The Bureau: XCOM "Declassified"

Being a fan of the XCOM franchise, A long ago I made a story based on the XCOM 2 game plot with some fictional additions. Liking the project I've decided to launch another going back in time to the origins of the XCOM project and the first invasion they resisted. 

Authors note: The parts that are discoloured/highlighted are to symbolise being "Censored" by XCOM, since this invasion in cannon was covered up to prevent panic. Certain dates have been altered so that it fits with a more lengthy timeline.





Groom Range: October 28th 1960

Engineering report:

Engineers are continuing to look into the matter of the difficulties that the base is having in maintaining proper communication links between Groom Range to other military installations as well as the White House.

It is their opinion that the matter is solely technical and nothing more, however one of our signal specialists believes that the Communications are being deliberately blacked out.

Scientific report:

Research into the substance known as Elerium continues, thus far two Reactors have been constructed and are at partial operational capacity. The Scientists believe that with more time and resources they can increase the power output of the reactors to the level of a the Hoover dam if not more.

Armaments research is advancing also, thus far the application of Elerium into more powerful Nuclear devices has remained theoretical, however the Scientists responsible believe that they will soon be able to launch a test of an Elerium Nuclear Bomb.

Classified Details:

The Top Brass have arrived and are gathered in the war room to hear the newest reports from Director Faulke.

Agent William Carter Second Class Central Intelligence Agency, has arrived safely at Groom Range with the "brief case". Both have been taken to a small apartment in the secured section of the base, Agent Carter has been informed to remain there until an Officer comes to escort him to the lower levels.

Groom Range is under attack... if anyone can hear this message... Groom Range is under attack by unknown forces...

The Base perimeter is broken and the enemy have shot down all aircraft trying to fight off theirs

Our soldiers and tanks are now either dead, scattered or missing.

A number of us have managed to hold onto the main building... 

If anyone can hear us, the Directors of Central Intelligence, the Federal Bureau of Investigation as well as General Deems are K.I.A.....

[Background voice-Their Outside]...... To any remaining personnel in Groom Range..... Director Faulke orders everyone to abandon Groom Range.... Repeat Abandon... (Indistinct shouting, Screaming, screeches, gun fire and unknown sounds)


Groom Range: Debriefing - October 28th 1963

Photographs taken by Aerial Reconnaissance of the Groom Range Facility has indicated an almost total destruction due to the combined effects of the surprise attack by unknown forces and the unscheduled detonation of classified Prototype Ordnance.

Efforts to recover technology or personnel are not advised, as it is likely that the enemy opposition has remained on-site. Reports confirm that a small number of Soldiers, Scientists and engineers as well as support personnel were able to hold onto the Main Building in the heart of the Base for some time.

However Final communications from the survivors inside indicate that they were overrun and all killed.

The Survivors of this Attack, exfiltrated to an undisclosed location in order to evaluate counterattack options. Agents Carter, Nils and Kinney are to be commended for their uncommon valour in dealing with the unknown aggressors.

Casualties are deemed to be in the total at Groom Range.


Site X: San Felipe California - October 29th 1963

Site X is a classified base of operations under the strictest levels of classified, officially the Site does not exist and has no actual written authenticity. It does not appear on any maps.

On the surface the base appears to be a simple military installation, with the official stand point being that the location is used for military exercises and war games. The Exterior resembling such, with a small collection of barracks and other small buildings and onsite generators and communication pylons.

However this is merely a cover for the true expansion of Site X being deep underground, accessible only through one of seven landing pads for Sky-rangers or an emergency elevator that leads to an offsite location for evacuations.

Inside the base is all that the Bureau was required, originally the site was intended to serve as a reserve base in event of a prolonged and successful invasion and occupation by the Soviet Union. However Director Faulke expanded on the position of the Bureaus abilities within Site X to include other areas. Site X holds facilities for research, large and minor construction of materials such as weapons, ammunition and if needs be entire aircraft. As well as the necessary facilities required to house, feed and support hundreds of personnel.

The Base was designed and built for long term autonomous functionality, with its own filtered air system to supply a fresh, clean air to all personnel within, as well as its own power supply thanks to the Elerium reactor that was installed, its own supply of water to serve both as a source of drinking water to those within the base as well as to act as coolant to electrical systems.

For the purpose of security the base has a sizeable contingent of soldiers all of whom are properly vetted out of what were originally fears of Communist sympathies. As well as a new system of interception to combat enemy aircraft, this system is directly linked to the nations network of ground to air missiles, as well as this the base exterior was built with some of its own that could be raised and lowered from the ground for secrecy.

Site X is as of yet not at full operational capacity, several systems have yet to be implemented.

Message from Director Myron Faulke to all Bureau Personnel

By 2130 hours - Strategic command itself ceased to exist. Our combined military forces have been routed. The comms have gone Dark, the red phone will not be ringing.

And that is why as of now, I, Myron Faulke, am assuming command of what's left of our nations Defences.

The Bureau was founded to coordinate Resistance Forces in the Event of a complete and successful soviet invasion. That mission remains the same even if our enemy does not. We now face an opponent from beyond our world, whose identity is yet unknown. But make no mistake - This enemy has crippled us. They have technology decades beyond what we possess. We

We must make it our own. Their weapons will become our weapons. And when they do, we shall Annihilate them.

Site X - San Felipe California - Day 1 of Conflict

Hangar Bay:

Alert Sky Ranger Charlie Four Two inbound with heavy casualties. Medical Personnel report to Hangar Bay 3 for Incoming Wounded.


Alert:

-Warning to all personnel the Medical section is to be evacuated for security purposes, all medical personnel are required to remove themselves and all patients from the section immediately.

-Agent Nils and Special Agent Carter are to perform a security sweep of the medical facilities, reasons for such a sweep are not to be disclosed.

Debriefing:

Security sweep was successful with an outsider infiltrator being captured by Agent Carter and his team, however against the advise of Agent Carter, Agent Nils entered the medical facilities in chase of the infiltrator without back up and was sub sequentially killed in action. The Medical facilities are now accessible to all personnel once again.

Director Faulke has called on the scientists lead by Dr Dresner to look into ways of identifying future outsider Infiltrators to ensure the security of the base and Bureau Operations.


Operational Briefing: Day 1 of Conflict

[ Mission - Close Recon and observation of possible Outsider Activity ]

Location: Pima New Mexico

Briefing: Operations Chief Velaux presiding

Agent DaSilva, for several hours our analysts have been intercepting a new wave of possible Outsider signals. Unlike the signals previously intercepted before the attack on Groom Range, these signals were able to be traced and the location of origin identified to be in the area of Pima New Mexico.

Director Faulke wants you to investigate the area around Pima and identify any and all outsider activity and maintain close observation for possible future operations against the enemy.


Communications report:

Communications systems are now at operational capacity, however due to the signal scrambling being performed by the enemy, despite the Bureaus equipment being more advanced and sophisticated than standard communication equipment has managed to maintain a 90% range and effectiveness.

Reports are scarce as many systems are still being tested, however from reports that have come in from Bureau operatives within major cities the main source of trouble is coming in the form of concern about the recent communications black out among the population.

Addendum:

Senior Agent Carter reported to chief information's officer Chulski of a strange signal he had been hearing on the radio in his and Agent DaSilva's office. With some assistance, they were able to determine the signal was a code by a automated weather station detailing a means of limited contact with some survivors who were trying to warn others of the attack.

Officer Chulski immediately reported the survivors existence and a rescue was dispatched to both offer assistance but also to ensure that the survivors could not cause mass panic by informing the greater population of the invasion.


National Reports:

Designation: Worst Case Scenario - Washington D.C

The nations capital has gone dark, and repeated communications attempts have been met with failure. Even embedded operatives in the area have failed to report through our secured channels. With no response from any branch of government, Emergency protocols are clear: XCOM is now the center of the United States military response.

XCOM Response:

Director Faulke is adamant that communications with the Capital must be regained, it is imperative for the sake of the United States that the Countries leadership is not lost.

Orders are for a team of field agents to conduct a recon mission towards the capital to ascertain the state and report in if possible.

Operation Briefing: Chief of Operations Meyer Levaux Presiding

There has been another attack gentlemen this time a civilian target,  Rosemont University in Georgia.

Explicit orders of the Director for the moment are to get the base up to full operational capacity, which includes finding the people earmarked for the project needed to assist us. Work continues of the lab and manufacturing line. But none of that matter if we don't have the people to work them.

Your mission is to go to Rosemont University and rescue one Dr Alan Weir.

