal: Renewal of Civil Governance in France
Similar in regards of other politically motivated insurgent groups across the world, the Free French Forces seek to restore democratic governorship in France.
They use a variety of Propaganda in their efforts against the Administration, using the history of France in resisting Tyranny, like the French Revolution and the determined resistance movements against the Nazis in the second world war. They use the emblem of the Free French Forces during the second world war as the symbol of their insurgency against the Administration, the legendary Croix De Lorraine upon the French Flag.
The movement primarily operate out of several encampment and bases they have established themselves across France, most are in cities and towns that were abandoned during the collapse. But the Free French have retaken such locations for themselves and use them as staging points for their Insurgency against the Administration as well as hubs for resources and training camps for new recruits.
At one point their efforts were enough to force the Administration to abandon two of their own quarantine zones in the south of France. Saint Mandrier Sur Mer and Marseilles, with the latter becoming the new capitol city for a reformed French Republic with the Free French Forces taking on the role of protectors and soldiers for the new government.
So much so that the Free French do not have any kind of governing authority within the two zones they have liberated, they answer to an democratically elected President and a reformed National Assembly who are the ones to decide on policy and laws within the liberated zones. To provide greater recognition to their cause, the Free French do not consider themselves as a Militia, but rather a legitimate army, they have a command structure and even an official uniform, however such is mostly used by those within the Liberated Zones.

The Independents:
Goal: Removal of Military Dictatorship of Russian Q.Zs
A very active movement of Revolutionaries, the Independents are active opposers to the Russian Federal Forces controlling the different Quarantine Zones across Russia.
The Independents movement are an organisation that was founded on the idea that the Russian Governments plan to sustain lives was corrupted by those in positions of power. They opposed the plans used by the Military to conscript people and send them to their deaths either by forcing them to fight the Infected or in the construction of the walls around the Q.Zs.
When everything fell apart, the Independents became nomads, they took control over a number of trains and established a series of encampments along the Siberian Railway. They got their name by the mere fact that they were independent from the Russian Federal System that was now in place, some didn't like this and decided to deal with them.
The Independents fought back and following the Federal Forces attempts to force them to live in the Quarantine Zones, the Independents began to fight back and not just defensively but actively to remove Federal Control. Targeting Federal Forces as they conducted operations across Russia and eventually managed to amass a large enough force to openly attack and take control over the Vladivostok Zone in the East. The Zone is now their centre of operations as well as the centre of an uneasy democratic government.
It can be said that technically speaking what remains of Russia is in a state of Civil War, though the same could be said with the rest of the world.
Despite this, the Independents continued their use of the Siberian Railway, using it to connect the different camps and bases they possess along the length of Russia. From these encampments they operate in resisting and overturning the Russian Federal Forces.
This does not mean that all the Independents are unified in their long term goals, some are socialist and communist idealists that see the new Russian Federal System as new form of Fascism. Others are moderate Democrats that want to rebuild Russia into a true Democratic nation, some seek to become independent of the Russian Federal Forces and establish an independent Siberia, then there's the loftier goals, to them this is a chance to restore the old Russian Monarchy with a surviving descendant of the Romanov family.
This lack of proper unity often leads to difficulty among the leaders of the movements armed forces that have the singular goal of fighting the Federal Forces, this indecision often means that the Independents aren't able to co-ordinate their efforts in different parts of the Country. Despite this political indecision, the Independents military wing is properly organised with a fully functional command structure with old military uniforms from the first world war as well as the Russian Civil war being used as the official uniform for their soldiers.
They even have dedicated workshops where equipment, weapons and ammunition are made for the troops and with the Siberian rail line under their control, they have a secure means of transporting supplies and troops back and forth. Which gives them an edge over the Federal Forces that have to use helicopters and convoys of trucks to move men and supplies between the zones.
According to source, the Independents control the entirety of eastern Russia and a sizeable portion of central, whilst the Federal Forces control the west.

