As you are undoubtedly aware, at 08.24hrs Eastern U.S time yesterday May 6th 2019, the United States Embassy in Bolivia was attacked with an Improvised Explosive Device or I.E.D, two U.S marines were killed in the blast, 13 Embassy workers were injured and a total of 36 Bolivian Civilians were also injured by the blast.
Forensics confirms that the explosives used is of the same make and method as previous explosive devices used by the Santa Blanca Drug Cartel. Intelligence collected by Central Intelligence Agent "Karen Bowman", points to the possible cause of such an attack was the uncovering, capture and torture of American Drug Enforcement Agent Ricardo Sandoval by the Cartel.
Up until one week ago, Agent Sandoval was working a deep undercover operation within the Cartel, where he worked up close and personal with the very head of the Cartel, known as El Sueno, more information to follow. Agent Sandoval stopped reporting in following a failed attack by the Rebel Faction "Kataris 26", the Cartel uncovered Agent Sandovals identity and subsequently tortured him for information.
As of yet, the location of Agent Sandoval is unknown however he is presumed dead based on information collected by Agent Bowman.
Due to this attack as well as other actions committed by the Cartel in Bolivia over the previous years, the Santa Blanca Cartel has been re-designated on the international list of terrorist and criminal groups, they are now in the top ten.
Agent Karen Bowman has formally requested immediate support and assistance in taking down the Cartel, It is in my opinion that Ghost Protocol must be issued for such an operation.
Not only because of the bombing of the U.S Embassy in Bolivia but also based on the information provided by both Agent Bowman and the currently missing Agent Sandoval. Information that makes clear that the Santa Blanca Cartel is no longer just distributing mass amounts of drugs in the Americas.
But will soon be distributing death and destruction worldwide.
As none of our nations can officially make any moves in Bolivia, especially since the Cartel practically own the country, through the bribing of politicians and officials.
I am therefore requesting for Operation Kingslayer to be given the go ahead.

For the record of course I must remind all, notably the newcomers that Ghost Protocol is a special tier 1 program initially established by Various nations notably members of NATO, which would contribute operators from the best special forces they have to offer.
These special forces teams conduct classified operations on behalf of the member nations, these operations consist of missions and threats to global security as a whole not just any one nation.
Following the successful defeat of the Extremist Coup in Russia, the Ghost Protocol was expanded to include various other nations, including the Russian Federation and Peoples Republic of China.
It must also be noted that the Ghost Protocol also has a second tier classification, codename Spectres, these are classed as Tier 0 operators. Such Operators are considered above even the Ghosts and are tasked with undertaking missions that cannot involve any link to nations.

The Man, the myth, the Legend, Callsign Spectre, whom I think requires no introduction.
Callsign spectre has been a part of the Ghost Protocol since its foundation under NATO in 2010, as the files before you all show, he has undertaken several missions on behalf of Ghost Protocol as well as the Spectre Program.
Spectre shall serve as the Team Leader for this operation due to his experience as well as his familiarity with the Santa Blanca Cartel, specifically one of its Chief Lieutenants.

Now as stated Callsign Spectre also to be regarded by his alternative callsign Nomad, has a history of taking on such criminal organisations not only in central and south America but in other parts of the world. And since that this mission will not only be about taking on the leadership of the Cartel but dismantling the entire structure his experience will be of great benefit.
There is very little danger of anyone on the team taking any issue from him as they all have been on at least one operation with callsign Spectre at least once. So there will be no issues in regard of command.
We've decided that callsign Spectre shall be dropped into Bolivia by paradrop along with two other members of the team, to a predetermined location along with weapons and equipment, where he will meet up with Operative Karen Bowman.

Callsign Mohawk as you can see from his records has a long history of special forces operations both with the United States Devgru and with the Ghosts.
For this particular mission he will serve as the second in command of the team, whilst also serving as the close quarter specialist. A similar role he undertook with the United States Navy where he served as number 2 in his team, he has various skill sets that we feel will make him an ideal operative for this mission, he has worked with the other members of the chosen operatives on a number of other operations.
And he also has experience in clandestine operations which fit in with the type of missions that we believe will be required for the Team to move up the ladder of the Santa Blanca Cartel.
Mohawk shall enter the country via a false identification aboard a passenger flite to Peru where upon he shall take a private charter in Bolivia.