Dr Weir is a leading scientist in signal interpretation and analysis, he is a key recruit target for XCOM, It is imperative that you extract Dr Weir safely and get him out of the University and the surrounding town.

Ordinarily before any operation individuals such as yourselves would have a greater access to intelligence. Sadly for us here, that is limited, aerial Recon has not been able to get an accurate picture of the state of Rosemont, due in part to this Anti Aircraft gun in the heart of the town

For any extraction to be safe, you will need to take down the gun first, else you will not be able to extract Dr Weir, as well as this once the Anti Air is down, we will be able to send support in the form in limited Air support 

Enemy forces in the area are believed to be well dug in with defensive emplacements placed throughout the area we recommend that you be on guard. As of the moment we are unsure of the reasons or how well the enemy are dug in.

Also where possible keep your eyes open for any Enemy technology that you can salvage if we are to have any chance against the Outsiders we need to upgrade our own weapons so that we can go toe to toe with them.

Agent Carter - What opposition can we expect?

Chief of Operations - Due to the danger to our aircraft by the AA gun we can't be precise but intelligence believes that the town was hit hard.

Lieutenant Barnes - What range is the gun exactly?

Chief of operations - Undetermined, we estimate anything above 150 metres and a range of a 3 mile radius, so fly low and fast to be safe.

Lieutenant Barnes -  Understood sir.

Agent Woodrow - How many can we expect in numbers sir? I mean enemy numbers.

Chief of Operations - That I'm afraid is an unknown, but we can say that Rosemont got hit hard so expect a good number of enemy ground and possible air forces.

Agent Fitzgerald - Can we expect support for the mission?

Chief of Operations - Friendly forces in the area are limited due to the communications black out, but as said there will also be a wing of F-84 Thunderstreaks on standby but they will only be available to you when the AA gun is neutralized. Any other questions?

Agent Carter - When you say technology, what exactly do you mean?

Chief of Operations - Anything. And I mean anything, any piece of Outsider technology that can be studied by the research team. If you can't take it with you, take photographs for study. Anything Else.

Day 3 of Conflict:

National Reports:

Designation: World Gone Dark - Tuckerton New Jersey

Attempts to Contact the rest of the world have failed, radio signals are jammed and operatives report that the Trans-Atlantic Telecommunications cable has been sabotaged. Direct Outsider involvement is unclear, but it is believed to be the work of more infected "Sleeper" Agents.

XCOM Response:

Orders are to attempt to regain communications through alternative means are to be explored, Director Faulke deems that it is required for XCOM to know the extent of the Outsider assault in other parts of the world for the sake of Intelligence.

A team is to be sent to the site of the Trans-Atlantic Cable to try and repair it if possible.


Day 4 of Conflict:

Operation Debriefing: 

Bureau team under command of Senior Agent William Carter was able to safely land on the outskirts of the Town of Rosemont and moved in. The Team encountered the main street covered in the bodies of many civilians who had been caught in the initial attack as well as those who had been killed apparently by firing squad, which appeared to have occurred during a university parade.

The Team encountered some survivors who seemed afflicted by an unknown possible pathogen, under orders of Director Faulke the team secured those afflicted they encountered and kept record of where they were for retrieval and clean up crews.

The team encountered heavy resistance during their attempt to secure the site of the Outsider Anti Aircraft gun, after fighting their way through, they were able to safely shut the gun down and sabotage its systems to ensure the enemy could not reactivate it. Photographs were taken for examination

With the Anti Air disabled, Lieutenant Barnes began to conduct aerial recon for the ground team and provide support in the form of resupply. Meanwhile the team encountered a gathering of unafflicted survivors within the Rosemont bank vault.  Agent Carter is to receive disciplinary actions for insubordination and misuse of Government Property by providing the civilians evacuation out of the Town to an location off site.

The Team reported that their approach to the University was heavily contested with the enemy well dug in with established positions. The University itself the Team encountered a previously unknown enemy unit which the Science team has begun to refer as a Muton, which was heavily built with muscle and armour plating. Within the University the team encountered the assistant of Dr Weir who directed the team to the Doctors location. After fighting their way through several squads of enemy soldiers, the Team was able to obtain an Enemy weapon that had remained intact.

They safely extracted Dr Weir from the Observatory where the Dr was performing at the moment unknown work. However direct extraction was impossible when what Agent Carter claimed to be an Enemy Gunship came into the fight with another squad of Outsider soldiers. The team was able to take cover and Agent Carter called in for air support, what Air units were on standby, a single Wing of F-84F thunderstreaks, were able to deal significant damage to the Outside Gunship and force it down permanently.

After the enemy had been defeated the team was able to be extracted by Lieutenant Barnes and return to Site X base of operations.



Day 5 of Conflict

Disciplinary action report:

Due to Agent Carters actions in using the Sky-ranger on the operation in Rosemont Georgia to evacuate non essential personnel away from the site to a location where they could have easily released information on the Outsider Invasion to the wider population.

The Director has decided that for the time being Agent Carter will be restricted to non essential operations that will not involve him being directly in the field. Senior Agent Carter is to act as a co-ordinator for Teams in the field.

This is to remain until such a time that the Director deems Agent Carter suitable to return to active operational ability.


Operation report: Pima New Mexico

Due to difficulties in long range communication, tactical and observational reports from Senior Agent Nicolas DaSilva's team has been sporadic.

The first reports confirm the presence of heavy Outsider forces as well as the majority of the population being afflicted with what has been unofficially called "Sleepwalker". Agent DaSilva reports that the enemy presence in Pima New Mexico is greater than Intelligence originally anticipated, with large outsider groups constantly patrolling the streets of Pima ensuring the location is secure.

Agent DaSilva also reported evidence of heavy civilian and law enforcement casualties, the team reported that the main street through the heart of Pima shows evidence of heavy fighting between the Outsiders and the local law enforcement as well as armed citizens. However it is very clear that the Outsiders were easily able to overwhelm and destroy everyone who resisted their attack, with the rest of the population being afflicted by Sleepwalker.

Last Communication came in a few hours ago, the team was reporting the presence of a large Outsider Structure being constructed nearby. Agent DaSilva reported that they intended to attempt to infiltrate the structure to gather more intelligence as well as try and gather possible Outsider technology.

Since then there has been no communication.


Day 12 of Conflict:

Briefing Transcript: Senior Agent Carter Presiding

Listen up we have the chance to find some of our leaders, now we have yet to obtain effective communication with the Washington D.C or the White House.

However Communications officer Chulski and her team have managed to pick up a encoded message from the Secret Service team protecting Former President Truman. The location we have has come under attack by an Outsider force.

Your mission is to gain access to the area where the team is and assist them in evacuating the former President, not only will this be a major boost to morale. But either Mr Truman or the Secret Service members may be able to assist us in getting into contact with the White House and ensuring that President Kennedy is safe and in a secure location.

Now aerial recon has been limited in the area due to the other incursions that the enemy has been committing in other parts of the country. However from what we have managed to get the enemy is not in large numbers, we estimate them to be no more than a few small squads of "Sectoids" and Outsider infantry.


Site X: Construction Report

Research Wing:

Despite some ongoing construction and mainitence concerns brought forth by Dr Weir, the research wing is now operational and the research staff are already working hard on the captured alien technology and trying to reconfigure the technology to better assist our operations.

Already the team has worked a means of working technology that is not solely weaponry. A form of countering gravity has been unlocked although the effects of the technology is temporary the Research Staff have passed the technology over to the Construction and engineering crews to better assist the ongoing construction of the base as well as the various pieces of equipment that the Engineering wing is using in classified projects.

Power supply:

The base is now no longer reliant on a mix of diesel generators and the Elerium Reactor. Thanks to the efforts of the engineering team and the research staff we are now able to hold back our diesel and fuel supply solely for the Sky-rangers as the Elerium reactor is now operating and full capacity and is able to provide enough energy for the entire base and more.


Day 15 of Conflict:

National Reports:

Designation: Rumbles of Terror - Novato California

We are receiving reports of devastating earthquakes in the San Francisco area. The Damage to infrastructure and resulting fires in the major naval port has cost 82 lives and damaged one of our battleships, the USS North Carolina.

Our Analysts theorise that the seismic activity may be a result of more Outsider terraforming along the San Andreas Faultline.

XCOM response: 

Recon missions are to be planned and carried out to ascertain whether or not the seismic activity is indeed the result of Outsider activity. 

As well as this, operatives in the effected areas are to undertake actions to prevent panic within the San Francisco area.


Day 20 of Conflict:

Operation Legacy: Fairfax Virginia

Debriefing:

Our team was able to gain access to the location that the message had been sent from, however the team was unable to locate former president Truman, they did however find the Secret Service team that was protecting him.

