The New Order: Part I

[ This story is a fan fiction on the EVIL GENIUS game by Rebellion, this is the first major part of the game, not telling the various side quests that are part of the game, it will focus on the primary missions and a more Story formatted structure to the plot, other parts will come in the future]

Day 0

Our intelligence was confirmed by an active source sir

The island will be perfect for our operations to be conducted. at this moment of time the island only holds a half built tourist destination. Should we gain control of the island this would serve as the perfect cover for our "Lair" which we can build into the mountain that the Casino Hotel rests against.

We stand ready to "purchase" the rights to the Island via a proxy of course. All we require is your order

Day 1:

The deed to the Island came through this morning sir, already I have begun the process of marshalling those who serve our organisation to begin transporting the necessary materials to the Island to begin construction efforts.

With the resources we have access to at this moment we should be able to get the Cover of a Casino Hotel and Tourist destination established to a certain degree.

More crucially though we will be able to construct some basic facilities in the mountain, such as a Barracks, Mess hall, Power Generators and of course a Control Centre.

I shall make contact with you sir when these facilities are fully operational and we can begin the process of expansion of our network across the world.

Day 42 

The "Lair" Is in operational capacity sir, we have also constructed a vault within the heart of the mountain for us to store all the "Economic" resources we receive from our network.

I have already ordered the "Minions" to begin the process of expanding our network across the world.

We have re-established contact with an "Associate" who is willing to provide us the information needed to make headway in the North American Criminal Underworld. With these connections we can begin to make moves to take more and more control.

Your Minions stand ready to fulfil your orders sir.

Day 87

Our efforts were successful on our orders sir, our network has spread throughout the East Coast of North America, already we are receiving the income we need to begin greater expansion.

We must report however that the International Faction known as P.A.T.R.I.O.T has taken an interest into what they believe to be a new criminal organisation making roads into the underworld.

Too this end they sent an investigator to look into the activity occurring on the Island.

Thankfully our efforts in masking our operations via the use of Casino Hotel which under going renovations has for the moment thrown their suspicions off.

According to our intelligence Sir, P.A.T.R.I.O.T is an Geo Political alliance that consists primarily of the United States, Mexico, Canada, Japan, the Philippines and South Korea. But the United States is the power behind the Alliance, the original purpose of the Alliance was to act as a replacement for the Failure that was N.A.T.O.

I do not wish to overstep my position Sir, But I humbly request that we make moves to both secure the "Lair" with anti intrusion traps as well as find a means of training your loyal "Minions" into becoming more capable Guards. 

We are also beginning to face technical difficulties which are hampering our efforts to maintain peak efficiency in our systems, if we could train a select number of your loyal followers into more advanced engineering minds this problem should cease.

I also wish to request that we look into active "Customer Service" when the Casino Hotel officially opens we shall need keen eyes and Well versed minions to keep such people distracted and away from anything that might give them alarm.

With your permission I shall begin looking into finding individuals across the world who might be able to with some effort provide us the information needed to teach your most loyal followers to achieve such goals.

Day 106:

As per your specific instructions I have dispatched more of loyal followers to make connections with the Criminal underworld in Africa, Europe and the Caribbean.

We have managed to get some information Sir,

It appears that there is a growing power in the North American Criminal Underworld, someone called Marvin De Luca has become the head of the most notorious Crime Family.

The De Lucas originally made their name by distilling and selling moonshine during the Prohibition; now they have their fingers in a number of "Criminal Pies", from gambling to protection Rackets. With your permission I shall some of our new security personnel to "Convince" him to come to our organisation.

Day 110:

Per your orders sir, I have had the construction crews begin building a inner sanctum, using the specific plans you provided, we shall divide the room in two with one more private section shall be your private Quarters for when you arrive in earnest.

The other section shall have a Conference room table in which those whom you deem worthy of trust and leadership under the NEW ORDER may gather to offer their Advice on matters of importance.

We have already manufactured via a proxy a highly complex locking mechanism for the access door, and to be safe I have ordered that the Corridor and the door itself shall be guarded at all times.

Day 114:

Marvin De Luca has arrived on the Island sir, at this time we have given him a private room in the Hotel from which he may enjoy the "Comforts" of the Island until such a time that we control the other criminal networks across the world.

As of yet he has not declared his loyalty to the New Order, however he did admit he is willing to listen to the prospects of "Future Business".

I am also proud to report that we have begun expansion of our network of agents and conspirators.

We now have connections in Africa and pushing onto Asia.