Callsign Outback was chosen for his experience in battle medicine as well as his knowledge of varying environments that will be encountered during the operation. As the documents before you show, Bolivia is made up of different Environments from Jungles to mountains to salt flats. Now Outback has experience in all these regards and most importantly ensuring that as a medic he is prepared for it.
We think that this along with his psychological profile which points out a focused and calm persona will be of great on this operation since the team will have to undergo through considerable stress and ordeals.
Outback shall follow the same path as Mohawk with the only difference that he will go to a flite to Chile before using local transportation services to infiltrate the country and to the rendezvous point.

Callsign Dragon has been chosen due to his technical skill both with computers but also with other pieces of tech including drones. Her experience in handling the specialised Drones that we use in our missions will be of great help in giving the team an edge in recon and infiltration, especially since there will be no ISR for this mission.
She will also be responsible for the mainitence of all the drones and other technical pieces of equipment during the operation. Which is the reason why we think it more beneficial that Dragon be get into Bolivia with Spectre via paradrop to ensure the safe arrival of the equipment.

We have decided to select Operative Bear for this mission due to his experience with various types of explosives and heavy weapons, since the Santa Blanca Cartel has a billion dollar war chest, yes Billion with a capital B.
We believe that the team is going to need the best when it comes to explosives and weapons and Bear comes highly recommended.

That is of no doubt minister, but as I said his experience with such will be of help, as well as that his records show a keen eye for the improvising of explosives when required. As well as that his skill in the upkeep and maintenance of weapons will be of great help for the team in keeping their weapons in good order through the operation.
Now due to the fact that he has great knowledge of explosives, we think it more viable for Bear to join Spectre and Dragon in the initial paradrop into Bolivia to ensure that the weapons and other pieces of equipment arrive safely and he can ensure that the weapons and explosives are in working order before the arrival of the other operatives.

Callsign Echo as her record shows has a long service history with the Central Intelligence Agency as well as with the Ghosts. Her specialty is Intelligence Analysis and Interrogation, whilst other members of the team may be good at collecting information, Echo is the one that can piece it together to form a much bigger picture.
We believe that with her in on the operation along with Agent Karen Bowman what Information the team collects during the course of the Operation will allow us to piece together the larger aspects of the Santa Blanca Cartel.
Such as who is in their pockets not only in Bolivia but in other countries, what groups they have connections with, who their primary buyers are, even the information the Cartel has on other criminal and radical groups in the region.
Echo will enter the country through the use of a backstopped I.D that will mark her as a worker for a humanitarian group that works to administer healthcare for difficult regions. With this cover she will meet up with Agent Karen Bowman and work alongside her in supporting the rest of the Ghost Team.

A specialised sniper from the German special forces units with a number of successful operations both as an active shooter but also a keen eyed recon specialist. To date he has 49 confirmed sniper kills, 4 of which were nearly a full mile away from his position.
We have deemed that he will be of great use for the operation due to his skill in long range weaponry and observation. Since there is the great probability that the team will need to make moves against Bolivias' Elite force, UNIDAD, we believe that an expert sniper and recon specialist will be of use to avoid the team getting into direct conflict with the UNIDAD forces.
Callsign Aye Aye will infiltrate the country alongside another member of the team through the Brazilian border with Bolivia clandestinely where they will meet with members of the Kataris 26.

Bullet Ant has been chosen based on his experience in Jungle and Rainforest operations across Brazil as well as in other parts of the world on behalf of the Ghosts. These include missions to take down drug gangs, kidnappers, smugglers and radical elements.
Since a considerable portion of Bolivia is made up of Rainforests, his experience in working in such an environment will ensure that the Team will be able to undertake missions even in the worst conditions. He was also selected due to language skills, with Bullet Ant has understanding of several local dialects which may be of use in getting the support of the locals.
Due to the Brazil having a border with Bolivia, it was decided that Bullet Ant along with another member of the team will clandestinely cross the border, where they will meet with members of the Kataris 26.