Sadly all at the location were deceased having been killed defending the location from the Outsider attack. However the body of the former president was not among them. The team radioed in a clean up crew to secure the site and collect any technologies from the bodies of the deceased Outsiders.

The team then with the Sky-ranger began a circular search of the area and found the former president fleeing with the protection of a single secret service agent. The team landed and got both men onboard.

The Bureau has taken Former President Truman to a secure bunker in a classified location where he shall be safe. He has also provided us a piece of information detailing that the Capital has not been hit by the Outside threat and is still standing.

The Secret Service agent Cyrus Sinclair has been drafted into the Bureau and has joined our growing roster of specialised agents and operatives.

Casualties of the operation are as follows:

Day 23 of Conflict

Briefing Transcript: Chief of Operations Meyer Levaux Presiding

Ears everyone, just a few hours ago. XCOM lost contact with a key communications facility in Oregon.

Now what your seeing is totally classified, like this base, this facility officially does not exist. The site was primarily used for the intercepting and decrypting of Soviet radio and communications traffic, however after the attack on Groom Range, the Bureau tasked the expert codebreakers inside to assist us in breaking enemy communications.

Everything was going well when suddenly communications with the site ceased. We need you to go in and find out what is happening there, it might be a simple matter of the communications black out now effecting them, however we can't be certain of that until you get on the ground.

Aerial Recon at the site shows the possible presence of Outsider Structures, however this is inconclusive as military forces were dispatched after Groom Range to secure the facility and Defend it.

You will dropped on the access road leading the main building. These are the maps of the buildings and the layout of the facility memorise them and keep your eyes open.

Day 28 of Conflict:

Debriefing: Operation Codebreakers

Outsider presence was confirmed on site, the team encountered several outsiders on the access road leading to the facility. At the main building the team encountered defensive structures including automated turrets.

After performing flanking movements, the team was able to eliminate the enemy forces and gain access to the compound. The first sight for the team however was the main satellite dish that had been apparently been overtaken with Outside technology.

Upon entering one of the buildings the team found several human bodies all of which had been killed by human weapons. Upon closer examination of the building they encountered a survivor who was afflicted with the "Sleepwalker" pathogen. Agent Carter chose to keep the survivor alive so that they may be taken back to base for quarantine and study.

The enemy had built extensive defensive positions throughout the compound with several bunkers and positions. They discovered that the Outsiders had turned the Satellite dish meant for intercepting enemy communications had been turned against our forces and the enemy was now using it to listen in on the communications of our forces.

Fearing that the enemy could uncover the location of the base, the team fought their way to the satellite dish control and planted high explosives onto the dish supports and the outsider control panel.

upon evacuation the timers blew the explosive charges and destroyed the satellite dish.

Clean up crews have moved into the compound and have begun to root out any remaining outsider forces. Opinions of the team were proven correct as it appears that the Codebreakers and support staff had apparently in fits of paranoia killed each other. And the military personnel sent to defend the site were all killed by the Outsider forces.

All materials and equipment from the compound has been secured and is being brought back to Site X, so that the effort of intercepting and decoding enemy communications can continue in a more secure location. 

During the clean up, the team discovered an intact enemy Weapon, which the research team has begun to look into and reverse engineer, they believe it to be some laser based weapon.

Judgment:

Due to the successful efforts of Operation Code Breaker, XCOM Director Faulke has decided to let Senior Agent Carter return to active mission operations.

However the Director has made clear to Agent Carter that in the future such actions will have consequences.


Day 30 of Conflict:

Outsider Activity Report:

The Following military installations have been reported to have been overrun by the Outsiders and were either completely overwhelmed or were abandoned by our forces with severe losses on our side. The Cover for such shall be that the military installations are no longer deemed necessary for National Defence and that they are being deconstructed to support more important locations.

Barstow: No Contact since 08.00 hrs day 17 - Aerial Recon shows outsider presence- Assume no survivors

Fort Drum: Overrun by Outsider forces - 97% casualties - Survivors evacuated to safe zone

Fort Mason: Abandoned - Ground Forces able to hold but were forced to abandon base due to severe casualties.

McClellan: No contact since 09.12 hrs day 15 - Aerial Recon inconclusive - XCOM recon team dispatched

Nellis: No Contact since 18.32 hrs day 9 - XCOM recon team dispatched to investigate

Norfolk: No Contact since 01.02 hrs Day 20 - XCOM recon teams dispatched to investigate

New London: Attacked 05.42 hrs day 13 - Troops forced to abandon the base

Research Report:

Research Staff within the secure section of the Research Wing have reported a constant calmness in regards to the Captured Infiltrator who since the successful operation to remove an surgically place technical implant from the back of skull. 

They report that the Outsider no longer acts directly aggressive against others in the room and no longer resists when being restrained. It is unclear at this point why.


Project Avenger Report:

Senior Agent Carter has been granted access to all files and information regarding Project Avenger.

Work continues on the Avenger, flight systems have been checked and tests have been conducted which thus far have proven successful. 

However the matter of the Outsider Gate system continues to provide difficulty as the theory of Dr Weir supported by Dr Dresner believe that the Outsiders have a means of identifying friends and foes through their gates and that the Outsider ships must have something that the Avenger Currently lacks that will allow the Avenger to safely pass through the "Gates" without detection.

Director Faulke has ordered another direct interrogation of the Outsider Infiltrator.


Outside Infiltrator Interrogation Report:

Under direct orders of XCOM Director Myron Faulke, Senior Agent William Carter conducted a direct interrogation of the Outsider Infiltrator captured during the initial days of the invasion.

Agent Carter has been remarked for being able to maintain control and demeanour during the interrogation despite the knowledge that the infiltrator was the same outsider responsible for the death of Senior Agent Thomas Nils. 

By offering the possibility of sanctuary on planet Earth, which was not authorised and has opened a great discussion among XCOM leadership who are concerned about allowing the Outsiders to integrate among the American population.

However this use of persuasion by Agent Carter convinced the Infiltrator to defect to the side of XCOM and provided the necessary information required for XCOM to complete Project Avenger and provided some information about the structure of the invasion within the borders of the United States.

Director Faulke has decided to attempt the same method of persuasion on other Captured Outsider soldiers being held in the detention wing of the base. However until the removal of their Outsider implants this has been put on hold.

Alright listen in, as some of you are unaware, a few hours ago there was a security breach when three Silacoid creatures managed to break their containment and move into other areas of the base.

Thankfully security were able to kill the bastards before they could do any damage or do any harm.

But this has raised a matter among the Eggheads, now as many of you know nearly everyone in this base was selected carefully for their knowledge, skills and experiences. But some who were not on that list, now Dr Dresner has noted a scientific group that was working on something he called Nano Technology.

If we get can to those Scientists, get them and their research to the safety of XCOM headquarters then there is the chance they may be able to help us in preventing such breaches again and maybe even figure out how to crack more of the enemies technology and make it ours.

Now since the location is not within an Outsider occupied zone, you'll be going in undercover, the official story is that the Scientists did not have the legal permits to perform their work and being arrested for unlawful scientific experiments and there is work is being confiscated.

Ears boys, a piece of crucial technology desperately needed has been lost during transit.

What your looking at is the latest aerial photos taken of the site, the train was derailed and we think the Enemy discovered that we had the technology and made a move to retake it.

Enemy presence is believed to be extensive, so we have support on standby off site in the form of heavy mortars and air support, these were authorised by Director Faulke personally, he wants this tech returned as soon as possible.

You'll be dropped off by Sky-Ranger in this area here just to the west of the initial crash site and proceed on foot. Once you've secured the "Artifact" radio for extraction and the Sky-ranger will come and pick you up.


Day 36 of conflict

Avenger Report:

Construction of the exterior shell is pushing onwards with success, however the more technical areas of the inside are being constantly refitted to ensure that the ship is air tight and safe for travel through the enemy "Gates".

Dr Weir and Dr Dresner have constantly reminded the engineering personnel that it is imperative that the Avenger has its own internal air supply in the event that the Outsider world does not have the same atmosphere as Earth.

Dr Weir also reports that his interception of Mosaic transmissions and with the assistance of Chief Communications Officer Chulski and her team, that he believes the piece of technology that is needed to allow the Avenger to travel through the Outsider "Gates" can be found within the larger of the Outsider Towers.

Initial reports suggest such a tower can be found within the area of Pima New Mexico.


Operational Debriefings:

Operation: Nano Tech

Whilst on route the operational site, the Agents observed a contingent of Outsider forces establishing forward positions close to the location of the Scientists they had been sent to extract. 