There is an immediate danger however, our efforts to gain traction in Europe have been meeting resistance, as of yet we are unable to identify who Exactly is doing this but We shall.

Day 132:

I am happy to report sir that our network and connections continue to grow with greater speed and efficiency. Our agents and operatives have begun to make moves into the Indian Sub Continent.

With their position set we have managed to identify the leading criminal figure in the region. It appears that a man named Armand Krishnan, who the most powerful of the various criminal factions within the region.

From our intelligence he has hands in "Many pies" as one operative stated to me. But is greatest focus is in the corruption of local government officials, if we are able to "Convince" him to join us and follow your orders we can use his Rackets to greater support our efforts and hinder the response of a new Geo-Political Organisation that has been established.

S.A.B.R.E as its called appears to consist primarily of Western European nations as well as countries of the British Commonwealth. 

With your permission we shall send a team to bring Mr Krishnan to the Island for a nice "Holiday".

Day 157:

I am proud to report sir that an inner sanctum has been fully constructed to your exact specifications.

To add additional security to this particular section of the base, I have had a series of false doors placed along the corridor leading to the actual sanctum, these doors will be guarded as if they were the entrance to the sanctum.

Thus should any opposition come to you personally then they will not know which door is the real one. 

To update you on our ongoing progress we have yet to receive any information from our team of agents we dispatched to bring in Mr Krishnan. Despite numerous attempts to make contact the team remains silent.

If you so wish I shall send some more units to the region to investigate and identify what is occurring there.

Day 160:

Information finally flows again sir.

The team you ordered sent to the Indian Sub Continent to investigate what had been happening with the unit we sent after Krishnan found our agents.

It appears that they were able to obtain Mr Krishnans support but due to S.A.B.R.E forces reacting sooner than anticipated they were forced to go into hiding.

Thankfully Mr Krishnans connections were able to divert S.A.B.R.E away long enough for them to escape the continent.

We expect Mr Krishnan to arrive within a few days, I have already had the "Valet" staff to prepare a room for him in the Hotel within the same V.I.P floor as Mr De Luca.

I shall inform you of any new developments Sir.

Day 199:

Sir Mr Krishnan has provided us to potent information that may lead to us being able to gain a hold on the Criminal Underworld in the Regions of China and South East Asia.

He claims that an individual has managed to evade the authorities of the Geo Political organisation known as A.N.V.I.L. 

From what we know of A.N.V.I.L they consist the nations of China, Vietnam, Cambodia, North Korea, Indonesia and Polynesia. Our intelligence points to a close friendship between A.N.V.I.L and the Soviet based Alliance Our intelligence however thus far is limited on this H.A.M.M.E.R.

The Individual he spoke of was a man known as Lei Ying Lo, who has a hand in all the various criminal rackets through the region, If we can gain his allegiance then all others will follow and pledge themselves to the NEW ORDER.

I have dispatched agents into China to try and identify his whereabouts', it has been noted that Lei Ying Lo is a ghost for his proclivity to remain hidden from the world.

Day 212:

Reports have come from Asia for several days now sir.

And nothing, thus far, none of the agents and operatives we have sent into China and formerly French Indo China, have failed to locate Lei Ying Lo.

I have already begun to expand the search into the other nations that consist of the Alliance. 

On regards of the Base of operations, we have been noting a string of "Tourists" that show odd behaviours. It has been brought to me on several occasions by the Casino and Hotel staff that some seem to be less interested in the various amenities that the location has to offer for tourists such as themselves.

As well as this Security personnel monitoring the CCTV systems report that observe some apparently watching the "Staff Only" doors at the rear of the Casino. 

To this end I have ordered that a pair of "Bouncers" be assigned to each room in the Casino until such a time we can identify the suspicious individuals.

Day 216:

Per your Orders sir, I have begun the process of purchasing the necessary materials needed for the construction of several traps.

Already we have begun to hallmark the ideal positions for such devices, the primary location shall be at the entrance to the base from the Casino, whilst a few more shall be placed at the entrance near the Helipad.

For your orders on a Report, our agents have managed to narrow down the location of Lei Ying Lo. We have now identified him to be somewhere in Indonesia. I have dispatched specialised personnel to send a message to him, if successful he will understand that to resist the NEW ORDER shall be fool hardy and suicidal.

I shall contact your Sir when we have him on the Island.

Day 229:

Lei Ying Lo is finally in our grasp, he arrived a few minutes ago sir, it appears he had seen the light after a brief struggle with our one of our special assault teams.