I will answer that question gentlemen by reminding you all that the Santa Blanca Cartel has a literal Billion Dollar War Chest. Then of course there is the matter that Callsign Spectre has a history with one of the chief lieutenants in Santa Blanca, now this individual will clearly not be willing to help us.
But there is the very slim chance that she may do so if someone she trusts is there to give his vote of confidence.
Then of course there is the Kataris 26, though they may be our allies in taking down the Cartel, we cannot put a lot of trust in them. If things go wrong there is the very distinct possibility that the Team will have to go off the Reservation in order to maintain both the secrecy of the operation as well as complete their objectives.

In a manner of speaking yes, as you said Deputy Director, it was an attack that she orchestrated that lead to the unveiling of D.E.A agent Sandoval and the subsequent bombing of the embassy. By involving Callsign Spectre who as you are all aware is very much against such overt actions, will ensure she doesn't not lose sight of the ball.
Now as I said, Agent Bowman has managed to obtain a number of connections and contacts throughout Bolivia, however due to the cloud of fear that the Santa Blanca Cartel has placed over the country we deem that most of these contacts cannot be classed as Trustworthy.
Ricardo "Ricky" Sandoval: DEA Undercover Agent - Deceased
His mission was to embed himself within the Santa Blanca Cartel whilst it was still working to take control of Bolivia. Agent Sandoval was selected for the mission due to his experience working undercover as well as his Latin American heritage, which was deemed safer.
His backstory was that his family originally came from Bolivia but fled during the political crisis in the 1980s, they came to America where he was accepted into a financial apprenticeship and learned advanced economics and finance. He would eventual return to Bolivia to put his lessons into practice.
Working for the Santa Blanca Cartel, Agent Sandoval was a chief Financier for the Cartel and even at times worked directly under El Sueno. His job was to assist in the laundering of money, how best to do said laundering, what businesses would be best suited for the Cartel to invest in etc.
It is thanks to Agent Sandovals undercover mission that we know nearly all the lead players within the Cartels power structure. In one report he detailed that Sueno knew him by name and promoted him to the Chief Financier, this meant that he was able to gain even greater levels of intelligence from within the Cartel, for instance even though Santa Blanca is known for its Cocaine, its through Agent Sandovals reports that we now understand that the Cartel are branch out into all kinds of illegal goods like Meth and even weapons.
For Six years Agent Sandoval worked within the Cartel passing along a considerable number of reports on the inner workings of Santa Blanca and its leaders. However during his time in Bolivia, it seems that Agent Sandoval got too close to a woman and the two eventually married against the advice of Agent Bowman. It was following this that the D.E.A and C.I.A planned on terminating the undercover operation and pulling Agent Sandoval out.
But, Agent Sandoval reported two days before he was exposed to the Cartel that several leaders of the Cartel including Sueno were meeting for an important discussion. He arranged for local rebels to attack with the aim of killing the Cartel leadership, but the attack failed and the investigation done by the Cartel lead to him being identified as the culprit.
He was captured by the Cartel and from what Agent Bowman reports, tortured for 47 hours straight.
Two days later, images were captured by an Asset of the C.I.A in Bolivia of a dead body, the body in the images has been identified positively as Special Agent Ricardo Sandoval. Sadly as of yet his body has not been found and recovered, though efforts are underway to achieve this.