After passing on word of the Outsider Presence, XCOM immediately ordered the Agents to get the Scientists and their research to safety as soon as possible, whilst a general evacuation order was given to the people of the local town.

The public appear to believe the cover story of a extremely hazardous storm closing in with greater force than any before and that the town is being evacuated for their own safety.

The Agents were safely able to get the scientists and their research out before the Outsider launched their attack. Military forces of XCOM attempted a defensive position to buy time for the civilians to escape, sadly the effort proved unsuccessful as most of the troops were killed and the rest forced to pull back.

Thankfully the Town was safely evacuated before hand.

The Scientists have joined the research staff here in the base and are providing a better understanding of their work.

Operation: Grifter

After safe drop off, the team began to move through the enemy controlled positions around the wreck site. Enemy forces had begun to break into a number of the different box cars of the train, obviously in search of the "Artifact"  they had broken into the majority when the team managed to get into the heart of the Wreckage.

The team was forced to engage a number of Outsider drones and ground units, most notably a number of Silacoids and a muton. However thanks to the support units nearby the close fire of the mortars meant that the Muton was easily defeated.

After safely securing the Artifact for transport, the team radioed in for extraction and the Sky-ranger came for the pick up. During the wait however the team were ambushed by an Outsider Squad of standard ground units including a number of Sectoids. Agent Graves was sadly killed during the fire fight after being flanked by a sectoid that managed to get a shot off before Agent Townsend was able to warn him.

His name shall be added to the wall to honour the fallen.

Clean Up crews are already beginning to secure the site whilst military forces are dealing with any remaining Outsider forces that might still be on site. Damage to the terrain shall make it easy for the clean up crews to remove any evidence of the Outsider presence and the train crash.

Designation: Global Tensions - Miami Florida

Much of the population fears the communication outage is evidence of an impending communist attack, none more than the residents of Miami, who have long suspected that communist Cuba is allying with the USSR. Several independent reports suggest combat on air and ground on the distant Island. Operatives have evacuated many residents to fallout shelters, under the pretence of a nuclear threat from Cuba.


Day 40 of Conflict:


Internal Announcement:

"Attention Alien meteorites are considered radioactive, do not actively handle any fragments and ensure that you decontaminate after any contact"


Operational Intelligence:

A coded emergency message has been picked up on encrypted channels from the area of Pima New Mexico, the frequency was solely for the use of Agent DaSilva and his Team during their operation to investigate the Outsider Presence within the area.

The message was plain and did not hold any audio or information, only a sudden burst of interference on the frequency indicating that Agent DaSilva or possibly a member of his team is still alive and is in need of Assistance.

Due to the need of what Dr Weir has called a Phase Plotter which the Outsider ships use to Navigate, the same device which is believed to be present within the Outsider Tower in Pima New Mexico. Director Faulke has ordered Agent Carter to assemble a team and investigate the signal and attempt to infiltrate the tower and secure the Phase Plotter.


National Reports:

Designation: Trouble in the streets - New York New York

Major Communication lines have been cut off in New York City, but recon patrols and operatives provide multiple conflicting reports. 

State of Emergency in the city appears to have shut down the docks and many major roadways, with sleeper agents in position to starve the city as infection spreads. Operatives in the City are calling on National Security preparedness to prevent rioting.

XCOM Response:

Operatives in the city are to prepare on the calling of the national guard to restore order should the state of the city turn for the worse. Relief supplies are to be ferried in via XCOM escorted transports.

Alright listen in... Scientists and Engineers have been working hard on a special project that can help us in winning this war.

But they need something to help them in completing it. A device that Dr Weir calls a Phase Plotter.

The main problem is that the only location that we can find and obtain such devices is within Outsider Towers that have been fully completed.

We know the location of such a Tower, here in Pima New Mexico, callsign S-1. 

Now if that name sound familiar to some of you the reason is because Senior Agent DaSilva and his team were sent there to investigate the presence of Outsider forces. They were sending constant reports of Outsider activity however weeks ago all communications came to a sudden end.

Your mission is two fold.

First enter the Town and find out what happened to Agent DaSilva and his team, if there are survivors help get them out and then make your way to this position here where you will meet with Dr Weir and escort him to the tower where with his help you should be able to gain access to the upper sections of the tower and hopefully secure the Phase Plotter.

Due to the extreme enemy presence, including enemy aircraft, support shall be limited to ground support with Artillery and Mortar units who shall be in position off site. However be aware that if the enemy move against these units they may be forced to withdraw and then you'll be on your own.

Day 43 of Conflict:

Operational Debriefing: Operation Signals

Ground forces under the command of Senior Agent William Carter entered the main street of Pima New Mexico, they encountered the same levels of destruction previously reported by Agent DaSilva weeks before. Evidence was clear that the Outsiders as well as spreading the Pathogen called Sleepwalker, the enemy forces had launched an all out offensive against the civilian population, with the local police department being overrun.

Proof of this was found at the local police station where Agent Carter believes from the improvised barricades erected in halls and doorways that the Police and local population had made a last stand. There were a extreme low number of Outsider corpses through the area of the town, many showing extensive aging.

During their advance through the town, the Team encountered a human constructed explosive device embedded on a car. The device was active and showed signs of recent placement. Agent Carter came to the conclusion of the possibility of either Agent DaSilva or another member of the team possibly still being alive.

Radio transmissions picked up a signal of a short wave radio frequency that was limited by range, after working to improve the signal, the team was able to send a message and received word from Agent DaSilva of his location.

The Team met up with Agent DaSilva who had become afflicted with the "Sleepwalker" Pathogen and was safely placed onto the Sky-ranger for transport back to Site X for study in the hope that a possible cure may be found in the future.

Agent DaSilva is to be commended for his Valor and Successful communication of Intelligence critical for the team to gain access to outsider Tower designated S-1.

After fighting their way towards the rendezvous point, the team met up with Dr Weir and his escort team, where together with the assistance of supporting artillery set up off site, they were able to secure the entrance to Outsider tower S-1, They discovered Civilians afflicted with the "Sleepwalker" Pathogen were being loaded onto Outsider transport vessels to be taken to points unknown.

Once inside the field team divided again, with Agent Cyrus Sinclair remaining behind to protect Dr Weir, whilst the rest went with Agent Carter to secure the "Phase Plotter". The team faced heavy resistance within the tower structure, however discovered a great amount of intelligence on regards on the Alien Hierarchy, they found containment cells with the species known as Sectoids being held within. This information is being looked into by the Research Staff.

At a extreme high level the team found the primary objective, the were to secure the phase plotter for transport but were forced to fight off a previously unknown outsider entity which is believed to be a automated weapons system, this "Titan" fired an incredibly powerful laser like beam which utterly disintegrated any protective cover, the team was forced to constantly move to avoid being hit by its beam however thanks to the Outsider weapons that the team was using they were able to eventually destroy the enemy weapon.

Both the field team and the support units were able to safely exfiltrate from the immediate area of Pima New Mexico, for security reasons as well as the safety of XCOM personnel, it has been decided that until the Outsider threat can be dealt with properly then the area shall be a no fly zone and the site itself not to be entered.

Research notice:

Dr Dresner has managed to identify a Mosaic order that is untenable for humans, when the signal is broadcasted to a group of individuals the signal is blind static like noise, however after analysing the response of captured Outsiders, the Researchers believe that the signal forces the infiltrator to reveal themselves.

With this Director Faulke has decided to instigate a base wide lockdown until all personnel can take part in this "Test" to learn whether or not there are any more Outsider Infiltrators present.

This test shall be performed on all personnel entering the base whether they past the test in previous examinations or not.

Internal Announcements:

"Attention all personnel, Attention All Personnel.

A security lockdown is now in effect, all personnel not performing critical work are ordered to report to the Research Wing immediately."

Infiltrator test outcome report:

After dividing the bases personnel into various groups and sections, they were all taken in their respective groups under armed guard to an isolation chamber within the Research Wing. 

Of all groups there were no adherent effects of the test whilst guarded, the only noticeable reaction came from Senior Agent William Carter who shouted out in what appeared to be pain in his skull. After a few minutes Agent Carter passed out and was taken into isolation.

Dr Dresner and Dr Weir performed a series of close examination and blood tests to verify the outcome of the test. All tests came back negative for Outsider blood.

It is the opinion of Dr Dresner and Dr Weir that Agent Carters unknown interaction with the artifact in his possession before the Attack on Groom Range may have had a greater effect on his person than previously thought. As such he has been transferred to the Medical wing for recovery.