Our soldiers however suffered casualties and many wounded, thankfully we were able to ensure that A.N.V.I.L will not be able to identify those who had taken Lei Ying Lo.

Our intelligence has confirmed this, apparently Lei Ying Lo has been either kidnapped or killed by one of his many competitors.

Not wishing to overstep my bounds Sir, there are a few here that are requesting an infirmary of some kind for those who are injured.

To an extent I agree as the only medical assistance on the Island is the "Hotel" infirmary, however to have personnel leave the base to get access to basic aid is a risk to our operations.

With your authorisation we shall begin construction of a medical room for our various personnel in the base.

Day 231:

Intelligence is continuing to come through our connections sir.

We now have a greater amount of understanding on the position and boundaries of the Geo Political Counter Terrorist Agency called H.A.M.M.E.R.

From our information, H.A.M.M.E.R is a stronger adaptation of the Warsaw Pact. According to our agents, when NATO began to break down the Warsaw Pact decided to consolidate and focus more on the direction of counter terrorism and counter espionage, to this H.A.M.M.E.R was established bringing all the intelligence and special forces sections of all member nations under one umbrella.

The Soviet Union is the primary force behind the "Agency", with other Communist nations in Asia and Eastern Europe.

Such nations include, Mongolia, Poland, Yugoslavia, Romania, Hungary, Bulgaria and Eastern Germany.

Thus far we have yet to identify if there is any primary criminal faction within the boundaries of H.A.M.M.E.R but we have agents beginning to look closer into such.

DAY 240:

We are making progress Sir.

Through Lei Ying Lo, we have achieved a greater hold over the Underworld. Despite some misgivings Mr Ying Lo has pledged himself and his criminal network to the New Order.

Beyond this, he, De Luca and Krishnan have provided us information of certain individuals that might be of use to the Order.

Mr De Luca, provided the means to contact and man named Eli Barracuda

Our network made inquiries for caution, this was what we were able to uncover.

[ Eli was born in a New York Slum where larceny and murder were as common as really big hair. For a child growing up in this justice black hole, there were only two potential career choices: Cadaver or ghetto "Bad Ass". Eli Chose the latter. His career of intimidation and extortion began at school, where Eli ran a protection racket. He knew he was going to be something special in the underworld, when aged nine, he had the headmaster, pleading for his legs to be left intact after a missed payment.

Eli quickly became the uncontested local crime lord, ruling his den of iniquity with an iron fist, unleashing vengeance against those who oppose him with his trademark silver revolver. Eli's criminal empire expanded with alacrity, and within a few years Eli was in unofficial control of New York City, pulling the strings on his puppet mayor and shaping policies to suit his nefarious activities. One fateful day, the mayor spilled coffee on Eli's prized cream suit; Eli blew his top and then proceeded to blow the top off the mayor. Even Eli couldn't cover this up and soon his criminal organization was exposed and under federal investigation. 

At this moment Eli Barracuda is in hiding from the Forces of Justice within P.A.T.R.I.O.T. With your permission we shall send agents to uncover Mr Barracuda and invite him to join the New Order.

Day 246:

Our agents have found Mr Barracuda, he is at this moment on his way to the Island, As per your request we shall have him as a lieutenant in the New Order, due to his hot headedness I believe that he would be best suited to act as an leading agent in our Enforcer and Security Corps.

As you ordered I have personally "Requested" information on like minded individuals, I spoke with Mr Ying Lo earlier and he informed me of an individual of folk legend in Asia, A man called only Jubei.

Our Intelligence has dug up more information on the "Man"

According to our network of operatives;

Jubei was born into a life of servitude, working at a prestigious Tokyo Dojo he longed to emulate the young scions who attended the school. He admired their graceful combat from afar as he swept the floors. Desperate to prove himself, Jubei began to train alone. After he had finished his cleaning Duties at the Dojo, Jubei's broom swept through an altogether more deadly dance. 

He quickly discovered that was a natural and was accepted into the dojo as a proper student. Everything went smoothly for Jubei for the first few years, until the time came for him to finish his novice training and progress to the more advanced levels. He was summoned before the Dojo council, and told that although he was skilled in combat, he did not have the inner harmony to continue at the Dojo. Incensed by this scandalous slur on his character, Jubei unsheathed his katana and proceeded to strike down the entire council. Pausing only to reflect that they might have had a point. Jubei fled the dojo to seek his fortune as a rogue Ronin. He has been linked to dozens of high profile assassinations all of them linked to Japanese Yakuza clans and Chinese Triad families.