There is not much information in regards of Pac Katari, it is the opinion of the Agency that he likely was born in the more remote regions of Bolivia among its more native populations. He believes that he is the direct descendant of Tupac Katari a indigenous rebel leader that rose up against the Spanish in 1781. However there is no real proof of this.
The first record of Ramiro Apaza Nieves comes in the form of a small school where he learned English, but after that once again he appears to disappear from public records. However it is known that his family were killed by the Santa Blanca Cartel when they started to seize control of Bolivia.
The next time he reappears is when the Santa Blanca Cartel began moving into Bolivia where he took on the name Pac Katari and convinced a small group of Cocaleros and other individuals that wished to oust Santa Blanca from the Country.
Following the Secret agreement between the Bolivian Government and Santa Blanca, Pac Katari began to recruit more people to the Kataris 26 cause, however at this moment the Rebels are in a losing battle.
Pac Katari seems to show a great amount of experience fighting a guerrilla war, he is noted as charismatic, very in touch with the needs and desires of the people and seems to be a very good and speaker.
[Minister Reiger: It says here that he has some experience in leading a Guerrilla force, but there is no information as to how this is.]
[General Jing Lin: It is most irregular for someone like him to be able to lead a rebellion with little experience]
We believe that he must have some experience, some of our analysts think that he might have fought with socialist guerrilla movements in other parts of south America, notably Paraguay, however there is also the possibility of him going as far north as Columbia and Venezuela. But we cannot be absolutely sure of this.
A major issue however is that he doesn't seem to be very forth coming with his willingness to work with us, on one occasion he told Agent Bowman that other Countries are merely sitting back and watching as his people are tortured and murdered.
We therefore deem that although he may be an ally and asset for the Ghosts going into Bolivia, he cannot be trusted properly and as such we have informed Spectre that the team must be ready should the need arise for them to go off the grid.

Primarily made up of Bolivians who come from the indigenous villages and towns in the hills and mountains of Bolivia, the Kataris 26 was formed by Pac Katari following the brutal attacks of the Santa Blanca Cartel.
Their original goal was to retake the land taken by the Cartel and free the Cocaleros who had been forced to work the fields to produce the crop needed for the Cartel to make Cocaine. However when the Government made a secret deal with the Cartel following months of constant bloodshed, the Kataris 26 turned against the Government as well.
The goal of the Kataris 26 now is to oust the Santa Blanca Cartel from Bolivia and overthrow its corrupted government and establish a new "Agrarian Proletariat" for its people. Whilst the military and overall leadership of the rebels is under the direct control of Pac Katari, its ideology and political views come from an activist named Amaru.
At this time however the location of Amaru is unknown as he was recently captured by the Cartel.
As a fighting force, the Kataris 26 are excessively outgunned, whilst they have to date manage to perform a number of successful raids and ambushes, they have been hit hard by the combined efforts of the Santa Blanca Cartel and UNIDAD. The majority of the rebel forces have either been killed by either the Cartel Sicarios or UNIDAD forces or taken to Government prison camps.
They lack sufficient supplies including means of proper communication, medical supplies, ammunition, fuel even food. So we believe that to get greater support from the rebels, the Team will conduct supply raids to obtain resources that the rebels can use.
[Minister William Michaels Let me get this straight the only help that the Team will have in Bolivia is an ill equipped, unorganised, defunct guerrilla movement that is on its last legs?]
I am afraid so, the Santa Blanca Cartel and UNIDAD have made it exceedingly difficult for us to get any other help in the country, they are our only choice, the Agency does not have any proper safe houses outside the Embassy grounds. Whereas the Kataris have information, safe houses, camps and the fighting spirit.
They are the only ones in Bolivia still resisting the Cartel, UNIDAD may have been made to fight the Cartel, but since the the government and Santa Blanca made an agreement, UNIDAD has become rife with corruption.
[Minister Cayhill: And besides ladies and gentlemen, this entire operation is clandestine, in other words we need someone to take credit for the actions the team inflicts upon the Cartel. Better it be a Guerrilla Movement than another Cartel.]

UNIDAD:

So in response the Government established La UNIDAD, an elite force made up of both army and police that was granted the authority to take the fight to the Cartel. This makes them the most elite, most well trained, best equipped force in the history of Bolivia.
Now for a time the Cartel and UNIDAD fought back and forth, the cartel had the larger war chest and no laws holding them back, whilst UNIDAD had the better equipment, training, equipment etc. Eventually however the blood bath got so bad that the General in charge of UNIDAD decided to broker a deal between the Santa Blanca Cartel and the Bolivian Government.
[Minister Reiger: And what was this deal?]
If the cartel promised to keep the killing to a minimum and more importantly behind closed doors, I.E out of sight of the populace and the international community, then in exchange UNIDAD would let the cartel run its billion dollar cocaine operation.
[Minister Rosov: And they are allowing it?]
It seems that a number of officers within UNIDAD are receiving pay offs from the Cartel, some pass on prisoners to work as labour for the Cartels fields, others provide information and so on. And the Government are letting it happen because they themselves are taking money from the Cartel.
But much of UNIDADs attention seems to focused on the Kataris 26 Rebels and ensuring that the populace is kept in control. We therefore think it imperative that the team keep their distance from UNIDAD as much as possible.
[Minister Michaels: You don't think the team can handle them?]
In one on one fights yes, the team can handle them, but UNIDAD are not like the Cartel, they have access to heavy weapons, military grade helicopters, attack aircraft, armoured vehicles and that includes tanks. So as I said sir, I think that the team should keep their distance as much as possible.
There is a small glimmer of hope though.
[Deputy Director Woodrow: Meaning General?]
According to the latest reports from Agent Bowman, intelligence that was also mentioned in one of Agent Sandoval's last reports, it seems that the Cartel are pushing their luck in regards of this deal they have with the government.
As I said already the deal was the Cartel keeps the killing to a minimum in exchange for be allowed to run their business. However it seems that Santa Blanca has a different idea on where the line is, one report from Agent Bowman says that after a Kataris raid on a Cartel stronghold, Santa Blanca sent in a group of sicarios that murdered 29 people in retaliation and then hung the bodies up for the whole world to see.
We even have surveillance images of a Cartel Sicario executing someone in plain view of UNIDAD soldiers and then walking away like it was no big deal. The Soldiers very nearly responded.
[Minister Cayhill: So it wouldn't take much to get them to move against the Cartel]
We believe so sir, but such an objective would be considerably difficult, but if an opportunity presents itself I think we should take it.

The Santa Blanca Cartel:
The Santa Blanca Cartel, a criminal organisation that began to show itself in Mexico in 1994 notably in Mexico City, despite being for want of a better means of putting it, a start up cartel. But very quickly Santa Blanca began to seize control over much of Mexico City and eventually most of southern Mexico.
In the space of just a few years they had gotten to the point that no other Cartel in Mexico dared to contest them directly. One that did the Oaxaco Cartel, ended up being nearly wiped out, those that weren't killed by the Sicarios of Santa Blanca ended up fleeing the country or defected into the employ of Santa Blanca.
It was during this blood bath that the Mexican Government began a special operation to embed an intelligence operative within the Cartel, as you are all probably aware, a Spectre Operation was put in place to assist in this regard. However this operation ended rather badly.
[Deputy Director Woodrow: Very Badly if I remember correctly]
Yes sir.
However from 2011 onwards, the Santa Blanca Cartel began to spread itself further afield, no longer content to remain in Mexico. It began to spread its influence further south into South America, its focus, the nation of Bolivia.
Where through the years of 2012 to 2015 it waged a war against the Bolivian government, to the point that as already pointed out the government made a deal.
Now the Santa Blanca Cartel pulls in millions if not billions a week from their cocaine product, they have literally made themselves a literal Brand in the Narcotics world. Its reported that they produce the most wanted Cocaine in this part of the hemisphere and they have the means of transporting it nearly everywhere, air, land and sea to markets in North America and even Europe.
They have hundreds if not thousands of sicarios in their employ all of whom are some of the most well trained and disciplined hitmen in the world. Trained by former soldiers and mercenaries from Israel, Russia even the U.S.
Now the priority of Operation Kingslayer is to capture alive the heads of the Cartel, those that enable the Cartel to work the way it does.
[General Jing Lin: Capture? are you certain]
Yes General, we think it more viable in the long run, if we capture them then we can gain much needed information.
[Minister Cayhill: Information that could bring down the Cartel properly?]
Yes Minister and maybe even more than that. Allow me to elaborate.
The Cartel is made up of four parts:
Production: The part of the Cartel that focuses entirely on the growing of Coca, producing Cocaine Paste, cutting it into the S.B Brand. If we can get the head of the Production line for Santa Blanca then we can get the information as to where the major Coca fields are, where to find all the labs, not just the ones we know about.
Smuggling: Consisting of three main routes, aircraft of varying sizes, trucks and even fucking Submarines. As long as the Cartel can move it effectively and in good quantities. By catching the head of the smuggling line, then we can shutdown Narcotic routes that the Cartel dominates, which means we can do a lot more. We get that information then we can not only shut down those routes but we can find who the major buyers are, where to find them, etc.
Influence: These are the people that work to maintain Santa Blanca's connections with everyone, this includes things like turning an environmental sanctuary into a five star resort for the rich, powerful and corrupt to have some fun, just the plain old briefcase of cold hard cash. Or even the use of Religion to ensure that Santa Blanca is kept in power.
If we can get the head of the Influence, then we can bring an end to the corruption of Santa Blanca, we get who the Cartel has in the pocket or who is just being coerced by fear. We'll get the names of corrupt politicians, police officials, military, everyone, we can make sure that when Santa Blanca is gone then a nation can start recovering.
Security: When words or money fail, or the Cartel has a problem with the locals, then its the Sicarios that come knocking. Some of the most drilled, well trained, best equipped and zealous fighters of any criminal organisation known to us.
We get the head of the Sicarios of Santa Blanca, then we can get our hands of all kinds of information, where the Cartel gets its weapons, who is training them, where they are training them. We can ensure that the Sicarios of Santa Blanca will not start working for someone else.