Day 44 of Conflict:

Security notice:

An alert has been put forward by Dr Dresner who after being called by one of the medical personnel of a situation in the break room next to the main operations room. It appears that the individual in question had collapsed during a break, however Dr Dresner performed a test that has confirmed that the Agent had been infected with the "Sleepwalker" Pathogen.

Senior Agent Carter was requested to perform a careful examination using a piece of technology provided by Dr Dresner in all areas of the base to ensure that this is a single case and not a possible outbreak.

Final Report:

Agent Carter has confirmed the presence of at least 3 individuals that tested positive using the "Scanner" provided by Dr Dresner, these three men have been confined to an isolation room within the research wing. Information from the Operations room has confirmed that the three agents were all on the same operation and Director Faulke has ordered a follow up operation to look into how they became infected.


Day 45 of Conflict:

Designation: Deluge - Portland Oregon

Operatives in Portland, Oregon report rumours that the nearby town of Vanport City has been destroyed by flooding after a breach in the dike holding back the nearby Columbia River.

Some reports mention strange new construction in the area, possibly responsible for the breach, but they all agree on one fact: No survivors have been found of the towns 40,000 residents.

XCOM Response:

Missions are planned to investigate the reports of the Constructions in the area and ascertain the position of the Outsider forces in the region.

Recon team to be sent to Vanport City to verify the destruction of the town, clean up crews to follow, with cover story of a breach in the dike by natural means to be presented to the populace.


Day 47 of Conflict:

Designation: Terror from the River - Memphis Tennessee

Rumours have spread of a "Mysterious Watchtower" being constructed in the nearby village of Blytheville, prompting the National Guard to build a makeshift defensive perimeter around the city of Memphis.

Meanwhile, some claim that strange black sludge has been floating in the Mississippi River - sometimes against the current.

XCOM Response:

XCOM forces are to reinforce the National Guard units in establishing a line of defences around Memphis Tennessee.

Evacuation plans are to be given to the populace of Memphis in the event that the order comes for the residents to evacuate under the cover of a major natural storm deemed dangerous to the population.

We've had a scare, three of our agents have been confirmed to have the Sleepwalker Pathogen,

Now as of yet there have been no other reported confirmed cases, but that doesn't mean we are clear. The only thing they had in direct common that is not connected to the base itself, is that they were all on a previous operation together.

We need you three to go to the site of their operation and find out anything that you can that will help the doctors determine whether or not this is an isolated incident or if the base could be in danger of infection

XCOM can't fight an invasion whilst also having to worry about an outbreak of a virulent alien pathogen in its own house.

If we can eliminate Axis then the enemy forces will be severely crippled and well as this Intelligence from his "Command Post" may be able to assist XCOM in the "Avenger Attack"

An Isolated team of army scientists at the nations most advanced biological weapons facility barricaded themselves in their laboratory as they research the Sleepwalker Infection.

Our Operatives have been unable to observe their progress, as they are extremely secretive and paranoid of potential infiltrators - even refusing deliveries of food and supplies from the outside.

XCOM Response:

If any form of observation into the progress of the scientists cannot be achieved without alerting them, then a immediate intervention may be required.

Plans should be formulated into breaching the Lab and apprehending both the scientists and their research.


Day 57 of Conflict:

Operation: Sleepwalker

Debriefing Summary:

After arriving at the location of the previous operation, the team began a perimeter recon of the site for an possible Outsider presence.

After inspecting local buildings the team found no active presence of enemy forces however there was the evidence of Outsider presence recently. Within one of the buildings the team discovered a makeshift encampment with XCOM rations packets and empty water containers.

The Site matched the after action report of the previous teams mission. The team discovered whilst on mission the previous agents had been forced to rely on local sources of water to sustain their operation. They have taken samples from the local reservoir as well as samples from any other source of fresh water for testing.

Upon their return they have been sent directly to quarantine for Outsider and Sleepwalker testing to be safe.

Operation: Russian Eyes

Debriefing Summary:

XCOM agents alongside captured Soviet Agent Piotr Zhedrev performed a circular patrol pattern around the site of the Pima New Mexico S-1 tower, after observing the addition of more heavy Outsider units being deployed to secure the location.

The Sky-ranger pulled back to avoid any possible ground fire should they get too close, the team was dropped off far off site and moved in to take position on a hill top overlooking the site. They observed several enemy combat units performing constant patrols around the tower access as well as the surrounding area. 

Intelligence believes they are securing the site for the addition of more construction, however the Agents involved in the operation including Piotr Zhedrev believe it is a consequence of the previous assault lead by Senior Agent Carter, that the Outsiders are merely ensuring the location is secure from future incursions by our forces.

Interrogation of Piotr Zhedrev has concluded, he has volunteered his services to XCOM for the foreseeable future after which he shall act as an emissary for XCOM to the Soviet Union

Director Faulke has decided to dispatch a field team under Senior Agent Carter to verify if this information is correct and then attempt a capture of Axis for XCOM to obtain necessary information needed for Operation Avenger.

Operation: Not of Earth 

Debriefing:

Upon arrival at the supposed site of the Enemy command centre where the Outsider known as Axis is alleged to be found, the team encountered light resistance on the surface but encountered greater numbers of enemy troops as they made their way under ground into the base itself.

Agent Zhedrev reported a number of large pipes that from his opinion had large quantities of water rushing through them. He said in his report that he believed it to be a form of coolant for a power source of some kind further in the base.

The team eventually managed to catch up and make contact with AWOL agent Angela Weaver, from intel from Agent Weaver the team uncovered that the location was being used for the development, production and distribution of the "Sleepwalker" pathogen

Working together the team discovered the source of Agent Weavers actions, within the base they found a chamber holding what was left of Agent Weavers Brother, who had gone missing years before. The team believe that the Outsiders had been experimenting on him to increase the potency of the "Sleepwalker" Pathogen. Senior Agent Carter removed the life support systems from the machine keeping the "Patient" alive.

The team alongside Agent Weaver then worked together to push into Axis's control centre and managed to successfully apprehended, interrogated and finally executed the target. The team finally planted explosives on the control systems within the base to prevent the continued production and distribution of the "Sleepwalker" pathogen.

Agent Weavers insubordination is to be overlooked due to the commendable service record she has to date and the vital assistance she provided in recovering the necessary data, all the while experiencing extreme mental strain involved in the death of her infected brother. Dr Dresner has declared Agent Weaver fit for further duties.

Clean up crews are moving in on the site, however enemy presence remains strong, Director Faulke has ordered the Crews and support units to hold back from entering the area until the success of Operation Avenger.

Examination of the data retrieved from codename Axis by XCOM analysts shows that if the operation being run by Axis had not been destroyed then roughly three quarters of the population would have either been in danger of being infected with the Sleepwalker Pathogen or actively infected.

Sudden flooding along the coastline indicates Outsider activity in the Gulf of Mexico, although long range recon reveals little.

New Orleans is especially hard hit, as it has suffered from an unusually high rate of Sleepwalker Infection.

Many have fled the city, but there are rumours of new horrors lurking in the swamplands and strange aquatic discoveries by local fishermen.

Additional recon missions are to be sent to the coastline to locate any Outsider activities that may be in motion at this time.

Plans are to be distributed to local authorities to evacuate the populations along the gulf of Mexico under the cover of a series of dangerous storms that may hit land fall within proximity.

Intelligence has discovered the presence of an Outsider Facility close to the Canadian Border in Wisconsin.

This facility is spewing out all kinds of machines that the Outsiders are using against our people whether they are military or Civilian. These range from the small drones to the larger Sectopod like walkers that the enemy use as armoured units.

Now due to the importance of this facility in the construction of these units XCOM wants this place either destroyed or shut down. Now the plan is that we will be set down in this clearing here near the target and move in on foot.

We will then initiate a breach of the enemy perimeter here and move inside, now because of this site being used for building enemy units we will need to move fast, so its imperative that we do not get bogged down in heavy fighting.

If we do we won't last long, they will just spew out more drones and Sectopods until we are dead, so remember that, as we move through the facility we will plant explosive charges as a failsafe if we can't shut it down, these we will activate as we evac.

Operatives report visual confirmation of a missile launch from the island of Cuba. It is unknown if the launch was an act of sabotage by Outsider agents or a deliberate attack on their forces, but the missile appears to have flown off course into the Pacific Ocean.

Missile Detonation and payload is uncertain, but residents fear the possibility of future attacks.

XCOM Response:

Operatives are to identify the reasons for the missile launch, we need to be certain whether this was the Outsiders or the Cubans trying to fight them.