The Reborn:
Goal: Adaptation
The Reborn are such people, regarded as many survivors in Europe as apocalyptic cultists, the Reborn believe that the collapse was final and that humanity must start the process of adapting to the world as it is now rather than trying to rebuild what was before. Their communes have a saying "The World we knew was born anew, so must we be as well", basically they are saying that since the world has changed, humanity must change with it or else fall like the nations of old did.
They have returned to the old self sufficient life style of the stone age, living in small villages within the mountain ranges of Europe, though its possible they also live in other remote areas of the world, such as in Scandinavia and possibly into Russia and the Middle East. They are known to wear scavenged clothing as well as clothes made of animal skins alongside improvised weapons such as bows, spears and arrows made from salvaged metals.
It is known that the Reborn scavenge from the abandoned towns, villages and even cities that within proximity to their mountain territories.
They live very simple lives, with everything focused around their tribes, little is known of them as they are very reclusive and isolationist, preferring to stay well away from others when they can. But are far from peaceful, their territory can easily be identified by observing the skulls, and skeletons displayed on trees. Often those that enter Reborn tribe controlled areas are never seen again, though it is known that they also kill infected when they show themselves.

Asia:
There is little information coming from Asia, though through Short wave radios, limited communication has been achieved with Japan. But difficulty in maintaining communications limits the amount of information coming from the Continent.
The Japanese Self Defence Force:
There is limited information coming from Japan, though it is known that the Japanese Self Defence Force was quick to respond to the Outbreak on the Islands that make up Japan. With so many people living in the cities, the infection spread very quickly and the S.D.F was forced to react and overturn the powers of the local authorities.
This was done due to the limitations of the Japanese Law Enforcement and the laws of the nation in regards of Firearms, though local law enforcement was brought in to assist in the evacuation of civilians to the Quarantine Zones as well as maintain order within the zones. It was up to the J.S.D.F to ensure the security and protection of the Zones.
There are limited sources from the islands of Japan, though it is confirmed that there is at least one zone in Japan though there are reports that there are others, though only the Tokyo Zone is in contact with our sources.
According to sources, the J.S.D.F are more ready for fighting the Infected, whilst other militaries attempted to use standard weapons and equipment, the S.D.F actually changed their equipment to provide better body armour and protection from infected. Their standard equipment is divided into two, the more civil equipment that is to be used within the Zones they control which is similar to equipment used by militaries and law enforcement before the C.B.I outbreak and then the Infection Equipment which is used to patrol outside of the zones.
Though there are some reports of resistance groups against the S.D.F and its totalitarian control of the Japanese Zones, information is limited due to sporadic communication with sources in Japan.
The Tokyo Q.Z:

Rebels and Movements of Asia:

The Samurai Movement:
Goal: Eradication of C.B.I
They are known to use secure locations across the Islands of Japan notably the old Castles and fortifications that were built throughout Japans History. With skilled artisans and armourers they were able to arm themselves both with modern weapons but also older weapons including the infamous Katana.
Despite their monikor as the Samurai Movement, the group prefers to regard itself as the Followers of Bushido, the traditional code of Honour that the Samurai of old were sworn to follow and uphold throughout their lives. However it is known that they use a restructured and more moral version of the code, one that focuses more on ensuring that the Infection is eliminated and those that are bitten or scratched are given an honourable death.
It is even recorded that Samurai in the group that are exposed to the Spores or bitten would actively go in search of large groups of infected. Preferring to go into battle one last time, killing as many Infected as possible before they are killed, if this is not possible, then they will submit themselves to carefully orchestrated suicide which ensures that they cannot return as an infected "Runner".
The Shadow Rebellion:
Goal: Elimination of Corruption in Quarantine Zones.
A shadowy group of resistance fighters that are known to operate in the different Zones of Japan, there is very little information on the group itself. They regard themselves as the Shadows of Japan, working in the shadows for the sake of the light, or at least that is what they claim.
The group are not against the Japanese Governmental structure that remains in Japan, as unlike in other parts of the world where totalitarianism has overtaken several democracies, under the excuse of ensuring the survival of humanity. Japan has managed to maintain some semblance of Democracy, though the distance between the different existing zones in Japan make it very difficult and has apparently lead to some corruption within the halls of power.
The Shadows are the answer to this corruption of power, they are said to work from the shadows by performing a variety of different methods to see those that are either the cause or source of corruption either ousted or outright eliminated. This can include stealing of information and releasing it to the population or even performing criminal acts and even in extreme moments terrorism to ensure that a political official or military officer is removed.
Besides their methods, very little is known of them, all that is known is their emblem, a black dragon which is left at the sites of their actions as well as involved in their Propaganda urging people to stand against Corruption. The Japanese Government and S.D.F regard them as a terrorist and Anarchist group, whilst many regard them as Freedom Fighters, Political Activists, a Necessary Evil, doing what is necessary to ensure that those who abuse power are removed from their station.