Rodrigo Carlos Perez Morales: El Sueno - The Dream

Next to nothing is known about the man known primarily as El Sueno, only the stories around him.
What is known is that he was born at some point in 1977, probably to a poor family, at around the age of 11 he began to work for one of the many Cartels that were fighting for control of Mexico City at the time.
At 14 he was promoted to his first kill which was the start of a long path to the top of the ladder, by 17 he had gained a significant body count. In 2008 at the age of 31, he formally founded the cartel, with the singular goal, to create the perfect product and to lead his people to the so call "Holy Land" a place where they would be free to do their work away from the influence or intrusion of Nations.
At the age of 32 Sueno earned his named from a dream he had, from what we know, apparently in the dream, Santa Muerte came to him and told him about having a country of their own. His ambition was to show his people “the truth” he received from the Santa Muerte, He wrote a new bible for his followers telling the blessed story of the Santa Blanca Cartel and the so called Promised Land.
Brutal and religious, he is a brilliant leader. Insightful and reflective, he instils loyalty in those he meets. The cartel builds schools and churches and offers jobs for those who follow their leader. However, none should ever try to challenge him when he could become incredibly vicious.
When he first brought Santa Blanca to Bolivia, El Sueño offered the civilians a choice: "Silver, or lead": either they work for him, or he will kill everyone they love. El Sueño is a man of many contradictions: religious and violent, charitable and brutal. A man who openly admits to committing mass murder but claims he never lies about anything, ever.
And sadly at this time, we have no clue as to his whereabouts, the location of El Sueno is a closely guarded secret for the Santa Blanca Cartel. With only a few knowing where he is.
[Minister Reiger: So how can we get him]
We think that if the Team does enough Damage to Santa Blanca then El Sueno will have no choice but to come out of hiding in order to maintain control of the Cartel as well as Bolivia. If we can capture enough of the leadership, deal enough damage specifically to the Santa Blanca Brand that makes it so powerful in the Narcotics market.
[Minister Michaels: And if the damage is bad enough, Sueno will have no choice but to intervene]
Exactly sir, but we think that a move on Sueno should only be made when all pieces are off the chess board, and I agree. The team should only make a move on Sueno when he has no other allies to call on, no moves to play.