Research team is to be formed to attempt to replicate the Aliens technology for anti aircraft weaponry, if successful these are to be placed along the coastlines to provide a form of defence against any possible future launches.


Day 69 of Conflict:

Avenger:

Flight Lieutenant Barnes has reported to Senior Agent Carter of a number of discrepancies on regards of the Avenger. Numerous discrepancies have been noted in regards of the Avengers fuel reserves, even when no system is in use or switched on, the levels of the fuel lessen at a very slow rate. 

Most of the engineers deem this to be a minor error in regards of the equipment that monitors the levels, however to be safe Senior Agent Carter has ordered a full scan of the Avenger to ensure proper safety before active operations using the craft

Addendum:

Using Outsider scanning equipment, Senior Agent Carter and Flight Lieutenant Barnes discovered numerous fuel leaks emanating from several fuel lines inside the Avenger craft. The fuel lines have been temporarily cut and Engineers have begun conducting patches to seal the leaks, this hopefully will ensure no danger of the fuel being exposed to electrical sparks and as such ignite.


Day 72 of Conflict:

Agents landed at the designated landing area, to find that the troops sent to assist in the assault had been severely depleted due to heavy engagements by the enemy.

Intelligence was somewhat off, in regards of the facility being used to manufacture armoured units was incorrect. The assault team reported that the facility was instead being used to create the silacoid creatures that act as support units for the Outsiders.

The field team lead XCOM forces through a breach created by artillery support and began engaging enemy forces on site.  During the engagement the enemy reinforced their position by bringing out a Sectopod alongside a Muton, the team suffered some casualties agent Miles Zacudo suffered a blast from the Muton's weapon whilst planting an explosive charge.

He was evacuated by Sky-Ranger but died shortly after from his wounds, his name to be added to the memoriam at Site X. The rest of the team managed to successfully shut down the facility before planting the needed explosive charges where it was considered best. The team alongside XCOM troops evacuated the site as the explosive charges detonated.

Aerial recon shows the Outsiders abandoning the site, Clean up crews are ordered to hold back until it is deemed safe to move in.

Based on the pilots report there is the chance that some of our people are still alive and fighting. So we are sending you to reinforce the convoy, save who you can,  but above all find the Outsider known as "Mu'ut Jeen" and if possible secure him for transport.

Operation: Hawkeye

XCOM team lead by Senior Agent Carter arrived on site of the convoy, evidence of an enemy ambush was confirmed previously by aerial reconnaissance. The number of survivors of the convoys military escort were not present by the team.

After engaging Outsider forces, it was confirmed that the prisoner known as Mu'ut Jeen had escaped capture and was via a form of telepathy managed to discover the location of Site X. It has been identified that Mu'ut Jeen was capable of mind-reading and during the course of the Escape had extracted the location of the base from a field Agent.

Senior Agent Carter deemed that for the safety of the information, the captive was terminated in the name of national security. 

Clean up crews have begun removing evidence of the ambush and have properly secured the site, the bodies of all outsiders are on-route for autopsy and incineration. The Captives body is to be sent to Dr Dresner for study.

Several wounded soldiers have been recovered and sent for treatment for plasma weapon burns.

Listen up, despite the loss of Mosaic, the enemy is still in a commanding position across the country and have begun to make moves to re-establish a unified command.

Intelligence has picked up transmissions that are closely similar to the Alien communications, so XCOM sent an aerial recon to find out what and this is what they found.

What your seeing is an new Outsider Tower, and we believe it is the focal point for a new communications system that the enemy intends to put together. Now at the moment we can safely say that the enemy has lost communications and means of resupply with their own world

But if they get this tower going then there is the slim chance they could regain communication with any resemblance of their leadership. So we are sending you in to lead a force of XCOM operatives and soldiers with the express purpose of assaulting then bringing that tower down.

Now we've believe that the enemy is here in considerable numbers, intelligence estimates a force of around 100 infantry with the possibility of armoured units nearby. So to give you a better chance support units will be available to you, three Artillery pieces as well as a wing of thunderstreaks for air support.

Aerial Recon has Identified the best place for you to make your move, this position here on the south western section of the facility, its lightly defended when compared to the rest of the perimeter and allows good cover.

The Director also asks that before bringing the tower down, you implant a program that Dr Weir has put together that should allow Intelligence to intercept and listen in on more Outsider Communications. Only then do you plant the explosives and get out.

A: Intelligence wants access to what remains of the Enemy communications, but we can't let the enemy know we are listening. So by destroying the tower we can ensure that the enemy just thinks that this was another sabotage mission.

Day 77 of Conflict:

Operations Debrief: Operation Fire Storm

XCOM team managed to safely infiltrate the Outsider tower and safely plant the program created by Dr Weir into the main computer system of the Tower as well as the explosives at the required points. However as they were about to make their escape, the route they had entered through was sealed.

The team encountered a form of alien previously yet met, they described it as a Muton but more heavily armoured and with stronger weaponry. As well as what they referred to as a means of self propelled flight, by use of a device on the Mutons back.

Analysts believe that this may have been a more elite rank of the Mutons previously encountered by XCOM forces. Agent Andrew Kane took a minor injury to his shoulder from the aliens weapon.

As the team managed to escape following killing the muton, they were unable to gain communication with the Sky-Ranger Extraction. After navigating a forest fire caused by their explosives, the team arrive at the designated extraction, point a road side diner.

Using the diner's radio antenna the team was able to call in for immediate extraction, however they report that the transmission was heard by Outsider forces who then began an assault on their position.

Thankfully they were able to survive using captured alien weapons until the extraction came.

Agent Andrew Kane has had his injuries seen too, they are deemed unlikely to require long term medical aid.

The weapon taken by the team has been handed over to the Research team for mass production.

Operation Crack in the World is ready to begin, the Avenger vessel is ready to launch and the team picked out is ready to begin its mission to eliminate the Enemies Command and control system of Communication overseen by the Outsider known to the enemy as Origin.

If successful then the Outsider forces here on Earth will be leaderless and without a means of communicating. However from what intelligence we have, it is deemed that the likelihood of the Avenger and the team returning from the mission as highly unlikely even if we succeed.

For this reason I am dispatching a number of other teams to locations across the Country to prepare for a counter offensive once Origin is eliminated. These orders extend to our remaining armed forces, who will assist these teams in taking the fight to the Enemy.

Okay everyone this is it. the Big one we've all been waiting for

We have identified the location of an Outsider Venn Gate which leads directly to the location of Origin, the Outsider leader. Our job is to kill or capture him but no real preference.

We will go through the Venn gate and then use the stealth systems of the Avenger to get close to the Command centre. once on the ground we will need to fight our way through the base to get to Origin himself and then take him down.

Beware though, as a fail safe in case we fail.

The Avenger will be transporting a one of a kind Elerium Nuclear Bomb on board which will incinerate everything in the immediate vicinity of the blast. That way even if we can't get Origin he won't be able send any commands if he's no bigger than a pile of dust.

Day 82 of Conflict:

Operations: 

Operation Crack in the World: Debriefing

The team lead Senior Agent Carter under operational control of Director Faulke and support of Dr Alan Weir report resounding success in the operation.

The team aboard the Avenger were forced to divert during the initial approach of the Enemy Gateway which had materialised within a hydroelectric dam, a small party lead by Agent Carter including Agents Townsend and Meyer were forced to fight their way through the internal sections of the dam to properly open the gate and allow the Avenger to pass through.

Once through the assault force located where the Mosaic signal was being transmitted, after landing safely they were divided into three groups, one lead by Agent Carter would find and eliminate the Mosaic signal as well as the Outsider known as Origin. 

The second would escort Director Faulke and aid him in placing the Elerium based Nuclear weapon to the best location. The final group would remain near the Avenger to provide a backup team in case any calls for reinforcements as well as to defend the Avenger itself.

Agent Carter and his team were successful in shutting down the Mosaic signal and Agent Carter himself is to be commended for his willingness to put his own life in danger to secure a previously unknown creature that was according to Dr Weirs theory power or enhance the Mosaic signals.

The teams were all able to successfully return to the Avenger and make their escape before the Nuclear device detonated.

Agent Carter is currently recovering from his encounter with the unknown alien creature.

The creature itself is now safely secured within the Elerium containment chamber within the Research Wing.

Under orders of Director Faulke XCOM forces are beginning to launch counter offensives. At the moment of this report the Mosaic signals have apparently ceased with only "Echoes" remaining in place, it is for this reason that the Outsider known as "Origin" is deceased.