We only require your word to send our agents into Asia to find him and give him an offer, We could have use for a man of such skills.

Day:252

Despite his misgivings, Jubei has decided to join the New Order.

With his skill in martial arts and assassination, It is my belief that he would be best suited to training some of our more specialised operatives. Through his teachings we can create a specialised branch of The Enforcer Corps that can silently eliminate those who oppose us.

Which in turn may grant us to plant Agents of our own.

Day 260:

Sir...

It is with regret that the base of operations was infiltrated by a group of well trained assassins. We have managed to eliminate all but one of them.

Under interrogation, the sole survivor revealed that they had been sent by a man known as Nikita Leonov, a man who has become the de-facto leader of the Russian Mob in nations under H.A.M.M.E.R.

Since the "Attack" I have increased security precautions and are providing a list of security personnel who failed to prevent the infiltration so that you may make a decision of what to do sir.

Day 261:

Broadcast=Supreme Leader-[Silhouetted] [Voice Altered]: Base Wide

Day 269:

By your orders we have been making immense moves against Nikita Leonov and the Russian controlled underworld that exists within H.A.M.M.E.R.

Already we have seized control of the following:

Firearms Smuggling and circulation in the Caucuses 

Contraband Smuggling along the border with S.A.B.R.E.

Black Market Control in Moscow

Our agents report that Leonov has been forced to seek shelter in his stronghold of St Petersburg. Which was recently renamed from Leningrad after reforms by the Soviet Union Comrade Secretary.

At this time we have prepared special Ronin agents trained by Jubei ready to move in and take Leonov alive.

We only seek your order to send them in.

Day 274:

Our agents encountered more hostility than expected, it appeared that Leonov had several H.A.M.M.E.R. colonels on his payroll.

When he discovered that he had been targeted, he had took an armoured convoy of H.A.M.M.E.R to take him out of the city and get him to Volgograd in the South.

Our agents supported by H.A.M.M.E.R. troops under our control ambushed his convoy as they moved through an abandoned industrial district on the outskirts of Moscow.

Leonov is now ours and is currently on route to the Island where he will be sent straight into a confinement Cell. 

Our connections and assets in the Soviet government has played the narrative that the fighting was between loyal H.A.M.M.E.R. soldiers and traitors trying to defect to the capitalist pigs of P.A.T.R.I.O.T.

Day 280:

Mr Leonov has "Seen the error of his ways", after some time to umm... reflect on his choices in life, he has decided it was better to pledge his allegiance to the NEW ORDER.

Already he has provided us the locations of his remaining criminal empire and the means to take control over them. 

Intelligence has managed to identify his number 1 supplier of arms and munitions in the world. It appears that a former C.I.A agent went rogue and has seized power in the African Criminal underworld.

Nigel Ewing went rogue approximately 2 years ago and has become the most powerful criminal force in Africa.

Our information has it that he was last spotted in the upper Nile in Egypt near the border with Ethiopia. However that was many week ago. With your order I shall despatch agents to begin the process of locating him.

In other areas Sir, our intelligence agents have finally identified the criminal organisation that has been hampering our efforts in Europe.

It would appear that a East London Mobster named Bob "Barking" Caine has been using the after effects of our manipulations in Organised crime across the continent to his own benefit.

Whilst the whole time he was making moves to ensure that the NEW ORDER does not gain a firm hold in Western Europe.

As of yet he has not made moves against you in other parts of the world but I feel that it is only a matter of time before he makes such a attempt.

Day 299:

Our agents have managed to locate Nigel Ewing, his position at this time is temporary, I respectfully request sending a team to "Convince" him to join you in the purpose of the NEW ORDER.

A team has already been selected of specialised Enforcers who should be able to infiltrate his location and extract him without the government forces knowing.

Intelligence has become concerned sir, Another International Alliance has begun to form in the wake of tension between H.A.M.M.E.R and P.A.T.R.I.O.T, This new Alliance which has begun to call itself S.M.A.S.H is made up of nations which are wishing to remain neutral should conflict occur between the various Alliances, S.M.A.S.H consists of African Nations, the Middle East and South America. These also include nations of the British commonwealth such as South Africa.

Although co-ordination between the members of the Alliance is limited, there is the prospect that they may organise themselves into a more centralised force.

DAY 306:

Bob "Barking" Caine is making his move sir.