Francisco Ricardo Munguia all more commonly referred to by his Position in Santa Blanca, the Wall.
From the information available to us, El Muro, he grew up in a poverty stricken family some where not far from Mexico City, quite literally next the Mansion of a major Drug Lord of the time. According to some sources, the rumour is that El Muro had his umbilical cord cut with a broken piece of a cocaine Mirror.
At some point he met El Sueno and the two became friends, when Sueno left at 11, Muro followed not long after. From the Records of the Mexican government, Muro joined the Mexican Marines and very swiftly rose through the ranks until he was selected for Special Forces.
In 2009, Muro left the Mexican military and joined his childhood friend and began working with the Santa Blanca Cartel, overseeing the training of its sicarios to be on the same level as fully functional militaries everywhere else.
The name of the Wall came from his placement, as Head of the Security for Santa Blanca, it is his job to make sure that the other "Divisions" within the Cartel are able to work properly without any issues or intrusions from outside threats. If any threat comes around, then its his men that will ensure that the punishments are given out on those responsible as well as their families.
So quite literally, anyone or anything that threatens Santa Blanca has to go through him and his men, this includes the Kataris rebels, UNIDAD and now our Ghosts.
He is well trained in various aspects of combat and advanced tactics, it can be said that he is very much on the par of being the Cartels version of a Ghost. And on top of that, he is incredibly loyal to El Sueno, we have yet to find any times the two have faced problems.
[Minister Rosov: So how we expect the team to get him?]
There is one pressure point we can target, It seems that El Muro has let his affection for his relatives get the best of him. Because the head Sicario for Santa Blanca, is none other than Muro's own baby brother, if problems start showing themselves and the Sicarios aren't doing their job or Le Plaga as he calls himself is too busy having fun.
The El Sueno will want a head as punishment, Muro will have to choose.

Rudolfo Yana: El Yayo - the Grandfather

Founder of the Coca Union, Rudolfo Yana holds great respect and prestige from the Cocaleros of Bolivia. The man himself comes from a long lineage of Coca Pickers, a trade that is of incredible pride for him which has been passed onto a number of his family.
However to support his family during difficult times, he took up becoming a major drug producer in Bolivia when troubles occurred in the 90s. Despite the advanced nature of the Cocaine business in other parts of the world, El Yayo is more of a traditionalist, he prefers the methods of growing and picking that he was taught as a boy by his father who in turn learned from his father and so on.
When the Santa Blanca came to Bolivia, they set their eyes on El Yayo to be the provider of the Coca needed for their signature product. At first he resisted not wanting to bring the Cocaleros into a business that would see them harmed or placed in the crosshairs of the Cartels enemies. But Santa Blanca found El Yayo' weak spot.
[Deputy Director Woodrow: His Family]
Exactly, the Cartel threatened them and El Yayo quickly fell into line, he now oversees the entire production line of Cocaine for the Cartel, though more scientific thinkers and experts have been brought in by the Cartel, El Yayo still holds true to the traditionalist point of view instead of the more advanced methods the "Youngsters" have brought with them. But he still takes pride in his work, referrign to the product he grows as "His Plants" even when the scientists that have been hired hybridise them to increase their growth, strength and purity.
Our intelligence suggests that El Yayo is at heart a pacifist and would prefer keeping the peace for his the sake of his people and his family, preferring to make deals over the resorting to Violence as other are more likely to under take.
However this might be a pressure point we can exploit.

If we can find and secure the safety of his family, then there is the possibility that El Yayo may be willing to turn on the Cartel.

Born in Mexico to a deeply religious family, Gustavo Serrano joined a monastery when he was only a boy and accepted the vows of Priesthood.
However at some point his alternative opinion on the worship of god and more importantly the Saint of Death, Santa Muerte, he was excommunicated by the Catholic Church. But this same ideology caught the attention of El Sueno who at the time was beginning to establish the Santa Blanca Cartel.
He offered the exiled priest a place in the Cartel where he would preach his faith to the sicarios and workers of Santa Blanca and very swiftly the mans charisma began to grow a sizeable following among the ranks of the Santa Blanca who saw Santa Muerte as their guardian angel and their patron saint.
He promoted himself to Cardinal of the Church and followed El Sueno to Bolivia where he continued to practice the teachings he had implemented on the Cartel. Only now on the wider population of Bolivia and since he was very charismatic and the Cartel had a lot of money to spend, a great portion of the population began to turn to the church.
El Cardinal now serves as the head of influence for the Cartel, he oversees every means of the Cartel maintaining its friendships and corruption across Bolivia and into other countries. This can mean one of many means, usually it includes the simple methods of bribery, blackmail, extortion etc, this comes along a lot easier with the use of the Church the Cartel established.