Day 85 of Conflict:

Rosemont:

Agents of XCOM supported by military personnel and supporting units have reported that they are ready to launch their offensive against the Outsider position in the town of Rosemont Georgia

Director Faulke has given the green light for them to begin pushing into the town, to date this will be the first attempt by XCOM forces to retake an enemy controlled location.

Combined forces for the offensive will be a battalion of XCOM military personnel, 3 XCOM Teams, 4 tanks, one squadron of fighter bombers and 3 Sky-rangers for support.

All forces will be under direct command of Commander Charles Bradford, primary targets are the main street and the university with the prime Objective being the Observatory where Dr Weir's laboratory was located.


Science Report:

Dr Dresner and Dr Weir have begun focusing much of their efforts on studying the new creature that was brought back to XCOM HQ. As of yet they and the researchers have yet to be able to properly comprehend what exactly the creature is.

Dr Dresner reports that the creature does not seem to qualify in biological terms, his theory is that the creature must be a construct of some sort. There is the possibility that the creature was created by the Outsiders to empower their communications system.


Armaments Report:

Armoury Reports that our stores on certain explosives and special munitions is beginning to decrease at a rather rapid pace. As of yet resupply is limited and is unable to keep up with usage by field teams during operations.

Side arms and standard munitions are still in good quantity however should issues change then the danger of the base running low on ammunition will be clear. Director Faulke has pushed for the Engineering crews to get the manufacturing wing up and running soon, he wants Site X to be able to produce not only its own ammunition but the powercells needed for captured outsider weapons.


Day 89 of Conflict:

Senior Agent Carter has regained consciousness following operation Crack in the World, the medical personnel have reported that he has no physical injuries to speak off. However a Psychiatrist has recommended to the Director that for the time being he should confined to the base until his mental well being can be determined.

Operations orders:

Under direct order of Director Faulke, Senior Agent Carter is temporarily confined to base until deemed fit for operations by a psychological expert.


Operations Report: Rosemont Georgia

XCOM units have begun their attack on Rosemont University, as yet they have encountered limited resistance from Outsider Forces. Intelligence believes that without a co-ordinated means of communication and command they are unable to undertake effective defensive plans.

The Anti Aircraft Gun disabled by Senior Agent Carter's team during the early days of the war has been found and confirmed to be still inoperable. Sky-rangers and Airforce fighter bombers have been given permission to begin strafing and bombing of enemy positions in support of ground troops.

Casualties have been limited thus far on our side, thus far the count is 4 K.I.A, 12 W.I.A, 2 critical, 1 tank damaged by enemy armour. Compared to enemy casualties being 7 Outsiders killed, 16 Sectoids Killed, 1 Sectopod destroyed.

Commander Charles Bradford has taken the Bank as his command centre for the time being, enemy forces seem to be concentrated around the University. Civilians effected by the Sleepwalker pathogen have been secured are to be transported to an offsite facility where they can be given treatment.


Day 90 of Conflict:

Designation: Towers Fall - Pima New Mexico

Since first discovering the Outsider construction in Pima, we have maintained a long range monitoring station of the tower, and today it has given us our first signs of victory: The transport tower is beginning to show signs of decay and imminent collapse.

Whether a result of the disruption of the enemy's Mosaic Network or lingering structural damage from our agents on the ground, this points to potential reclamation of these areas.

XCOM Response:

Monitoring is to remain in place, due to the large quantity of Outsider forces still in proximity to the tower, it is deemed too dangerous for the time being to send a team to the site and perform any operation.


Day 91 of Conflict:

Medical Report:

Treatment method for the Sleepwalker Pathogen may have been identified by Scientific and medical personnel at Site X. With some assistance from Senior Agent Carter, they were able to safely bring Senior Agent DaSilva out of the mental loop that is brought on by the pathogen.

It is hoped that with some additional work the data collected will allow the scientists and Doctors to be able to find a way for cure to be made that can be used on more people and more specifically afflicted civilians.

Medical Report:

Senior Agent Carter has been deemed fit mentally and physically for active operational duty and is permitted by Director Faulke to both oversee and command missions in the field.


Day 92 of Conflict:

Designation: America Rebuilds - Pittsburgh Pennsylvania

With the first signs of success, our operatives can begin to return civilian lives back to normal.

While Communication remains partially jammed, major cities are no longer engaging in "nuclear preparation drills" to shield the public from Outsider Activity.

With industrial centers like Pittsburgh returning to almost normal operation, we can begin to consider rebuilding towns and villages lost to "Communist sneak attack".

XCOM Response:

Although the opportunity to rebuild may begin in certain areas, it is imperative that operatives and units under XCOM command be aware of Outsider forces still on our planet. 

It is important to remember that although the enemy has lost their command and control, the Enemy is still present in great numbers across the country.


Day 93 of Conflict:

Site X lab reports that the means of producing our own Outsider weaponry is now in full swing, the laser based weapons are now fully available to XCOM teams however the more advanced Plasma weapons are being reserved for strike teams due to the limited availability.

On regards of the unknown creature captured during operation Avenger, the team under Dr Weir have decided to refer to it as the Ethereal but as of yet have not determined what type of creature it is. Dr Weir believes that it is on a different level of existence when compared to humans possibly even inter-dimensional however this he admitted was a far flung theory and that it is more likely the creature is of an even more advanced civilisation.

Operational Report:

XCOM forces across the country have begun experiencing greater successes when engaging Outsider Forces, since the loss of the Mosaic system, it appears that the Outsider forces still on Earth are not able to co-ordinate their forces as they had in the past. 

Intelligence confirms that they are now beginning to operate in smaller and smaller pockets that are more focused on consolidating their position than expansion which gives XCOM forces a better ability to curtail, circumvent and or isolate enemy units.

As well as this the number of prisoners being taken has grown, most of which were captured by force whilst there have been a few surrenders. However for security reasons all shall be properly contained in reinforced steal cells.

Enemy activity in America's farmland has led to significant crop shortages, and combined with disruption of interstate and international trade and transport, The nation faces a shortage of food and fuel for what threatens to be the coldest winter on record - Particularly in remote cities like Sioux Falls.

If the final phases of the war are not completed soon, and vital trade restored, America may face a new threat to its continuation as a global superpower.

Intelligence has discovered a new Outsider construct this time in the area of the Rockies here.

Now we believe that this construct is to replace the central command point for the Outsider forces here in the United States, since the loss of Origin it has begun to show that the Outsider forces do not have the same co-ordination as they had in previous engagements.

No doubt many of you are aware of XCOM forces successfully pushing Outsider Forces out of Rosemont. This proves just how bad things are for the enemy and we can't let them regain the initiative.

But the focus of this mission is not the actual construct but the labour being used, recon shows that the Site is being built solely by Sleepwalker labour, with some reports showing that once the enemy has completed the site they intend on simply killing all the people they have there.

So your mission is to lead an assault on the site and liberate the captive infected there, any questions?

Q: What enemy forces can we expect?

A: We estimate a relatively small force, mostly consisting of Outsider infantry with the possibility of officer ranks and possibly one elite Muton so be aware.

Q: What support can we expect?

A: You'll be leading a contingent of XCOM forces into the actual battle, but you will have supporting fire from heavy mortars and Sky-Ranger air support.

Q:What are we to do with the Infected once we secure them?

A: Once the site is secure, a unit of medics, scientists alongside a clean up crew will move in and take the Sleepwalkers away from the site to a containment facility not far away.

Commander Bradford has reported in that XCOM forces have managed to push the enemy out of Rosemont University, Outsider Casualties are high when compared to friendlies.

Follow on reports that the Outsiders seem to be pulling out of the area and possible to regroup with other enemy forces elsewhere. Thunderstreaks are performing constant fly overs to limit this number and prevent the enemy from moving heavy equipment such as weapons. Alien forces have become more divided within Rosemont itself with a true frontline now no longer existing with XCOM forces primarily encountering small squads of Outsiders and Sectoids among the buildings.

XCOM engineers and Scientists have managed to reactivate the alien Anti Aircraft gun to serve our forces and has managed to successfully bring down thus far 4 Alien gunships

The withdraw of enemy forces means that clean up crews have managed to begin the process of removing any and all evidence of the Outsider Presence from the town.

Remarks: This is the first successful major victory against the Aliens since the invasion as well as marking the first time we've managed to retake a location from the enemy in a conventional fight.

Okay settle down people...

Two hours ago a flight of Thunderstreaks were able to bring down a small UFO craft in an area to the south west of Casper Wyoming.

Now this was a small craft but Intelligence believes that it was being used to transport munitions, supplies and possibly even Process Elerium for the Outsiders across the Country. With it being brought down we have to secure the site for two reasons. The obvious being that we don't want some civilian to come upon it by accident and blow the secrecy of this operation and the invasion.