Our agents in Europe report that Caine is sending a force of some of his best men to try and remove us from the game. I have already ordered our enforcers and security personnel to alert and have ordered them to ready themselves to defend the Base.

In more success sir,  I am proud to say that rogue C.I.A agent turned Crime Lord, Nigel Ewing has "Agreed" to attend your gathering here on the Island.

Day 309:

BROADCAST BASE WIDE:

ALERT... ALERT... ALERT... THE BASE IS UNDER ATTACK.... REPEAT THE BASE IS UNDER ATTACK...

ALL SECURITY PERSONNEL TO YOUR STATIONS... ALL SECURITY PERSONNEL TO YOUR STATIONS...

ALERT... ALL SECURITY SYSTEMS ARE NOW ACTIVE... ALERT ALL SECURITY SYSTEMS ARE NOW ACTIVE...

BROADCAST: HOTEL COVER

Your attention please... we here at Tropical Resort wish to report that there is a fire on the Island, for your safety we ask that all our visitors please make their way to their rooms.

We promise to inform you when the danger has passed and it is safe to leave your rooms.

Day 310:

Sir. 

We have ensure the security of the base and the Island, thankfully CAINE's men entered the base via the helicopter pad instead of the hotel, which ensured that the cover story was maintained.

We  have successfully eliminated all of those sent to attack the base, however with the use of certain security implements we had already installed we managed to capture two of them for interrogation.

If they have any intelligence then they will inform us to the location of Mr Caine.

Day 318:

Mr Caine has decided to surrender sir, of his own freewill most surprisingly.

Once he learned he could not withstand a constant war against the NEW ORDER he understood that it was in his best interest to surrender without any more bloodshed.

We are now ready for your arrival sir.

Under your orders sir, we have also dispatched a means of travel for another individual whom you have demanded be present for the meeting.

Day 320:

We welcome you sir... as per your instructions we shall maintain secrecy and security for your person.

I have ordered all the criminal "Lieutenants" to gather in your Personnel Quarter conference room.

To ensure your identity remains safe, a silhouetted holographic projection of your person shall be the only visual for them to look too.

To add greater strength of your person I've had the Holoprojector in the middle of the table so that they will look up to you physically and mentally.

Day 320:

"Gentlemen... May I welcome you all to our first gathering... 

Now all of you represent the most powerful of the worlds criminal organisations from the Italian Mafia families of North America

To the Triads of the Far East... You were all brought here to in all essence pledge your loyalty to The NEW ORDER.

Some of you have come of your own freewill, others less so.

But regardless of you being here, your loyalty is required for a future in which all of you can prosper.

If you pledge yourselves and all who follow you to the NEW ORDER you shall be greatly rewarded when the Future is ours to control..."

Barking Caine: 

"Why should we follow you... all you've done is made it harder for us to do our business"

Leader:

"Of course Mr Caine I understand... but please know you are all allowed to leave should you wish... there is the door"

Visual camera: 

Barking Caine leaves seat and makes way to door, automated security door opens.

Red Ivan and following of loyal H.A.M.M.E.R. troops enter and encircle the room.

"May I introduce you all to an friend of mine and loyal supporter of the NEW ORDER, the most infamous and feared of the Soviet KGB officers, named only RED IVAN!"

Barking Caine:

"If your trying to scare us, you'll need to do a little better"

Visual:

Barking Caine proceeds to leave for the door,

Leader:

"You are right... but of course the demonstration is not yet over"

Visual:

Red Ivan produces a NEW ORDER flame thrower and uses it on Barking Caine. All other criminal lords look on in horror and terror.

2 Minutes later: Barking Caine ceases screaming

Fire suppression sent in to tackle the blaze and remove the body

Leader:

"NOW THAT I HAVE YOUR ATTENTION KNOW THIS!... From here on out you are not Lords of the Criminal Underworld.... you are underlings of the NEW ORDER.... and if any of you decide to resist understand....

That each and every one of you can be replaced....

Visuals:

Colonel Blackheart enters the room and takes Barking Caine's seat

"Does anyone else wish to leave..."

Visuals:

All return to their seats

Leader:

"Now then I wish to regret to inform you that sadly Mr Caine will not be joining us for future meetings as he sadly died in a terrible fire in his London Home... I believe I speak for us all when I say that he will be missed....

Now you will all return to your respective nations and begin to assist the NEW ORDER in the next stage of the plan... Until you departure of course... feel free to enjoy all the luxuries the Hotel and Casino has to offer"