Now likely the most troublesome lieutenant the team will face and not due to any physical danger.
Nidia Flores, born in Mexico, she was orphaned at a young age and was put through the extremes of the Foster Care system where she faced a great amount of abuse at the hands of other children and Foster Parents. As soon as she could, Nidia fled the Foster Care homes and joined a criminal gang in Mexico city where she showed her skill and her intelligence.
However following a struggle, she was arrested by the Federales and then was approached by the Mexican National Intelligence Agency, C.N.I. They offered her a chance of a new life where she would ensure that the same kinds of people that orphaned her would be brought to justice.
Her intelligence and knowledge of the criminal underworld proved a great help in taking down several criminal groups and smaller cartels across Mexico.
But then in 2011 the Santa Blanca Cartel began to grow more dangerous, the Mexican government requested help and as you are all aware a Spectre Mission was authorised. Callsign Spectre was sent into Mexico to work with Flores in dealing with the growing threat of the Cartel.
But as you are undoubtedly aware things got complicated.

[Minister Cayhill: And resulted in her defecting to the Cartels side, and revealing the agents we had embedded in the Cartels ranks]
Yes, yes, yes. I am aware of all this, but as I have already said their former relationship will come in handy when the Team makes the move to get her.
Back to the matter at hand though. Flores became enamoured with El Sueno and he in turn grew to care for her, apparently like the Daughter he never had. And very swiftly she rose through the ranks of the Cartel until she was the head of their smuggling and Distribution network.
Cold, precise and with an incredible eye for possibilities, Nidia Flores is for want of a better way of putting it, A Fucking Genius. Case and point, most men would see breasts, she would see a place to pack cocaine, we see scrap metal, she sees what could be a Narco Submarine.
A point needs to be made however, Nidia Flores has a nine year old daughter Valeria, apparently someone who she worked with, a man known as El Boquita fell head over heels for her, but Nidia didn't really return the affection. Until one night after a few bottles of wine, a little tossing and turning and TA DA.

[Minister Michaels: I truly hope, you are not suggesting that we use a nine year girl as a bargaining chip!]
I think the Minister is referring to the fact that Nidia will want to protect her daughter and if push comes to shove, she may wish to protect her over Sueno.
In recent months, its seems that Nidia Flores has taken the Cartel to new heights, where previously the Cartel primarily found their markets in Mexico and the United States. Through Nidia' genius, according to our intelligence at least, she is making plans to enable the Cartel to ship its product as far as Europe and Africa.
Unlike the majority of the other Cartel leaders who primarily keep themselves hidden. We actually have the exact location of Nidia Flores, she very rarely leaves the villa she has in the Barvechos region, where she lives with her daughter.
[Minister Reiger: Can we be certain of this?]
Absolutely sir, it appears that Nidia Flores likes to have companions in her bed from time to time, both men and women. Add on the fact that Nidia personally drives her daughter to school and has the school and villa under constant guard by people she trusts, we can be certain.
[General Jin: And how do you intend on getting her?]
By severing the love between the Beauty Queen and El Sueno, Nidia Flores would do anything to make Sueno proud of her and love her, so if enough damage is done, she may start lashing out to find someone to blame.
[Minister Rosov: And if Sueno doesn't accept it, she'll know she is next.]
And its then that the Team will move in and get her and her daughter to a safehouse and with some help may get her to work with us against Sueno, hence why we need Spectre.
[Deputy Director Woodrow: I see now, she won't work with us, but she may if its someone she knows she can be trusted.]

[Minister Cayhill: Just remind them that if anything happens during the course of this mission, none of our nations will be able to provide any support]
[General Jin: Nor will we be able to provide them with any safety within respective embassies.]
Of course, as with all Ghost Operations, the Team will be informed that if they are caught during the mission, then they will be officially listed as Disavowed in accordance to the laws of each of their respective nations.
As such they will not be recognised as Soldiers, but as criminals and as such not protected by our governments.