Second we want the materials they were transporting, we have plenty of materials already but preventing the enemy from having supplies and munitions can help in shortening this war further still.

So we are sending you in with a platoon of XCOM soldiers to secure the site and prevent the enemy from securing the crash site and the cargo. You will land in this clearing here to the north of the crash and move in on foot. To be safe you should move with caution as aerial photography shows that the surviving crew have begun establishing makeshift defences.

To be safe you'll have supporting units with two mortar teams, as well as Sky-Ranger air support.

A: Analysts count them to be around 42 Outsiders mostly infantry and sectoids, no Mutons or armoured units.

Q: Can the enemy expect any reinforcements?

A: We can't say, but Intelligence believes that the enemy has not been able to co-ordinate themselves as they once did, so whilst you can expect enemy reinforcements, its unlikely they will be of any threat.

National Report: 

Designation: Retreat - Memphis Tennessee - Chicago Illinois - Savannah Georgia

Aerial recon has shown the enemy forces near the city of Memphis have begun to withdraw from their previous positions that threatened the city.

This may be further evidence of the enemy attempting to consolidate their current occupied areas rather than expanding into other parts of the Country.

Similar occurrences have been seen in other parts of the country such as Chicago Illinois where despite possible evidence of Outsider activity through Sleeper Agents in previous weeks. Such activity has become lesser and lesser as the days have gone on, possibly showing again that the enemy are withdrawing from areas that do not properly control.

Debriefing Transcript:

XCOM forces lead by Senior Agent Carter were able to safely breach the enemy perimeter and secure all captive Sleepwalkers present at the site.

XCOM forces were forced to divide in order to secure the captives with different groups being held in different sections of the facility. Casualties were light on our side with the enemy being pushed out of the area all together.

The number of enemy forces present was lesser than expected with the initial estimation being greater than what was actually faced. Alien forces attempted to move captives away from the site, following our initial assault, however once our troops breached the perimeter and began to "Liberate" the captives.

There were signs that the enemy planned on killing all present, Senior Agent Carter and his team managed to prevent this before it could be implemented, with the Enemies commander a Muton Elite being killed in the process.

All Captives are currently on route to a secure location where they can receive treatment for the pathogen. Alien forces have withdrawn from the area entirely, with aerial photography showing them moving in different directions.

Follow on missions are to track the surviving groups to their respective destinations.

Operation: Space Junk

The team supported by XCOM forces were able to safely secure the crashed UFO site, despite expectations of Outsider weaponry being present.

The firefight that ensued showed the opposite, All Outsiders at the site were using Earth made weapons, such as M-14s, 7-62s and M1897 shotguns. This meant that the team was able to easily defeat the Outsider forces defending the site and secure it for clean up crews.

Examination of the Crafts cargo storage showed that it had been transporting weapons and materials however the weapons were all without the "Munitions" to use them. Which is believed to be the prime reason for the enemy using earth weaponry. 

The stores of Elerium have been safely removed from the site for safety and sent to a secure facility for containment and evaluation.

Already the clean up crews have begun to dismantle the UFO and removing any evidence of the crash itself. The fact that the enemy has begun to use non alien weapons is possible proof of the loss of Mosaic and the gates that allowed resupply for the Outsider forces on Earth.

Now intelligence has located a communications hub in the Midwest, not far from Chicago. Now previous reports suggest that the Outsiders were going to launch an assault on the city before Operation Crack in the world. But the loss of Mosaic has scratched that.

Intelligence believes that the Outsiders here at this hub are a temporary command system one that took over for Axis after he was killed. 

Your mission is to head there link up with supporting units and destroy the Communications hub.

Research Notice:

It would appear that Senior Agent William Carter is not as he appears, whilst it has already been determined that he is not an Outsider Infiltrator, it would appear that a creature similar to the Ethereal used by Origin has attached itself to him.

This might explain his successes, at the same time there is some concern that Agent Carter is merely a "Prisoner" of the creature as the Origin put it. 

After conversing with the Creature, Senior Agent Carter took a weapon and killed the one captured during Operation Crack in the World. 

He has since collapsed and has yet to regain consciousness.

Despite the loss of Origin, a new wave of Mosaic communications has begun to show among the Outsider communications system, with repeated references to a "Mothership"

It is unknown how this is possible, Director Faulke has requested that the "Defector" be reconnected to Mosaic so that valuable intelligence can be extracted. The Defector whilst afraid of the request has agreed to do so on the condition that he be disconnected should it become too much.

Encrypted Communication: Directed to Acting Joint Chiefs and President of the United States

The Event leading up to the Invasion and Subsequent destruction of our facility, fall entirely on my shoulders. Following my orders, Dr Weir connected an enemy prisoner to the Mosaic network in the hopes of locating the enemy mothership. In doing so, the prisoner disclosed the location of the base via the same network, setting us up for attack.

Agent Carter discovered to be under the control by a being known as an "Ethereal", a being of the same type as the previously unknown creature captured during Operation: Crack in the World.

The attempt to extricate himself from control of the "Ethereal" caused great mental and physical strain on Carter, forcing us to detain him until he can be evaluated. The "Ethereal" was then accepted in the Consciousness of Dr Alan Weir in order to maintain the tactical advantage it provides for Humanity.


Day 108 of the Conflict:

Both XCOM intelligence and our own scouts have confirmed that Outsider Forces are regrouping for a major counter offensive on our position. As of yet we have not determined how many enemy we can expect but it is certain that the enemy will be coming in a strong and considerable force.

Even though Origin as a individual is dead, it appears that his consciousness is still alive in Mosaic, this allows him to continue giving orders through the Network.

The only problem is that this limits his range, so he must be on the Mothership, so our mission is to land as close as possible and divide into teams, since Origin is beyond a secure door, we need to shut down at the exact same time a security network.

I'll take one, Agent Weaver the Second, Dr Weir the third. 

After that, Dr Weir will push through and secure the Mosaic position and with the Ethereal, link into Mosaic, take control and end this war.


February 13th 1961 Day 1 since conflict end:

Operation: The Day the Sky Fell - Dr Alan Weir

After landing aboard the Alien mothership, the teams divided into our respective groups and began to make their way to the targets.

During our move towards our Target, Outsider forces attempted various forms of preventing our advance, including using a number of enemy forces as well as built in defensive turrets.

Thanks to the Ethereal however we were able to push forward and secure our target, sadly we received word that Agent Carter who was still under the position that the Ethereal should be killed broke free and attempted to interfere.

At the same time we were warned that both Director Faulke and Agent Weaver were unable to secure their respective targets are required assistance. Agent Carter provided aid by moving to Director Faulkes position whilst me and my team made our way to Agent Weaver.

After helping Agent Weaver and her team we moved on to Director Faulkes position, sadly we were too late, he and his team consisting of Agent James Townsend and Agent Cyrus Sinclair were killed, Agent Carter took on the position allowing us to shut down the security network.

We made our way into the Mosaic chamber and fought through Origin's defenders until I was able to gain access to the machinery and take control of the Mosaic network.

I then ordered all Outsider Forces on planet earth to stand down and surrender to XCOM personnel.

We worked with them to dismantle and hide what we could, we had to destroy what we weren't able to conceal. We did manage to save a small amount of their technology for study, the things we'll be able to learn from them is incredible.

After the fall of the Outsiders, XCOM allowed the mothership and remaining alien invaders to leave planet earth.

XCOM began reinforcement of U.S defences by updating specific technology and weapon systems. 

News reports claim eye witnesses saw a flash and what appeared to have been an UFO. XCOM agents arrived at various media headquarters and witness locations, extinguishing out anymore reports of the Event.]

-No I'm not comfortable with deception, but the story seems to have worked.

The areas we couldn't hide have been sealed off, I'm told our associates at the national archives are busy erasing any trace of those locations.

Recommendation:

It is highly recommended based on the evidence provided during interviews with surviving XCOM personnel that took part in Operation the day the sky fell, it is the opinion of the investigation that a means of combating possible future threats to Planet earth must be implemented.

We therefore believe that all nations of planet earth must adhere to Director Weirs plan on regards of creating a new XCOM project that goes beyond the protection of the United States. That similar facilities be constructed across the planet to perform similar actions against any hostile threat of an Exterestrial existence.

Based on the report by Dr Weir we recommend that these bases and the project be overseen by a selected council of Nations, we recommend that the founding nations be members of the United Nations Security Council, which will be referred to as the Council of Nations, these nations will have the duty of funding, providing resources, materials, manpower in soldiers, support personnel, scientists, engineers etc.
